CITY COUNCIL MINUTES
REGULAR MEETING-MAY 10,2001
A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council
Chambers,Grand Terrace Civic Center,22795 Barton Road,Grand Terrace,California,on May 10,
2001, at 6:00 p.m.

The meeting was opened with invocation by Councilman Don Larkin, followed by the Pledge of
Allegiance led by Councilman Herman Hilkey.
Jeep Malone from Empire Pageants introduced the candidates of the upcoming Miss Grand
Terrace Pageant.
SPECIAL PRESENTATIONS
2A. School Presentation -Terrace View Elementary School
Ms.Neal,Principal Terrace View Elementary School,indicated that Mrs.Asherbryner's 3'
grade class will perform the Frog Princess for the Council and the audience.
2B. Proclamation -Water Awareness Month, May 2001
Councilmember Larkin read a Proclamation proclaiming May 2001 as "Water Awareness
Month" in the City of Grand Terrace urging all citizens to be responsible water users and
protectors and presented it to Gene McMeans, General Manager of Riverside Highland
Water Company.

2C. Riverside Highland Water Company Poster Contest Winners
Gene McMeans,General Manager,Riverside Highland Water Company indicated that They
are a proud sponsor of the Water Awareness Poster Contest at Terrace View Elementary
School. He thanked the judges that participated in the contest and the sponsors that made
the purchase of the plaques and savings bond possible.
Ms.Neal indicated that there is a first and second place winner of each grade and introduced
the winners of the contest.
2D. Proclamation -National Nursing Home Week-May 13-19, 2001
Mayor Pro Tern Garcia read a Proclamation proclaiming May 13-19,2001 as Nursing Home
Week in the City of Grand Terrace.
2E. Proclamation -Blue ribbon Week-Third Week of May
Mayor Buchanan read a Proclamation proclaiming the third week of May as Blue Ribbon
Week in the City of Grand Terrace in recognition and support of all peace officers and law
enforcement agencies and presented it to Captain Gomez of the San Bernardino County
Sheriff's Department.
Captain Gomez thanked the Council for the Proclamation and invited everyone to attend the
Blue Ribbon Breakfast at the National Orange Show and the Ceremony for fallen officers on
Monday.
2F. Salvation Army Week-May 14-20, 2001
Councilmember Ferre read a Proclamation proclaiming May 14-20, 2001 as National
Salvation Army Week in the City of Grand Terrace expressing our warm appreciation and
high commendation to the Salvation Army, its officers and volunteers for their dedication
to those in need and.presented it to James Lamm a representative of the Salvation Army.
James Lamm, thanked the Council for their support.

PUBLIC COMMENT
Ed O'Neal, 22608 Minona Drive,encouraged that when looking for a site for the new high
school the demographics of the community that it will serve should be looked at and that
eminent domain should be used if necessary to have the school located in the most
appropriate location. He stated that he plans on participating in a citizen's group to help with
local transportation issues.

COUNCIL REPORTS
Mavor Buchanan, reported that Pacific Bell now offers DSL in Grand Terrace.
Mavor Pro Tern Garcia, indicated that the League of California Cities will be sending a
survey out asking what type of energy conservation the City is doing. SB402 was declared
unconstitutional by the Santa Cruz County Superior Court. She commended Ed O'Neal for
his participation in the community. She reported that the League of California Cities is
making an emphasis on getting children involved in government. At the Annual Conference
everyone will be encouraged to bring youth to the conference. She would like to work with
the schools to see if there are any youths that would like to attend and get involved.
Councilmember Ferre, indicated that she was thrilled with the presentation of the students
from Terrace View Elementary School and the poster contest. She congratulated JoAnn
Johnson on being the Grand Marshal for the Grand Terrace Days Parade.
Councilmember Larkin.he reported that he attended the Art Show and as always there was
a great display of talent that is in the community. He reminded everyone that the Miss Grand
Terrace Pageant will be held on May 19,2001 and that anyone interested in participating can
still get involved. The Grand Terrace Lion's Club will hold their Annual Golf Tournament
on June 1, 2001. Anyone interested in being a Tee-sponsor can contact City Manager

Schwab or himself. He saw in the Sun Newspaper that they had the best in the community,
where votes taken by readers for different areas and the Grand Terrace Child Care Center
was one that was recognized.
Mavor Buchanan,reported that he was able to attend the Art Show as well and indicated that
there are a lot of talented people in the community. He attended the Chamber of
Commerce's ribbon cutting ceremony at the shopping center at Canal and Barton Road. He
indicated that Grand Terrace Days is coming up on June 2, 2001 and stated that there will
be a parade and Merchant Fair. He reported that he had lunch with Colton School
Superintendent Dennis Byas and School Board President Frank Ybarra to confirm the
communities interest in working with the district on their continuing efforts to maintain and
improve the education opportunities in the community and is looking forward to getting
together with the entire board. He congratulated Don Alvarez to his appointment to the San
Bernardino Superior Court.
PUBLIC HEARING
6A. An Ordinance of the City of Grand Terrace,Amending the Barton Road Specific Plan
Land Use Matrix to Allow the Proposed Use Within the Village Commercial
Designation for Property located at 22483 Barton Road,and an Associated Negative
Declaration,Filed by G&M Oil Company
John Lampe, Community and Economic Development Department, indicated that
staff is recommending that the City Council approve the proposed Ordinance for a
Zone.Change Amendment of the Barton Road Specific Plan.
Mayor Buchanan opened discussion to the public.
Andrea Fiscus, G&M Oil Company, encouraged the Council to approve the Ordinance
amending the Barton Road Specific Plan.
Ari Miller, property owner, supports the proposed Ordinance.
Mayor Buchanan returned discussion to the Council.
CC-2001-47 MOTION BY MAYOR PRO TEM GARCIA,SECOND BY COUNCILMEMBER
FERRE, CARRIED 4-0-1-0 (COUNCILMEMBER HILKEY WAS ABSENT), to
approve the first reading of an Ordinance of the City of Grand Terrace,Amending the
Barton Road Specific Plan Land Use Matrix to Allow the Proposed Use Within the
Village Commercial Designation for Property located at 22483 Barton Road,and an

CC-2001-48 MOTION BY MAYOR PRO TEM GARCIA,SECOND BY COUNCILMEMBER
LARKIN, CARRIED 4-0-1-0(COUNCILMEMBER HILKEY WAS ABSENT),to
support AB 745 (Cox) State-Mandated Local Programs and to send out the
appropriate letters of support.
CLOSED SESSION
9A. Potential Litigation-Adelphia
Mayor Buchanan announced that the Council met in Closed Session to discuss Potential
Litigation - Adelphia and there was no reportable action taken.
ORDER OF ADJOURNMENT
Mayor Buchanan adjourned the City Council Meeting at 8:00 p.m.,until the next CRA/City Council
Meeting which is scheduled to be held on Thursday,May 24, 2001 at 6:00 p.m.
