08/27/1998 CITY OF GRAND TERRACE CITY COUNCIL A11NUTES REGULAR COUNCIL MEETING - AUGUST 27. 1998, A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on August 27, 1998 at 6:00 p.m. PRESENT: Byron Matteson, Mayor Dan Buchanan, Mayor Pro Tem Herman Hilkey, Councilmember Jim Singley, Councilmember Tom Schwab, City Manager John Donlevy, Assistant City Manager Brenda Stanfill, City Clerk Bernard Simon, Finance Director Virgil Barham, Building & Safety Director Lt. Pete Ortiz, Sheriffs Department ABSENT: Lee Ann Garcia, Councilmember Patrizia Materassi, Community and Economic Development Director John Harper, City Attorney The meeting was opened with invocation by Mayor Pro Tem Dan Buchanan, followed by the Pledge of Allegiance led by Councilman Herman Hilkey. SPECIAL PRESENTATIONS 2A. Recycling Family of the Month - July 1998 Mayor Matteson announced that the Bejarano Family is the recipients of the Recycling Family of the Month Award for the month of July, 1998 and of the local merchant gift certificates from Demetri's Restaurant, Miguel's Jr. Restaurant, La Pasta Italia, Flowers By Yvonne and Food Connection Restaurant. CONSENT CALENDAR CC-98-111 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 4-0-1-0 (COUNCILMEMBER GARCIA WAS ABSENT), to approve the following consent calendar items: 3A. Approval of Check Register No. 082798 3B. Ratify 08-27-98 CRA Action 3C. Waive Full Reading of Ordinances on Agenda 3D. Approval of 08-13-98 Minutes 3E. Elevator Maintenance Services - Otis Elevator 3F. City Investment Policy Amendments PUBLIC CORD ENT Council Minutes August 27, 1998 Page 2 Barnev Karg_er, expressed his concern with the trash service billing and the quality of service that we are getting from USA Waste. He also expressed his concern with the up- keep of the alleys in Grand Terrace and the parking of vehicles that take place in them. He requested that Council look into the possibility of ticketing the vehicles. He stated that he received a letter from the Code Enforcement Officer regarding maintaining his weeds and requested that the City maintain their weeds as well. Mavor Matteson, stated that residents have the option to pay their trash bill on a monthly basis, however they will only receive one bill every three months. Citv Manager Schwab, stated that the City has never maintained the alleys in Grand Terrace, it is the individual property owners responsibility to maintain the alleys in Grand Terrace. The property owner has the right:to tow vehicles that are parked in the alleys if there is a no parking sign located on the property. Mavor Pro Tem Buchanan, questioned whether or not the City has the authority to enforce parking violations within the alley. Barnev Karaer, stated that there is a vehicle that is parking half on his property and half on their property and questioned whether he can have the vehicle towed. City Manager Schwab, stated that he would do some research and let him know. Dick Rollins, 22797 Barton Road., requested that Mayor Matteson speak directly into his microphone so that.the residents can hear him watching the meeting on T.V. Lenore Frost, 11987 Honey Hill, urged the Council to support Make-a-Difference Day Week and the Food Drive that .the Park and. Recreation Committee is requesting permission to hold. ORAL REPORTS 5A. Minutes of 07-13-98 CC-98-112 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER HILKEY, CARRIED 4-0-1-0 (COUNCILMEMBER GARCIA WAS ABSENT), to accept.the Crime Prevention Committee minutes of July 13, 1998. 2. Historical and Cultural Activities Committee a. Minutes of 07-06-98 CC-98-113 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY MAYOR PRO Council Minutes August 27, 1998 Page 3 TEM BUCHANAN, CARRIED 4-0-1-0 (COUNCELMEMBER GARCIA WAS ABSENT), to accept the:Historical and Cultural Activities Committee Minutes of July 6, 1998. 3. Park and Recreation Committee a. Make-a-Difference Day Food Drive CC-98-114 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILN EMBER HILKEY, CARRIED 4-0-1-0 (COUNCELMEMBER GARCIA WAS ABSENT), to support a nonperishable food drive for National "Make-a-Difference Day.- October 24, 1998." and to allow collection boxes at City Hall and the Grand Terrace Child Care Center from October 22, 1998 through October 31, 1998. 5B. Council Renorts Mavor Matteson, reported that he and City Manager Schwab.met with the Sheriff to discuss different issues throughout the City. He also reported that Code Enforcement Officer Hernandez held the first annual meeting for local code enforcement officers and commended her for doing a fantastic job. Mavor Pro Tem Buchanan, reported that the LAFCO hearing was held on the proposal to create an East Valley Fire Protection District. The LAFCO staff recommendation was to deny the application, however, some revisions that were made on the district boundaries was approved for final study purposes and the meeting was continued to :October at which time a final decision is likely to be made. The issue at that time will be whether.or not a majority of the commission members believe that we meet the necessary requirements for having a properly funded fire district and that irreparable damage is not done to the remainder of CSA38 and that there is a proper organizational structure set up. He reported that the City has held two concerts in the park that have been outstanding and encouraged everyone to attend the upcoming events. Councilmember Hilkev, reported that Saturday is opening day for the Grand Terrace Community Soccer Club. PUBLIC HEARINGS - None UNFINISHED BUSINFSS 7A. Second Reading of an Ordinance of the City of Grand Terrace, California, Approving General Plan Amendment GPU-97-01 Updating the Circulation Element Contained Within the Infrastructure Element of the General Plan and Respective Negative Declaration. CC-98-115 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCELMEMBER HILKEY, CARRIED 4-0-1-0 (COUNCILMEMBER GARCIA WAS ABSENT), to approve the Second Reading of an Ordinance of the Council Minutes August 27, 1998 Page 4 City of Grand Terrace, California, Approving General Plan Amendment GPU-97- 01 Updating the Circulation Element Contained Within the Infrastructure Element of the General Plan and Respective Negative Declaration. 7B. Second Reading of an Ordinance of the City Council of the City of Grand Terrace, California, Amending Chapter 2.16 of the Grand Terrace Municipal Code Dealing with the City of Grand Terrace Planning Commission. CC-98-116 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY MAYOR PRO TEM BUCHANAN, CARRIED 4-0-1-0 (COUNCILMEMBER GARCIA WAS ABSENT), to approve the Second Reading of an Ordinance of the City Council of the City of Grand Terrace, California, Amending Chapter 2.16 of the Grand Terrace. Municipal Code Dealing with the City of Grand Terrace Planning Commission. NEW BUSINESS 8A. Appoint Voting Delegate - League.of California Cities Annual Conference CC-98-117 MOTION BY COUNCILMEMBER ' SINGLEY, SECOND BY COUNCILMEMBER HILKEY, CARRIED 4-0-1-0 (COUNCILMEMBER GARCIA WAS ABSENT), to appoint Mayor Matteson as the Voting Delegate for the League of California Cities Annual Conference and Councilmember Hilkey as the alternate.
