REGULAR COUNCIL MEETING - TANUARY 14.. 1999
A regular meeting of the City Council of the City of Grand Terrace was called to order in the
Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California,
on January 14, 1999 at 6:00 p.m.

The meeting was opened with invocation by Council Member Garcia, followed by the Pledge
of Allegiance led by Mayor Pro Tem Buchanan.

SPECIAL PRESENTATIONS
2A. County Fire Presentation
Peter Hills, County Fire Chief, introduced Administrative staff and the crew who will be
working at Station No. 23 in Grand Terrace. He indicated that the transition from CDF to
County Fire in Grand Terrace has been smooth and gave an overview of the services provided
by the County Fire Department.

Department Meeting
PUBLIC COIVIlVIENT
Barbara Pfenniahausen, 22111 Ladera, indicated that she has been informed that a utility
tax is proposed to go on the ballot and urged the Council not to rely only on a utility tax
for financial support because other cities are experiencing reduced income from utility
taxes due to reduced utility usage and rates.

Minutes of the Crime Prevention Committee.
2. Historical & Cultural Activities Committee
a. Minutes of December 7, 1998

COUNCILMEMBER HILKEY, CARRIED 5-0, to accept the December 7, 1998
Minutes of the Historical & Cultural Activities Committee.
5B. Council Reports
Mavor Matteson, reported that he attended a meeting with John Husing on Economic
Development and the issues identified were the lack of identity and that many residents
do not shop at local businesses.
Mavor Pro Tern Buchanan, reported that he attended the SANBAG meeting where they
had discussion on how transportation money is spent. He indicated that the project of
concern to our community is the improvement of I-215 between Riverside and San
Bernardino, however, it is not currently a priority. The project with the highest priority
at this point is the 215/60/91 interchange. They are continuing to look at ways to fund
surface street improvements. -
Councilmember Garcia, reported that there will be a Chamber of Commerce luncheon
on Tuesday, January 19th at City Hall and the Garden Club will meet on Wednesday,
January 20th at the Grand Royal Mobile Home Park. She indicated that the City
Newsletter has good information for the residents and encouraged everyone to read it.

She reported that the League of California Cities Inland Empire Division is holding
sessions for newly elected officials and a General Membership meeting will be held on
January 21 st with speakers who will address Y2K compliance and current legislation.
Councilmember Sinalev, reported that he also attended the Economic Development
meeting with John Husing and one of the primary issues is to develop an identity for our
community and we need to attract quality retail to encourage our residents to shop
locally. He indicated that a suggestion was made to rename Barton Road to Grand
Terrace Avenue to gain more identity on maps and street signs and suggested that it be
placed on a future agenda for,discussion. He indicated that the City Newsletter has
valuable information and encouraged the residents to use it as a reference guide.
Councilmember Hilkev, indicated that the traffic on I-215 has increased and more people
are using Grand Terrace surface streets to get to Reche Canyon, Colton and Loma Linda.
He felt that we need to start addressing traffic calming to reduce the speed through our
community. He felt that there is distasteful content in the City Newsletter and he
indicated that he has addressed this issue with the City Manager.

8A. Bridge Replacement - Barton Road at Union Pacific/Southern Pacific Overhead
Bridge - Cooperative Funding Agreement
CC-99-04 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY
COUNCII,MEMBER SINGLEY, CARRIED 5-0, to approve the Cooperative
Funding Agreement for the Barton Road Bridge Replacement Project; direct the
City Manager to sign the agreement; direct staff as the lead agency to continue
to work toward completion of this project.

Mayor Matteson adjourned the City Council Meeting at 8:00 p.m., until the next CRA/City
Council Meeting which is scheduled to be held on Thursday, January 28, 1999 at 6:00 p.m.
