06/08/2000 Y/ CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR MEETING -.TUNE 8,2000 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road,Grand Terrace, California, on June 8, 2000, at 6:00 p.m. PRESENT: Byron Matteson, Mayor Dan Buchanan, Mayor Pro Tern Lee Ann Garcia, Councilmember Herman Hilkey, Councilmember Don Larkin, Councilmember Tom Schwab, City Manager John Donlevy, Assistant City Manager Brenda Stanfill, City Clerk Bernie Simon,Finance Director Virgil Barham, Building&Safety Director John Harper, City Attorney Lt. Rick Carr, Sheriff's Department ABSENT: Patrizia Materassi, Community and Economic Development Director The meeting was opened with invocation by Dr.Paul Reed,Immanuel Baptist Church,followed by the Pledge of Allegiance led by Councilmember Herman Hilkey. ITEMS TO DELETE -None SPECIAL PRESENTATIONS 2A. Presentation on SCAG-Councilwoman Garcia,Regional Council Representative for the 6' District Representing Colton, Grand Terrace, Loma Linda, Redlands and Yucaipa. Councilwoman Garcia indicated that she is the Regional Council Representative for the 6`' District representing Colton,Grand Terrace,Loma Linda,Redlands and Yucaipa. She gave an overview of the purpose of SCAG and her role as a representative. She outlined some of the major initiatives including the Regional Transportation Plan. 2B. Captain,John Lansing, San Bernardino County Fire Station 23 -Yearly Report and Award Presentation. Captain, John Lansing, San Bernardino County Fire Station 23 gave an overview of the annual report on the activity of Station 23. He presented two firefighters with an award for Council Minutes June 8,2000 Page 2 using the jaws of life to rescue a victim from a car after a traffic collision. CONSENT CALENDAR CC-2000-77 MOTION BY COUNCILMEMBER HILKEY,SECOND BY COUNCILMEMBER GARCIA, CARRIED 5-0, to approve the following consent calendar items: 3A. Approval of Check Register No. C0011 3B. Ratify 06-08-00 CRA Action 3C. Waive Full Reading of Ordinances on Agenda 3D. Approval of 05-25-00 Minutes 3E. Notice of Completion: Senior Center Expansion PUBLIC COMMENT Jo Ann Johnson, 12723 Mt. Vernon, thanked the Council and the City for the new addition at the Senior Center and invited everyone to attend the Open House Ribbon Cutting on Wednesday, June 14, 2000 between 1:00 and 3:00 p.m. Tanva Cahill, Community Services Officer, reported that Grand Terrace Days Parade and Fair will be held on Saturday, June 10 beginning at 9:00 a.m. and encouraged everyone to attend. ORAL REPORTS 5A. Committee Reports - None 5B. Council Reports Mavor Matteson,indicated that he will not be able to attend the budget hearing on Monday, June 12 and requested Council to reschedule the meeting. It was the consensus of the Council to reschedule the budget hearing to Wednesday,June 14, 2000 at 6:00 p.m. Mavor Pro Tern Buchanan,indicated that he is looking forward to Grand Terrace Days and encouraged everyone to attend. He participated in the Lion's Club Annual Golf Tournament which was a great event and appreciates the work that they do. Councilmember Larkin, indicated that he too is looking forward to Grand Terrace Days. Council Minutes June 8,2000 Page 3 Councilmember Garcia,reported that there is a low cost walk-in immunization clinic and the schedule is available at city hall. Chamber installation will be held on June 28,2000 and Jo Olchawa will be the president. There will be a joint meeting with RCTC and SANBAG on June 12, 2000 at 3:30 p.m. in Loma Linda. PUBLIC HEARING 6A. An Ordinance of the City Council of the City of Grand Terrace Adding Chapters 1.05 and 1.06 and Amending Chapter 1.16 of the Grand Terrace Municipal Code Pertaining to Administrative Citation Program. Mayor Matteson opened discussion to the public. There being none he returned discussion to the Council. CC-2000-78 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER GARCIA,CARRIED 4-0-1-0(COUNCILMEMBER HILT EY WAS ABSENT),to approve the first reading of an Ordinance of the City Council of the City of Grand Terrace Adding Chapters 1.05 and 1.06 and Amending Chapter 1.16 of the Grand Terrace Municipal Code Pertaining to Administrative Citation Program. UNFINISHED BUSINESS 7A. Discussion Regarding a Ballot Measure on the November Election Regarding a Transient Occupancy Tax Citv Manager Schwab, indicated that a Councilmember requested that this item be placed on the agenda for discussion. Mavor Pro Tem Buchanan,indicated that he has some concerns with the tax,however he is willing to let the residents decide. Councilmember Garcia, feels that the Council needs more information on the tax. Councilmember Larkin,expressed his concerns with the fact that at the current time there is only one business that will be affected. Mavor Matteson,stated that the proposed tax does not affect the residents of Grand Terrace and he doesn't understand why there are questions as to whether or not to place the tax on the ballot. Consider Installation of Speed Humps on Brentwood Street CC-2000-79 MOTION BY COUNCILMEMBER HILKEY,SECOND BY COUNCILMEMBER LARKIN, CARRIED 4-1 (MAYOR PRO TEM BUCHANAN VOTED NO), to proceed with the speed hump project and direct staff to get input from the Traffic Engineer with regards to the consideration of speed humps on Brentwood with the understanding that on the east uphill side there is less need than on the west downhill side. Staff was directed to contact California JPIA and other Cities regarding the legal issues.
