07/09/1998 CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR COUNCIL MEETING - TULY 9. 1998 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on July 9, 1998 at 6:30 p.m. PRESENT: Byron Matteson, Mayor Dan Buchanan, Mayor Pro Tem Herman Hilkey, Councilmember Jim Singley, Councilmember Tom Schwab, City Manager John Donlevy, Assistant City Manager Brenda.Stanfill, City Clerk Bernard Simon, Finance Director Patrizia Materassi, Community and Economic Development Director Virgil Barham, Building & Safety Director Lt. Mike Howell, Sheriffs Department John Harper, City Attorney ABSENT: Lee Ann Garcia, Councilmember The meeting was opened with invocation by Pastor Salim Elias, Azure Hills Seventh-Day Adventist Church, followed by the Pledge of Allegiance led by Councilman Singley. SPECIAL PRESENTATIONS - None CONSENT CALENDAR CC-98-95 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY MAYOR PRO TEM BUCHANAN, CARRIED 4-0-1-0 (COUNCELMEMBER GARCIA WAS ABSENT), to approve the following consent calendar items: 3A. Approval of Check Register No. 063098 & 070998 3B. Ratify 07-09-98 CRA Action 3C. Waive Full Reading of Ordinances on Agenda 3D. Approval of 06-25-98 Minutes 3E. 1998-99 Appropriations Limit 3F. Resolution Supporting the Construction and Operations of a Criminal Justice Center in the High Desert 3G. Resolution Supporting the Repeal of Booking Fees in San Bernardino County 3H. Reject Liability Claim GTLC-98-03 (Hullinger) 3I. Authorize Staff and Council to Travel to the League of California Cities Mayors and Councilmembers Executive Forum and Cancel the City Council Meeting Scheduled to be held on July 23, 1998 3J. Appropriation of $19,875 for Employee Benefits for Fiscal Year 1998- 99/Adopt Salary Resolution Council Minutes July 9, 1998 Page 2 PUBLIC CONIlVIENT - None ORAL REPORTS 5A. Committee Reports - None 5B. Council Reports Mavor Pro Tem Buchanan, reported that a request was made to the San Bernardino County Board of Supervisors to keep CDF Fire Protection in place until after the proposed fire district has been taken to a vote; they elected not to allow that. He stated that AB391 would prohibit the County of San Bernardino from terminating CDF coverage for Grand Terrace, Highland and Yucaipa while the LAFCO application is still pending. This legislation went before the State Senate Local Government Committee last Wednesday,,he and the City Manager from Highland attended the hearing. The Senate Committee approved the legislation and will send it on to the next step, the Senate Appropriations Committee. This hearing should be heard in early August. The goal of the legistlation is to keep our fire protection at its status quo while our LAFCO application runs its course. He congratulated Councilmember Garcia on her new baby. Councilmember Hilkev, expressed his dissatisfaction with the billboards in Colton. Mavor Pro Tem Buchanan, stated that he made a personal commitment to boycot those businesses that advertise on the billboards and to let those businesses_know why he no longer uses them. Councilmember Hilkev, congratulated Henry and Lee Ann Garcia on their new baby, Dallas. Mavor Matteson, reported that there will be an Inland Empire Division League of California Cities Meeting on July 16. He reported that he attended the Grand Terrace Area Chamber of Commerce Installation Dinner on June 30, 1998. PUBLIC HEARINGS 6A. Landscaping and Street Lighting District 89-1 FY 1998-99 Levy of Assessment Mayor Matteson opened discussion to the public, there being none he returned discussion to Council. CC-98-96 MOTION BY COUNCILMEMBER HILKEY, SECOND BY MAYOR PRO TEM BUCHANAN, CARRIED 4-0-1-0 (COUNCILMEMBER GARCIA WAS ABSENT), ,to adopt a Resolution confirming a diagram and assessment and providing the annual assessment levy after formation of a District for Fiscal Year 1998-99 as presented in the Engineer's Report and to direct the Finance Director to file the Assessments with the County Auditor. F Council Minutes July 9, 1998 Page 3 UNFINISHED BUSINESS 7A.: Preston Street Zoning Discussion Citv Attornev Hamer, stated for the record that the applicant is not in the audience. It was the concensus of the Council that this project will be considered if the applicant submits a formal application and pays the appropriate fees. NEW BUSINESS 8A. Committee Member Reappointment CC-98-97 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 4-0-1-0 (COUNCILMF2%4BER GARCIA WAS ABSENT), to reappoint the following individuals to their ;respective Committees with a term continuing to June 30, 2002 and advertise the vacancies: Crime Prevention Committee - Jackie Kiacz, Dottie Raborn, and Mike Fasenmyer Historical and Cultural Activities Committee - Viola Gratson, Judy McBride, Hannah Laister, and Rochelle Rosenkild Park and Recreation Committee - Lenore Frost, Pat Newberry and Barry Tyler Emergencv Operations Committee - James Monroe; and Planning Commission reappoint the following individuals to the Planning Commission with a term continuing to June 30, 2002 and direct staff to prepare an Ordinance reducing the number of Planning Commissioners from seven members to five: Fran Van Gelder, Matthew Addinton, and Don Larkin.
