08/10/2000 f CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR MEETING- AUGUST 10,2000 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers,Grand Terrace Civic Center,22795 Barton Road, Grand Terrace,California,on August 10, 2000, at 6:00 p.m. PRESENT: Byron Matteson, Mayor Dan Buchanan, Mayor Pro Tern. Herman Hilkey, Councilmember Lee Ann Garcia, Councilmember Don Larkin, Councilmember Tom Schwab, City Manager John Donlevy, Assistant City Manager Brenda Stanfill, City Clerk Bernie Simon,Finance Director Patrizia Materassi, Community and Economic Development Director Lt. Rick Carr, Sheriff's Department ABSENT: Virgil Barham,Building & Safety Director John Harper, City Attorney The meeting was opened with invocation by Dr. Tom Harvick, Colton Christian Church,followed by the Pledge of Allegiance led by Councilmember Herman Hilkey. SPECIAL PRESENTATIONS A. Volunteer Commendation -Irene Mason Mayor Pro Tem Buchanan read commendation for Irene Mason for the outstanding community service she has provided to the City of Grand Terrace through the Friends of the Library over the last fifteen years. Mayor Matteson thanked Ms.Mason and presented her with the commendation. CONSENT CALENDAR CC-2000-141 MOTION BY COUNCILMEMBER LARKIN, SECOND BY MAYOR PRO TEM BUCHANAN, CARRIED 5-0, to approve the following consent calendar items: 3A. Approval of Check Register No. C0016 3B. Ratify 08-10-00 CRA Action 3C. Waive Full Reading of Ordinances on Agenda Council Minutes August 10,2000 Page 2 3D. Approval of 07-25-00 Minutes 3E. Resolution Amending the Personnel Rules and Regulations for the City of Grand Terrace PUBLIC COMMENT Dick Rollins,22797 Barton Road,he volunteered to work on the incumbents campaign that will be running for City Council. He donated a State Flag to the City of Grand Terrace to be flown. Norm Simpson. 21845 Grand Terrace Road, indicated that he is representing an elderly woman that resides in Grand Terrace that has an extreme hardship in paying her sewer bill and would like to be exempt from having to pay this bill. He expressed his dissatisfaction with the City's intimidating process of enforcing Ordinances. He suggested that the City have a more compassionate compromise process. ORAL REPORTS 5A. Committee Reports 1. Historical and Cultural Activities Committee a., Minutes of July 3, 2000 CC-2000-142 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER HILKEY, CARRIED 5-0,to accept the July 3,2000 Minutes of the Historical and Cultural Activities Committee. 2. Emergency Operations Committee a. Minutes of July 10, 2000 CC-2000-143 MOTION BY MAYOR -PRO TEM BUCHANAN, SECOND BY COUNCILMEMBER GARCIA,CARRIED 5-0,to accept the July 10,2000 Minutes of the Emergency Operations Committee. 5B. Council Reports Mavor Pro Tern Buchanan. indicated that the hot topic at the League of California Cities Conference and in the transportation field is the transportation package signed by Governor Davis.He reported that efforts are being made to fine tune the package and that it will only cover approximately one-third of the actual costs of a project. The City of Grand Terrace and the County of San Bernardino will be receiving additional funding that wouldn't normally Council Minutes August 10,2000 Page 3 be coming through the funding process. However, it will not be enough to solve the transportation financing problem and we will have to continue to be very vocal about the need to have a more realistic approach to transportation funding and the transportation problems that this area will be facing. Eventually everyone will be impacted by transportation issues. He reported that since the car pool lane has opened on the 10 freeway the flow of traffic has improved. Councilmember Don Larkin,he indicated that he will be doing a ride-along with the Sheriff's Department on Saturday and thanked Lt. Carr for setting it up for him. Councilmember Hilkev,complimented staff on the new cell phone antenna. He reported that because Comcast is being sold the DSL lines will take a little longer and encouraged staff to work on making it move along faster. City Manager Schwab,indicated that staff is in the process of compiling options for residents in getting high speed internet access. Councilmember Hilkev, stated that at the last Council meeting there was a discussion on a letter that was received regarding a loose dog and questioned whether staff followed up on the'procedures for loose dogs. Assistant Citv Manager Donlevv. indicated that with regards to the letter that was received by':Council several different actions were taken. These types of incidents don't happen during regular business hours and unfortunately Animal Control is not fully staffed which is very frustrating for the residents. He feels that the situation has been resolved. He indicated that he is working with the City Attorney to come up with a more stringent ordinance with regards to animals that he will bring back to the Council sometime in September. Councilmember Hilkev, expressed his dissatisfaction with the street sweeping service that we are currently getting. Assistant Citv Manager Donlevv, responded that the problem with street sweeping is that people are parking on the street during the hours in which the streets are to be swept. He indicated that he will be placing articles in the upcoming newsletter regarding street sweeping and that the Code Enforcement Officer will be following along with the sweeper and will be giving notices to cars parked on the street. He stated that he will put together a report and bring it back to Council. Councilmember Hilkev,indicated that there is a solution to the speed problem on Brentwood and that staff will be bringing it to the Council at the next meeting. Council Minutes August 10,2000 Page 4 Councilmember Garcia. indicated that she would like the City to push high speed internet access and suggested that anyone who is interested in subscribing to e-mail the city so that we can show the numbers of interested residents. She questioned whether or not high speed internet access will be offered through the cable company. Citv Manager Schwab, indicated that it is part of the franchise regardless of who owns the company and that it should be up and running by October of this year. Councilmember Garcia. indicated that it is important to look well into the future when it comes to planning for transportation to make sure that we remain strong a viable. She reported that the East Valley Coalition will be meeting at the end of August and that a STEP cycle is coming around and it is important to get East Valley projects in and supported. She reported that the San Bernardino National Airport will be getting a consultant on-board to increase the aviation activity at the airport and that residents will probably see more air plane activity in the area. She indicated that Southern California Leadership Network is looking for candidates for future classes and feels that it is important to have the Inland Empire represented. If anyone is interested they should contact this. SCAG is currently discussing the regional transportation plan. Mavor Matteson,questioned what percentage of the property taxes the City actually receives. Citv Manager Schwab.indicated that the City only receives 6%of the property taxes paid by home owners to go into the general fund. Mavor Matteson, thanked everyone for their kind words in the newspaper articles that recently ran. He questioned Lt. Carr on whether or not the City will be getting the POP Grant money. Lt. Carr, San Bernardino County Sheriff's Department, indicated that they were successful in getting the Pop Grant which amounts to approximately$8,400. He is going to lease the motor officers from the City of Rancho Cucamonga to do a traffic enforcement program in Grand Terrace and Loma Linda and also a saturation patrol. PUBLIC HEARING-None UNFINISHED BUSINESS -None NEW BUSINESS 8A. Community Development Block Grant Projects Council Minutes August 10,2000 Page 5 CC-2000-144 MOTION BY MAYOR PRO TEM BUCHANAN, SECOND BY MAYOR MATTESON, CARRIED 5-0, to select option number 2 authorizing staff to notify the County that the Petta Park Design and Park and Landscaping Expansion will not be implemented in the near future and designate the funds into the City's Un- appropriated Reserve Account allowing these funds to stay on account and to be either re-appropriated into these projects or used for other projects in the future.
