04/26/2001 f CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR MEETING-APRIL 26,2001 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers,Grand Terrace Civic Center,22795 Barton Road,Grand Terrace,California,on April 26, 2001, at 6:00 p.m. PRESENT: Dan Buchanan, Mayor Lee Ann Garcia, Mayor Pro Tern Herman Hilkey, Councilmember Don Larkin, Councilmember Maryetta Ferre, Councilmember Tom Schwab, City Manager John Donlevy, Assistant City Manager Brenda Stanfill, City Clerk Patrizia Materassi, Community and Economic Development Director Jerry Glander, Building&Safety Director Larry Ronnow, Finance Director Lt. Rick Carr, Sheriff's Department ABSENT: John Harper, City Attorney The meeting was opened with invocation by Councilman Herman Hilkey, followed by the Pledge of Allegiance led by Councilman Don Larkin. CONVENE CITY COUNCIL MEETING- 3:30 P.M. 1. Priority Goal Setting Workshop The City Council held a Priority Goal Setting Workshop to discuss the priorities and goals of the City Council and Staff. It was the consensus of the Council that the following items be the priorities of the City of Grand Terrace for FY 2001-2002: 1. Improve City Image through City Entries 2. Pursue Funds for New Library 3. Create a Comprehensive Plan for Economic Development 4. Expedite High Speed Internet Services 5. Improve Relationship with School District through Joint Meetings 6. Minutes of April 2, 2001 CC-2001-43 MOTION BY COUNCILMEMBER FERRE, SECOND BY MAYOR PRO TEM GARCIA, CARRIED 5-0,to accept the April 2,2001 Minutes of the Historical and Cultural Activities Committee. 2. Emergency Operations Committee a. Minutes of March 5, 2001 CC-2001-44 MOTION BY COUNCILIVIEMBER LARKIN, SECOND BY MAYOR PRO TEM GARCIA, CARRIED 5-0, to accept the March 5, 2001 Minutes of the Emergency Operations Committee. 3. Crime Prevention Committee a. Minutes of March 12, 2001 CC-2001-45 MOTION BY COUNCILMEMBER LARKIN,SECOND BY COUNCILMEMBER FERRE, CARRIED 5-0, to accept the March 12, 2001 Minutes of the Crime Prevention Committee. COUNCIL REPORTS Councilmember Larkin.reminded everyone that on May 3n'the Grand Terrace Area Chamber of Commerce will hold their annual golf tournament. He reported that the Art Show hosted Council Minutes April 26,2001 Page 3 by the Historical and Cultural Activities Committee will be held on Sunday, May 6, 2001. He requested an update from staff with regards to Grand Terrace Days. Lt. Carr. Sheriff's Department,responded that the event is scheduled to take place on June 2, 2001 and that Tanya Cahill, SSSO is working on the parade route and that she has been getting some responses from the local businesses indicating their interest in participating in the event. Councilmember Hilkev. reported that he attended a musical on Lewis Armstrong that was put on by the first grade students at Terrace View. He indicated that he attended the Solid Waste Task Force meeting. There is a new environmental issue with regards to Capital Ray Tubes, which are now considered hazardous waste. CRT's must be recycled. Mavor Buchanan. requested,staff to review the contract with Waste Management to see if they provide services of recycling CRT's and if not negotiate some type of an agreement to do so. Councilmember Hilkev,indicated that Burtech Industries now has the contract to handle the solid waste for the County of San Bernardino and requested staff to explain the special package for tipping fees. City Manager Schwab,indicated that there are some cities in the West End(Ontario,Upland, Chino)that did not join the waste stream agreement and they are currently taking their waste to a landfill in'Orange County. In an effort the entice those cities that abandoned the system four years ago, they have offered a rate of$20.00 per ton. This is unfair to those cities that have stuck with the system, however to maintain the integrity of the system, cities have signed a fifteen year contract that indicates that they will only allow those few communities that have to process their waste through transfer stations to get the$20.00 tipping fee. City Managers from the Cities that signed the agreement are meeting with the County of San Bernardino to discuss their concerns. Councilmember Hilkev,reported that he attended a SANBAG and RCTC meeting to discuss the 215 Freeway. They both have committed to coordinate their efforts with regards to the improvements of the 215 freeway. He attended an IEEP meeting and expressed his satisfaction with the program and felt that it was very interesting. Councilmember Ferr6,thanked Councilmember Larkin for putting together the spread sheet for the workshop. PUBLIC HEARING 6A. An Ordinance of the City of Grand Terrace,Amending the Barton road Specific Plan Council Minutes April 26,2001 Page 4 Land Use Matrix to Allow the Proposed Use Within the Village Commercial Designation for Property located at 22483 Barton Road,and an Associated Negative Declaration,Filed by G&M Oil Company UNFINISHED BUSINESS -None NEW BUSINESS 8A. Legislative Update It was the consensus of the Council to reschedule the Budget Meeting to June 5,2001 at 6:00 p.m. CLOSED SESSION 9A.
