11/17/1998 CITY.OF GRAND TERRACE CITY COUNCIL MINUTES SPECIAL COUNCIL MEETING - NOVEMBER 17. 1998 A special meeting of the City Council of the City of Grand Terrace was called. to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on November 17, 1998 at 6:00 p.m. PRESENT: Byron Matteson, Mayor Dan Buchanan, Mayor Pro Tem Herman Hilkey; Councilmember. Jim Singley, Councilmember Lee Ann Garcia, Councilmember Tom Schwab, City Manager John Donlevy, Assistant City Manager Brenda Stanfill, City Clerk Patrizia Materassi, Community and Economic Development Director Virgil Barham, Building & Safety Director Bernard Simon, Finance Director Lt. Pete Ortiz, Sheriff s Department ABSENT: John Harper, City Attorney The meeting was opened with invocation by Mayor Pro Tem Dan Buchanan, followed by the Pledge of Allegiance led by Council Member Lee Ann Garcia. ITEMS TO DELETE None SPECIAL PRESENTATIONS 2A. Commendation - William DeBenedet Council Member Hilkey read a Commendation in memory of William DeBenedet and presented it to Mrs. Alba DeBenedet. Tonv Petta, 11875 Eton Dr., gave an overview of the contributions that were made by Bill DeBenedet and the late Ernie Zampeze, who worked together to develop the Honey Hills Project and toward the incorporation of Grand Terrace. 2B. Terrace View Principal, Maryetta Ferre' Ms. Ferre' gave a brief overview of the curriculum at Terrace View Elementary School and introduced second and third grade students who performed a spirit song for the City Council. 2C. Recycling Family of the Month - August, September & October 1998 Council Minutes November 17, 1998 Page 2 Mayor Matteson announced that the Recycling Family of the Month award for August goes to Gilbert Santa Cruz and family, the award for the month of September goes to Deborah Budde and family and for the month of October goes to Suebsak Pattamapong and family. These households will receive gift certificates from Stater Brothers' Markets, Miguel's Jr. Restaurant, La Pasta Italia and Demetri's Restaurant. 2D. Proclamation - Christmas Tree Recycling Program Mayor Pro Tem Buchanan read a Proclamation in support of the Christmas Tree Recycling Program. Richard Rollins Park Restroom: Design Contract 3F. Senior Center Expansion: Design Contract CC-98-136 MOTION BY COUNCILMEMBER HILKEY, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to continue the Richard Rollins Park Restroom Design Contract and the Senior Center Expansion Design Contract to the December 10, 1998 meeting and direct staff to look for local companies who are qualified to bid on the project and :to develop a local business preference policy to be considered by the Council. PUBLIC COMMENT Steve Peter, Grand Terrace Chamber of Commerce, presented a plaque to Barbara Tinsley for her service as the Office Manager for the Chamber of Commerce for the past five years. 1. Emergency Operations Committee a. Minutes of September 14, 1998 CC-98-140 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER GARCIA, CARRIED 5-0, to accept the September 14, 1998 Minutes of the Emergency Operations Committee. 5B. Council Renorts Mavor Matteson, questioned staff about welding that is being done for the City and suggested that a customer satisfaction survey be included in sewer bills so we can receive input from our residents on how.we are doing. City Manager Schwab, reported that one of our community service workers is a welder _- and he is building a Barbeque for the City and cages to protect our backflow devices. Mavor Pro Tem Buchanan, reported that he attended the Annual Country Fair sponsored by the Historical & Cultural Activities Committee and it was a great success: The Fire and Rescue Association held their annual Pancake Breakfast which was well attended. He attended the annual City/County Conference held in Lake Arrowhead and met with County and City Officials to discuss areas of local concern. Councilmember Garcia, reported that the League of California Cities sent a certificate Council Minutes November 17, 1998 Page 4 recognizing the City of Grand Terrace on its 20th Anniversary. She reminded everyone that the deadline to be a sponsor for the 20th anniversary is November 20th. She reported that she attended the Country Fair and shared some of the crafts that were available. She attended the Historical & Cultural Activities Committee where they were working on the City Birthday Party, which is scheduled for December 10 prior to the City Council meeting. The Garden Club is holding a meeting on November 18th at the Grand Royal Mobile Home Park. She announced that the City won an award from the American Environmental Professionals (AEP). She attended the East Valley Coalition meeting where transportation funds were discussed. The League of California Cities Inland Empire Division Meeting will be held on November 19th and Don Benninghoven, Outgoing Executive Director, will be speaking. Councilmember Hilkev, attended the City/County Conference and felt that it is the most beneficial meeting to attend. The Measure "I" money was discussed and he expressed concern that the funds are running out before the local projects are completed., He asked staff if the inventory of equipment at the Fire