06/22/2000 V CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR MEETING-.TUNE 22,2000, A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers,Grand Terrace Civic Center,22795 Barton Road,Grand Terrace,California,on June 22, 2000, at 6:00 p.m. PRESENT: Byron Matteson,Mayor Dan Buchanan, Mayor Pro Tern Lee Ann Garcia, Councilmember Don Larkin, Councilmember Tom Schwab, City Manager John Donlevy, Assistant City Manager Brenda Stanfill, City Clerk Bernie Simon, Finance Director Patrizia Materassi, Community and Economic Development Director Virgil Barham,Building &Safety Director John Harper, City Attorney Lt. Rick Carr, Sheriff's Department ABSENT: Herman Hilkey, Councilmember The meeting was opened with invocation by Pastor Salim Elias,Azure Hills Seventh-Day Adventist Church, followed by the Pledge of Allegiance led by Councilmember Don Larkin. Dick Rollins. 22797 Barton Road, requested an explanation on how the video traffic detection cameras will work in relation to his duties as a crossing guard. Assistant Citv Manager Donlevv_ , indicated that Mr. Rollins will not see any change with regard to his duties. ORAL REPORTS 5A. Committee Revorts Council Minutes June 22,2000 Page 3 1. Emergency Operations Committee a. Minutes of May 1, 2000 CC-2000-115 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER GARCIA,CARRIED 4-0-1-0(COUNCILMEMBER HILKEY WAS ABSENT), to accept the May 1, 2000 minutes of the Emergency Operations Committee. 5B. Council Reports Mavor Pro Tern Buchanan,expressed his appreciation for all the efforts of the volunteers and participants of Grand Terrace Days. He indicated that he does not have any news on the Transportation Funds. Councilmember Larkin, questioned whether the video detection cameras are capable of recording traffic. Assistant Citv Manager Donlevv, responded that there is no taping going on. Councilmember Larkin,he commended all of the volunteers for their work on Grand Terrace Days and felt that it was an enjoyable event. He reported on the open house for the addition at the Senior Center and commended the Seniors on all of their efforts. He indicated that Grand Terrace needs to emphasize the impact that the development of the Spring Mountain Ranch development will have on our community. He reported that the Grand Terrace Chamber of Commerce will hold their luncheon at the Blue Mountain Coffee House on June 27t' and that the installation of Officers will be held on June 28'. He congratulated Byron Matteson on his appointment as the new president of the Grand Terrace Lions Club and also Council Minutes June 22,2000 Page 4 commended Gale Drews for being named"Lion of the year." Councilmember Garcia,reported that she attended the Tiny Tot graduation and that they do a wonderful job. She attended the Mobile Source Reduction Committee meeting and indicated that they have 14.5 million dollars to be used as grant money. At the meeting they outlined the different categories that those grant monies will be going in to and urged staff to be looking for the grants. She reported that she would like to see advanced transportation pushed at SANBAG. She thanked Irene Mason for her endless hours of volunteering and indicated that she will no longer be volunteering in the community. She stated that the Spring Mountain Ranch is a smart community and although we need to look at it closely there may some opportunities that we can access. Mavor Matteson, reported that there was a good turn out at Grand Terrace Days. He indicated that Grand Terrace Days is not paid for by the City and that we depend on volunteers to run the event. PUBLIC HEARING 6A. An Ordinance of the City of Grand Terrace, California Removing Parking on the North Side of Van Buren Street from the Northwest Corner of Michigan Street to 600 Feet West Mayor Matteson opened discussion to the public. There being none he returned discussion to the Council. CC-2000-116 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER GARCIA,CARRIED 3-0-1-1(COUNCILMEMBER HILKEY WAS ABSENT AND COUNCILMEMBER GARCIA ABSTAINED), to approve the first reading of an Ordinance of the City of Grand Terrace,California Removing Parking on the North Side of Van Buren Street from the Northwest Corner of Michigan Street to 600 Feet West. Council Minutes June 22,2000 Page 6 8C. 2000-2001 City of Grand Terrace Budget Resolution CC-2000-120 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER LARKIN,CARRIED 4-0-1-0(COUNCILMEMBER HILKEY WAS ABSENT),to adopt a resolution for the 2000-2001 Fiscal Year Budget of the City of Grand Terrace with estimated revenues of$4,576,253,use of available fund balance of $351,469, net transfers-in of $115,775, for a total source of funds of $5,043,497; and total expenditures of $5,352,220, and net transfers-out of ($567,511), for a total use of funds of$4,784,709. 8D. Smoke Free Parks Resolution CC-2000-121 MOTION BY COUNCILMEMBER LARKIN,SECOND BY COUNCILMEMBER GARCIA,CARRIED 4-0-1-0(COUNCILMEMBER HILKEY WAS ABSENT),to approve a resolution with an amendment in section 1. to include only Richard Rollins, Pico and T.J. Austyn Parks as tobacco-free zones in the City of Grand Terrace. 8E. Resolution Calling and Giving Notice of the Holding of a Special Municipal Election to be held November 7, 2000 for the Submission to the Voters a Question Relating to a Transient Occupancy Tax Item 8E. Chamber of Commerce/City Newsletter: Proposal CC-2000-122 MOTION BY COUNCILMEMBER LARKIN, SECOND BY MAYOR PRO TEM BUCHANAN,CARRIED 4-0-1-0(COUNCILMEMBER HILKEY WAS ABSENT), to approve the development of an agreement with the Grand Terrace Chamber of Commerce for a cooperative newsletter publication;and appropriate$3,100 from the Unallocated General Fund Balance toward this project and authorize the use of $2,5000 from the Use Oil Grant Program. 8G. Resolution In Support of the California Maglev Demonstration Project CC-2000-123 MOTION BY COUNCILMEMBER GARCIA,SECOND BY MAYOR PRO TEM BUCHANAN, CARRIED 3-1-1-0 (COUNCILMEMBER LARKIN VOTED NO AND COUNCILMEMBER HILKEY WAS ABSENT), to approve a resolution supporting the California Maglev Demonstration Project. Reschedule the July 27, 2000 CRA/City Council Meeting CC-2000-124 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER GARCIA,CARRIED 4-0-1-0(COUNCILMEMBER HILKEY WAS ABSENT),to move the July 27, 2000 regularly scheduled CRA/City Council meeting to Tuesday, July 25, 2000. CLOSED SESSION 9A. Personnel Negotiations CC-2000-125 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBERLARKIN,CARRIED 4-0-1-0(COUNCIL 1V1EMBERHII.KEY WAS ABSENT), to approve the extension of the employee salary ranges by 7%at the top end with respect to all of the positions except for the code enforcement position and lowering the bottom end by 7%; and appropriate$75,282 from various funds to cover the expenditure and approve the salary resolutions with the amendment to the Code Enforcement range.
