10/22/1998 CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR COUNCIL MEETING - OCTOBER 22. 1998. A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on October 22, 1998 at 6:00 p.m. PRESENT: Byron Matteson, Mayor Dan Buchanan, Mayor Pro Tern Herman Hilkey, Councilmember Jim Singley, Councilmember Lee Ann Garcia, Councilmember Tom Schwab, City Manager John Donlevy, Assistant City Manager Brenda Stanfill, City Clerk Patrizia Materassi, Community and Economic Development Director Virgil Barham, Building & Safety Director Lt. Pete Ortiz, Sheriffs Department ABSENT: Bernard Simon, Finance Director John Harper, City Attorney The meeting was opened with invocation by Pastor Salim Elias, Azure Hills Seventh-Day Adventist Church, followed by the Pledge of Allegiance led by Mayor Pro Tern Dan Buchanan. ITEM TO DELETE City Manager Schwab requesters that the Council remove item 2A. Special Presentations - Commendation - William De Benedet from the.agenda and continue it to the next City Council Meeting scheduled to be held on Tuesday, November 17, 1998. ITEM TO ADD City Manager Schwab requested that the Council add Mt. Vernon Avenue and De Berry Street Storm Drain Repair as item 8A. to the agenda. CONSENT CALENDAR CC-98-132 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER HICKEY, CARRIED 5-0, to approve the following consent calendar items: 3A. Approval of Check Register No. 102298 3B. Resolution Supporting Proposition. 1A, the Public Education Facilities Bond Act of 1998 PUBLIC CONEM ENT Dick Rollins, 22797 Barton Road, stated that a lot of changes are occurring with cable companies. He stated that one of the high areas of crime in Grand Terrace is at the Terrace View Apartments on De Berry Street. Lenore Frost, reminded everyone to participate in the Make-a-Difference week food drive. Barbara Tinslev, 22878 Miriam Way, thanked the City Council and Staff for the resurfacing of the streets. ORAL REPORTS 5A. Committee Reports 1. Crime Prevention Committee a.. Minutes of September 14, 1998 _ CC-98-133 MOTION BY COUNCILMEMBER HILKEY, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to accept the September 14, 1998 Minutes of the Crime Prevention Committee. 5B. Council Reports Mavor Matteson, reported that he attended the Annual League of California Cities Conference. He requested an update from Assistant City Manager Donlevy on the Street Name Sign Project. Assistant Citv Manager Donlevv, responded that the project is about 90% complete. Approximately 300 of the old street name signs have been sold. The last time the signs will be sold will be at the Country Fair on November 7, 1998. Mavor Pro Tern Buchanan, reported that LAFCO voted to deny the application for the formation of an East Valley Fire Protection District. The cities of Highland and Yucaipa have taken out papers from LAFCO to consider the possibility of detaching from CSA38 at which point they would have to find some way of providing their fire services either through the formation of a joint powers authority, creating their own fire department, or entering into some sort of contractual relationship for someone to provide fire services Council Minutes October 22, 1998 Page 3 for them. Those cities have the option of doing that because they generate enough tax revenue internally to support the operation of fire protection, unfortunately the City of Grand Terrace does not, we generate less tax revenue for fire protection services than it costs to maintain and operate the fire services that we have. In addition, a significant portion of our tax dollars are pledged through a redevelopment agency pass through arrangement to go through CSA38 for fire services and we would not have control over the dollars if we detached. The City of Grand Terrace has lost the opportunity to allow our citizens to consider the formation of a fire district and are forced to remain a part of CSA38. The contract between CSA38 and CDF will end on December 31, 1998 and the CDF Firefighters that have protected our community will be moving on to other locations. He extended his appreciation to Jim Wristmiller who is a dedicated CDF firefighter and a resident of the City of Highland and a former Council Member of the City of Highland. Hopefully we will not experience any significant changes in the fire protection. It is our hope that the new personnel will take up where CDF personnel left off and-will provide the type of fire protection services that the community deserves. Councilmember Sinelev, stated that this may be the time to begin discussing a utility tax in order to fund our own fire department and to increase law enforcement. Mavor Pro Tern Buchanan, thanked the City Manager for his efforts with regards to this issue. He reported that the Grand Terrace Fire and Rescue will be holding their pancake breakfast on Sunday, all proceeds will go to fire and rescue equipment. The last of the free concert in the park series will be held on Sunday evening. He reported that Saturday October 24, 1998 will be free dump day from 8 a.m. to 12 noon. Councilmember Sinelev, reported that he attended the Volunteer Appreciation BBQ. He thanked the volunteers for all of their hard work. He stated that he will miss CDF in our community. Councilmember Hilkev, reported that the Country Fair will be held on-November 7, 1998 at the Community Center from 9:00 a.m. to 3:00 p.m. He requested that an inventory be done on the equipment at the fire station and a history of the responses and staffing of the station over the last couple of years. Councilmember Sinelev, requested that staff set up individual meetings_with Peter Hills to discuss some of the issues and concerns that they have. Councilmember Garcia, stated that she will miss CDF and it is her hope that we can move forward and create a positive working relationship with County Fire. She stated that she missed the Volunteer Appreciation BBQ, however, she was selected to be a part of Leadership of Southern California and the opening session was on the same day as the BBQ. She reported that the Halloween Haunt will be held on October 31 from 5:00 p.m. to 8 p.m. at Pico Park. She applauded Lenny Frost on her efforts on Make-a-Difference Week. She reminded everyone..that November 20, 1998 is the deadline to sponsor the 20th Anniversary. She encouraged everyone to vote on November 3, 1998. Vernon Avenue and DeBerry Street Storm Drain Repair CC-98-134 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER HILKEY, CARRIED 5-0, to authorize staff to develop specifications for the repairs to the DeBerry Street and Mt. Vernon Avenue storm pipe and authorize the public advertisement and bid of the project.