Station is being done and requested an audit of the 20th Anniversary Fund. Omnitrans is using natural gas vehicles and a new facility to maintain the vehicles is opening on December 3rd. He suggested that the City promote the winners of Tour.de Terrace in the newsletter. Couneilmember'Singlev, attended the Country Fair and the'City/County meeting. The City/County meeting was informative and he was able to speak with Peter Hills from County Fire who assured him that the level of service will remain the same. The East Valley Coalition is working ,on getting local projects approved for the Measure "I" money. PUBLIC HEARINGS 6A. CUP 90-06 (renewal #6); Request for a Two Year Extension of this Conditional Use Permit (K & M Racetrack) CC-98-141 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILME_MBER HILE EY, CARRIED 5-0, to continue CUP 90-06 (renewal #6) to December 10, 1998. 6B. 1999-2000 Community Development Block Grant (CDBG) Program Projects Assistant City Manager Donlevy, recommended that the City implement the projects currently funded and re-build the Un-Programmed Account Balance with the County so larger projects can be considered in future years. He indicated that this item will come back to the Council at a later date for authorization to submit a project list. Mayor Matteson opened discussion to the public, there being none, he returned discussion to the Council. Mavor Pro Tem Buchanan, asked how much of the money is limited to service projects. Council Minutes November 17, 1998 Page 5 Assistant Citv Manager Donlevv,, indicated that it is 15% which is approximately $15,000. Service project requests will be submitted to the Council at a later date. Councilmember Hilkev, suggested that staff look into identifying a service area through the Soccer League and Little League since these groups serve parts of Colton and the unincorporated area and the money could be spent on the concession stand. Assistant Citv Manager Donlevv, indicated that he will look into it and report back to Council-when this items comes.back in January or February. Councilmember Sinalev, indicated his desire to continue to work toward developing Susan Petta Park at the Senior Center. UNFINISHED BUSINESS. - None NEW BUSINESS 8A. ;. ;..Annual.Financial Report for Fiscal Year Ending June 30, 1998 CC-98-142 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY ;�- COUNCILMEMBER SINGLEY, CARRIED 5-0, to accept the audited Financial r Statements of the City of;Grand Terrace for the Fiscal Year ended.June 30, 1998. 8B. :;:. Fire Service Consolidation Report City Manager Schwab, reported that the Local Agency Formation Commission (LAFCO) formally denied Application Number 2826, a reorganization to include the formation of the East Valley Fire Protection District (EVFPD) and detachment from County Service Area 38 (CSA 38). CC-98-143 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER HILKEY, CARRIED 5-0, to withdraw from the East Valley Fire Protection District Ad-Hoc Committee effective October 22, 1998, the day after the LAFCO denial of application 2826 and pay our share of the joint portion for consultant fees and attorney's fees relating to the district formation up to October 22, 1998 and not including work performed subsequent to that date. Mayor Matteson recessed the City Council meeting at 855 p.m. . Mayor Matteson reconvened the City Council meeting at 9:05 p.m. 8C. Resolution for the City to obtain State Summary Criminal Background Checks on Employees and Volunteers CC-98-144 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCH:MEMBER GARCIA, CARRIED 5-0, to approve a Resolution, Policy and Employee Statement authorizing the City to obtain background checks on Council Minutes November 17, 1998 Page 6 employees and volunteers and to appropriate $500 for the fees charged by the Department of Justice and the San Bernardino County Sheriffs Department. 8D. Proposal to Contract with Computer Consultant for Year 2000 Project and Computer Maintenance CC-98-145 MOTION BY COUNCILMEM 3ER GARCIA, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to approve plans to contract with a computer consultant and appropriate not to exceed $22,500 in General Fund Account 10-140-249 to provide funds necessary for consultant to perform Y2K computer systems analysis, research and upgrade as required. 8E. Present Certificates of Election/Oath of Office City Clerk Brenda Stanfill gave the Oath of Office and presented Certificates of Election to Dan Buchanan and Merman Hilkey to fill terms, which will expire November 2002. 8F. Election of Mayor and Mayor Pro Tem City Clerk Brenda Stanfill opened the floor for nominations for Mayor. CC-98-146 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER HILKEY, CARRIED 5-0, to elect Byron Matteson as Mayor. Mayor Matteson opened the floor for nominations for Mayor Pro Tempore CC-98-147 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER HILKEY, CARRIED 4-1 (Councilmember Garcia voted No), to elect Dan Buchanan as Mayor Pro Tempore. 8G. Appoint Representatives and Alternates to Various Government Organizations Councilmember Garcia, indicated that she would like to be appointed as the primary SANBAG Representative.
