REGULAR COUNCIL MEETING - FEBRUARY 11. 1999, .
A regular meeting of the City Council of the City of Grand Terrace was called to order in the
Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California,
on February 11, 1999 at 6:00 p.m.

The meeting was- opened with invocation by Pastor Salim Elias, Azure Hills Seventh-Day
Adventist Church, followed by the Pledge of Allegiance led by Councilmember Garcia.

CONSENT CALENDAR
CC-99-11 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY MAYOR PRO
TEM BUCHANAN, CARRIED 5-0, to approve the following consent calendar
items:

Richard Loder, 12610 Garden Avenue, stated that Pico Park is behind his residence and

expressed his displeasure with the noise from the activities that take place at the park and
lack of privacy that he has. He requested that the city look into the issues of his
property with regard to Pico Park.
Sandv Mathav, 12620 Garden Avenue, expressed her displeasure with the lack of privacy
that they have with the activities that take place at Pico Park. She stated that there are
weekends that they can not get into their driveway due to all the vehicles that are parked
in their neighborhood.
Mavor Matteson, stated that staff will look into this issue.
Councilmember Sinalev, stated that Council has received a lot of positive feed back with
regards to Pico Park. He requested that staff look into the possibility of having a block
wall built as a sound buffer.
Assistant Citv Manager Donlevv, stated that he understands the frustration of the
residents, however, they are things that come from living next to a park. He stated that
staff has worked with Little League in trying to make things better for the residents.
Mr. Loder, stated that he would like a sound barrier of reasonable height. He referred
to another project in Grand Terrace that required a sound barrier. He requested that a
block wall be built as a sound barrier and stated that he understands that finances may
-be an issue.
Councilmember Hilkev, stated that he thought that the original plan for Pico Park was
to have a sound barrier with vines and plants and questioned whether the plants have died
or whether they were ever planted. He suggested that a commercial wall would possibly.
help. He assured Mr. Loder that the Council would look into his concerns.
Dick Rollins, 22797 Barton Road, stated that Mr. O'Connell from the Grand Terrace
Little League informed him that there would be no games on Sunday and that there
would be no illumination after 10:00 p.m. He indicated that he has seen coyotes over
the last couple of weeks and encouraged residents to be aware of them and to safeguard
their family pets.
Barbara Pfenniahausen, 22111 Ladera Street, questioned the purpose of paying John
Husing $4,000.00 to do a study that has been done over and over again with the only
change to rename Barton Road, which she feels is highly unlikely, when residents are
being asked to pay additional taxes to support the community. She stated that she is
opposed to a Utility User Tax and will fight against it.
Councilmember Singlev, stated that he recalled a Council meeting when Ms.
Pfennighausen stated that she would support a special tax that would- support fire
protection.
Barbara Pfenniahausen, responded that she was never in support of a utility tax and
stated that she feels that utility taxes are an unsure source of income. She expressed her

concern with the fire department's response to the recent fire at the Food,Connection and
requested an explanation.
Mayor Matteson, requested that City Manager Schwab look into Ms. Pfennighausen's
concern with the fire department.
Michael Bartol, questioned whether the City has an exclusive contract with Comcast
Cablevision.
City Manae_er Schwab, responded that the City has a non-exclusive contract with
Comcast.
Michael Bartol, asked if there, is anything that would prevent another company from
providing better service?
Citv Manager Schwab, responded that if another company wanted to come in they would
have to approach the City Council.
rMichael Bartol, expressed his dissatisfaction with Comcast. He indicated that he can
provide enlarged copies of the T.V. Guide for those who are unable to see well at no
charge.
Councilmember Garcia, recommended that he let the library know so that she..can pass
on the information to people that may need his service.

5B. Council Reports .
Mavor Pro Tem Buchanan, reported that he attended the SANBAG Board meeting and
was selected as one of the representatives of the East Valley Cities to the Plans and
Programs Committee for SANBAG.
Councilmember Sinelev, reported that City Manager did a press release on the proposed
Utility User Tax.
Councilmember Garcia, reported that she went with Community and Economic
Development Director Materassi to Senator Steve Peace hearing on the State Budget.
The question was asked if the State gives back property taxes to cities are the cities
willing to give back sales tax.,

6A. First Reading of an Ordinance of the City of Grand Terrace, .California
Approving General Plan Amendment GPU-99-01, E-98-15.Adding the Air Quality
Council Minutes

Element and Respective Declaration
John Lampe. Associate Planner,'introduced the proposed Air Quality Element which
meets State law, AQMD and SANBAG regulations, sets guidelines for the
implementation of the City Trip Reduction Ordinance, and confirms the City's
commitment to help clean the air and "to make important decisions thinking of future
generations." He recommended that the City Council approve the ordinance adding the
Air Quality Element to the General Plan and the respective Negative Declaration.
Mayor Matteson opened discussion to the public, there being none he returned discussion
to the Council.
CC-99-12 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY
COUNCILMEMBER HH-KEY, CARRIED 5-0, to approve the First Reading of
an Ordinance of the City of Grand Terrace, California Approving Genral Plan
Amendment GPU-99-01, E-98-15 Adding the Air Quality Element and Respective
Negative Declaration.

NEW BUSINESS
8A. Joint Committee Focus Group Meeting
CC-99-13 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY
COUNCILMEMBER GARCIA, CARRIED 5-0, to set a date for a meeting of the
Joint Committee Focus Group on February -17, 1999 at 6:00 p.m. for all
committee and Planning Commission members.
8B. Mid-Year Budget Review and Adjustments FY 1998-1999
CC-99-14 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY
COUNCILMEMBER HILKEY, CARRIED 5-0, approve the following changes
to the FY 1998-1999 Budget:
1. Increase Estimated Revenue in the Waste Water Disposal Fund $162,000
due to anticipated increase resulting from sewer rate increase effective
with the July 1998 billing. Appropriate an additional $110,000, in the
Waste Water Disposal Fund, for the resulting increase of the wholesale
sewer processing fee due to the City of Colton.
2. Continue appropriations from the prior year purchase orders committed
and reserved against the fund balance in FY 1997-1998 in the amount of
$11,895 in the General Fund.
3. Appropriate an additional $50,000 in the Gas Tax Funds for additional
street repairs and maintenance.

4. Decrease appropriation of$45,000 for slurry seal in Capital Improvements
Fund-Streets due to cost savings and reduce corresponding funding
transfers in the amount of$45,000 accordingly.
5. Appropriate $686 in AB3229 COPS Fund for training assistance for POP
unit.
8C. Economic Base Analysis by John Husing, Ph.D.
Mayor Matteson indicated that this item was for information only and that Mr. John
Husing, Ph.D. will be at the next Council meeting to give his report.
CLOSED SESSION - None
ORDER OF ADJOURNMENT .
Mayor Matteson adjourned the City Council Meeting at 7:25 p.m., until the next CRA/City
Council Meeting which is scheduled to be held on Thursday, February 25, 1999 at 6:00 p.m.
