CITY COUNCIL MINUTES
REGULAR MEETING-MARCH 23. 2000
A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council
Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on March
23, 2000, at 6:00 p.m.

The meeting was opened with invocation by Dr.Paul Reed,Immanuel Baptist Church,followed by
the Pledge of Allegiance led by Councilmember Larkin.
SPECIAL PRESENTATIONS
2A. Commendation -Lt. Ortiz and Captain Bottrell
Mayor Matteson presented Lt. Ortiz and Captain Bottrell with plaques for appreciation of
outstanding service to the City of Grand Terrace.
Greg Bottrell thanked Council and Staff for their support and indicated that he enjoyed
working with the City.
Pete Ortiz indicated that he is grateful for the time that he was able to serve the City of Grand
Terrace and that he is thankful that he was able to work with a great staff and will take with
him good memories and great friendships.

PUBLIC COMMENT
Mike O'Connell, 22596 Thrush Street,reported that Little League will have their Opening
Ceremonies on Saturday at 9:45 a.m. He thanked the Council for their sponsorship of Little
League teams. He presented a plaque to John Harper for his sponsorship of a soccer team.
He presented a check to the City in the amount of $3065.00 for the $5.00 surcharge and
asked Council to reconsider this fee in the next budget. He requested that the city put doors
on the stalls in the women's restroom at Pico Park.
Greg Bottrell,introduced Rick Carr,the new Lieutenant for Grand Terrace and indicated that
Oscar Gomez will be the new Captain.
Rick Carr, indicated that he is happy to be at Central Station and is looking forward to
serving the community.

CC-2000-42 MOTION BY COUNCILMEMBER HILKEY,SECOND BY COUNCILMEMBER
GARCIA, CARRIED 5-0, to accept the resignation of Viola Gratson from the
Historical and Cultural Activities Committee with regret and directed staff to prepare
a special plaque for Ms. Gratson.
2. Crime Prevention Committee

CC-2000-43 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY
COUNCILMEMBER LARKIN, CARRIED 5-0, to accept the February 14, 2000
minutes of the Crime Prevention Committee.
3. Emergency Operations Committee
a. Committee Resignation/Vacancies
CC-2000-44 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY
COUNCILMEMBER GARCIA, CARRIED 5-0, to change the status of Gary
Eldridge from a regular member to an alternate member, accept the resignation of
Darla Wertz and vacate James Monroe's position and authorize the City Clerk to
advertise the vacancies.

CC-2000-45 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY
COUNCILMEMBER GARCIA, CARRIED 5-0, to accept the February 7, 2000
minutes of the Emergency Operations Committee.
5B. Council Retorts
Mavor Matteson,indicated that he received a letter from a resident with regards to the North-
South Corridor and that she would like to see it go through San Timoteo Canyon. He
indicated that he received a letter from Sarah Green resigning from the Park and Recreation
Committee. He reported that opening ceremonies for Little League will be held on Saturday
at Pico Park.
Mavor Pro Tem Buchanan,indicated that he will be out of town and will be unable to attend
the opening ceremonies for Little League. He recently attended the closing ceremonies for
basketball which has a great program.
Councilmember Larkin.reported that the Riverside Highland Water Company held its annual
meeting today in the City of Grand Terrace Council Chambers. He indicated that all property
owners are stock holders in Riverside Highland Water Company and that the Water
` Company is financially strong for the eighth year straight and that there won't be a rate
increase this year. He congratulated the members of the Board of Directors that were re-
elected. Terrace View Elementary School gave a presentation at the meeting and for the
ninth year Riverside Highland Water Company is sponsoring them in the adopt-a-school
program.
Councilmember Garcia, gave an update on the fiscal reform task force. She reported that at
the Inland Empire Division Meeting of the League of California Cities the guest speaker Bob
Pinzler introduced his company, ecitydeals, which allows cities to sell surplus property on
the internet through his web site. She indicated that she has two ideas for the Town Square
Project: 1. Bristol Farms and 2. Receive input from Seniors on what they would like to
include in the Town Square Project for enjoyment.
Councilme nber. Hilkey. encouraged staff to utilize ecitydeals for some of our surplus
property. Omnitrans is holding a meeting on Public Transportation on Wednesday, March
29 at City Hall which includes issues on the smart shuttle. Residents are encouraged to
participate. He indicated that he received a FPPC Bulletin and found it very interesting. He
and City Manager Schwab attended a North-South Corridor Study that was put on by
SANBAG,RCTC and San Bernardino Transportation groups. He feels that this corridor will
have a great impact on the City and has asked that a similar presentation be made to the
Council. He received a study from California State University regarding selling tobacco to
minors and third party purchases in the City of Grand Terrace and local cities.

UNFINISHED BUSINESS
7A. Park and Recreation Committee Objectives/Duties
It was the consensus of the Council to direct staff to meet with Councilmember Larkin to
come up with objectives and guidance for the Park and Recreation Committee and bring this
item back to the Council at their next meeting scheduled to be held on Thursday, April 13,
2000.
NEW BUSINESS
8A. Amend PERS Contract from 2% at 60 to 2% at 55
CC-2000-46 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY
COUNCILMEMBER HILKEY,CARRIED 5-0,to approve a Resolution to approve
an amendment to the Contract between the Board of Administration of the California
Public Employees' Retirement System changing it from 2% at 60 to 2% at 55 and
adopt the first reading of an Ordinance of the City Council of the City of Grand
Terrace, authorizing an amendment to the contract between the City Council of the
City of Grand Terrace and the Board of Administration of the California Public
Employees' Retirement System.
