09/09/1999 J CITY OF GRAND TERRACE CITY COUNCIL MINUTES, REGULAR COUNCIL MEETING - SEPTEMBER 9. 1999. A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on September 9, 1999 at 6:00 p.m. PRESENT: Byron Matteson, Mayor Dan Buchanan, Mayor Pro Tem Herman Hilkey, Councilmember Lee Ann Garcia, Councilmember Tom Schwab, City Manager John Donlevy, Assistant City Manager Brenda Stanfill, City Clerk Patrizia Materassi, Community and Economic Development Director Virgil Barham, Building & Safety Director John Harper, City Attorney Lt. Pete Ortiz, Sheriff's Department ABSENT: None The meeting was opened with invocation by Councilman Herman Hilkey, followed by the Pledge of Allegiance led by Mayor Pro Tem. Dan Buchanan. ITEMS TO DELETE - None SPECIAL PRESENTATIONS. 2A. Present Plaque to Yolanda Martinez Mayor Matteson presented Yolanda Martinez a plaque in appreciation for her ten years of outstanding service to the City of Grand Terrace. Councilmember Garcia presented a gift from the Council and thanked her for all of her dedication and hard work. CONSENT CALENDAR CC-99-143 MOTION BY COUNCILMEMBER HILKEY, SECOND BY COUNCILMEMBER GARCIA, CARRIED 4-0, to approve the following consent calendar items: 3A. Approval of Check Register No. 090999 3B. Ratify 09-09-99 CRA Action 3C. Waive Full Reading of Ordinances on Agenda 3D. Approval of 08-26-99 Minutes Council Minutes September 9, 1999 Page 2 3E. Joint Paving Project-City and Riverside Highland Water, Barton Road and Michigan 3F. Authorize Council and Staff Travel to League of California Cities Annual Conference in San Jose 3G. Consideration of Membership to the League of California Cities for the Year 2000 3H. Library Custodial Services Agreement PUBLIC COMN ENT Sarah Green, 22432 Raven Way, reported that Food Connection's target date to re-open is September 27, 1999. She indicated that Pico Park is having a vandalism problem and something needs to be done. Dick Rollins, 22797 Barton Road, requested that a sign be posted at Pico Park indicating that a$500 reward leading to the arrest of persons vandalizing park with the WETIP phone number on it. ORAL REPORTS 5A. Committee Reports - None 5B. Council Reports Councilmember Hilkev, presented a plaque to City Attorney Harper for sponsoring a local baseball team and thanked him. He reported that Omnitrans has issued a contract to do a study on the Smart Shuttle which will be designed from scratch. He requested that if any one has any preferences to let him or Omnitrans know. Mavor Pro Tem Buchanan, indicated that the Council will be interviewing candidates on Tuesday, September 14, 1999 to fill the vacancy left by Jim Singley. He thanked Yolanda Martinez for being a tremendous asset to the City and the Council. He wished her success in pursuing her educational and career goals. He reported that he and Mayor Matteson participated in the Soccer Club's opening ceremonies which was very well attended and he is looking forward to the upcoming season. Councilmember Garcia, expressed her appreciation for all of Yolanda Martinez hard work. She welcomed Gina Bothner anew staff reporter for the Sun Telegram. She suggested that we look into doing some type of adopt-a-park program. She indicated that October 4-8, 1999 is ride-share week. She reported that SCAQMD will be releasing a report with regards to the'air quality in the area. PUBLIC HEARING 6A. Traffic Signal and Circulation Improvement Fee Ordinance to be Used by the City Council Minutes September 9, 1999 Page 3 to Construct Traffic Signal and Roadway Improvements Required as Outlined in the Circulation Element Update Study. CC-99-144 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER GARCIA, CARRIED 4-0, to continue the Traffic Signal and Circulation Improvement Fee Ordinance to be Used by the City to Construct Traffic Signal and Roadway Improvements Required as Outlined in the Circulation Element Update Study to December 9, 1999. 6B. An Ordinance of the City of Grand Terrace Granting a Non-Exclusive Franchise to Comcast Cablevision of Inland Valley, Inc. to Construct Operate and Maintain a Cable Television System in the City of Grand Terrace and Setting Forth Conditions Accompanying the Granting of the Franchise. CC-99-145 :: MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER HILKEY, CARRIED 4-0, to continue An Ordinance of the City of Grand Terrace Granting a Non-Exclusive Franchise to Comcast Cablevision of Inland Valley, Inc. to Construct Operate and Maintain a Cable Television System in the City of Grand Terrace and Setting Forth Conditions Accompanying the Granting of the Franchise to September 23, 1999. UNFINISHED BUSINESS, - None NEW BUSINESS 8A. Appoint Voting Alternate for the League of California Cities Annual Conference CC-99-146 MOTION BY COUNCILMEMBER GARCIA, SECOND BY MAYOR PRO TEM BUCHANAN, CARRIED 4-0, to appoint Councilmember Hilkey as the voting alternate at the League of California Cities Annual Conference.
