05/24/2001 J CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR MEETING- MAY 24. 2001 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers,Grand Terrace Civic Center,22795 Barton Road,Grand Terrace,California,on May 24, 2001, at 6:00 p.m. PRESENT: Dan Buchanan, Mayor Lee Ann Garcia, Mayor Pro Tern Herman Hilkey, Councilmember Don Larkin, Councilmember Maryetta Ferr6, Councilmember Tom Schwab, City Manager John Donlevy, Assistant City Manager Brenda Stanfill, City Clerk Patrizia Materassi, Community and Economic Development Director Jerry Glander, Building &Safety Director Larry Ronnow,Finance Director Lt. Rick Carr, Sheriff's Department ABSENT: John Harper, City Attorney The meeting was opened with invocation by Councilman Herman Hilkey, followed by the Pledge of Allegiance led by Mayor Pro Tern Lee Ann Garcia. ITEMS TO DELETE 2B. Presentation on DSL-Pacific Bell Representative Shanna Valentine City Manager Schwab stated that he would like to delete item 2B. Presentation on DSL- Pacific Bell Representative Shanna Valentine, and indicated that she will be at the June 14, 2001 meeting. SPECIAL PRESENTATIONS 2A. Approval of Check Register No. CO110 3B. Ratify 05-24-01 CRA Action 3C. Waive Full Reading of Ordinances on Agenda 3D. Approval of 05-10-2001 Minutes 3E. Temporary Street Closure for Block Party-Kentfield Street PUBLIC COMMENT Denis W. Kidd, Vice-Chairperson of CSA #126 Board and Member PAC of Highgrove Redevelopment Area, indicated that he is requesting the Council to help in lobbying for a Metrolink Station in Highgrove. Frances Vasquez, representative from Senator Soto's office, indicated that she will be attending the Council Meetings and plans to be involved in Grand Terrace. ORAL REPORTS 5A. Committee Renorts 1. Crime Prevention Committee a. Minutes of April 9, 2001 CC-2001-50 MOTION BY COUNCILMEMBER HICKEY,SECOND BY COUNCILMEMBER FERRE,CARRIED 5-0,to accept the April 9,2001 Minutes of the Crime Prevention Committee. COUNCIL REPORTS Mavor Buchanan, reported that Grand Terrace Days Parade and Street Fair will be held on Saturday, June 2, 2001 and encouraged everyone to attend. He also reported that soccer season is coming up and that on May 29"' and 30`h at Pico Park there will be evening soccer sign-up opportunities beginning at 5:30 p.m. Mavor Pro Tem Garcia, indicated that there will be a Chevron and Mini-Mart at the corner of Barton Road and Mt. Vernon where the old Gas Station use to be. Communitv and Economic Development Director Materassi,indicated that they will begin the plan check process and work should begin within 4 to 5 months. Mavor Pro Tem Garcia,indicated that the opposite corner looks much better since the clean- Council Minutes May 24,2001 Page 3 up. She reported that anyone interested in DSL should come to the next meeting to hear what Pacific Bell has to offer. She indicated that Council received a nice letter regarding the Housing Department staff and congratulated them. She reported that they had wonderful meetings with Senator Soto and Assemblyman Longville at the League of California Cities Legislative Days Conference. They feel that the VLF fees won't go away this year,however, they recommended that we keep letting everyone know how important those fees are to the City. The energy conservation was a big topic of discussion. David Freedman stated that as a State if we can conserve by 10% there will be a few rolling blackouts, however, it wouldn't be disastrous. Councilmember Hilkev, reported that he delivered a letter to the School Board at the last Council Meeting and questioned whether or not a meeting between the Council and the School Board has been scheduled. Citv Manaaer Schwab, indicated that it will probably be the end of June. Councilmember Hilkev, indicated that Terrace View Elementary School is busy doing musicals that are very good. He reported that SANBAG is going to approve approximately a 12 million dollar investment in the old Grey Rail Depot. Councilmember Larkin,thanked Denis Kidd for his comments on lobbying for a Metrolink Station in Highgrove. He attended the League of California Cities Legislative Action Conference and felt that the meetings that they had with our representatives were very productive. Due to the energy crisis the State of California is in a deficit once again and could possibly be looking to local governments to make it up. If that were to happen Grand Terrace would be impacted tremendously. Grand Terrace Days is coming up and he indicated that he is looking forward to the event and encouraged everyone to attend. Councilmember Ferr6, on May 16 she and the Council visited the Sunbridge Care Center in Grand Terrace and presented a Proclamation for National Nursing Home Week. She commended the Housing Staff for the letter of appreciation that the Council received from a participant in the program. She also commended the Child Care staff for the great facility and job that they do. PUBLIC HEARING-None UNFINISHED BUSINESS 7A. Second Reading of an Ordinance of the City of Grand Terrace,Amending the Barton Road Specific Plan Land Use Matrix to Allow the Proposed Use Within the Village Commercial Designation for Property located at 22483 Barton Road, and an Associated Negative Declaration, Filed by G&M Oil Company CC-2001-51 MOTION BY COUNCILMEMBER HILKEY,SECOND BY COUNCILMEMBER LARKIN,CARRIED 5-0,to approve the second reading of an Ordinance of the City of Grand Terrace, Amending the Barton Road Specific Plan Land Use Matrix to Allow the'Proposed Use Within the Village Commercial Designation for Property Council Minutes May 24,2001 Page 4 located at 22483 Barton Road, and an Associated Negative Declaration, Filed by G&M Oil Company NEW BUSINESS 8A. League of California Cities Proposed Bylaws Amendment to Increase Dues to Implement League Grassroots Network CC-2001-52 MOTION BY MAYOR PRO TEM GARCIA, SECOND BY COUNCILMEMBER LARKIN, CARRIED 5-0, to approve the addition of article XVI to the League's bylaws relating to the establishment of a League Grassroots Network along with the dues schedule and authorize the Mayor to execute the ballot. 8B. Resolution Ordering the Preparation of Plans, Specifications, Cost Estimate, Diagrams and Report for Landscaping and Lighting District No. 89-1 CC-2001-53 MOTION BY COUNCILMEMBER HILKEY, SECOND BY MAYOR PRO TEM GARCIA,CARRIED 5-0,to approve a Resolution Ordering the Preparation of Plans, Specifications, Cost Estimates,Diagrams and Report for Landscaping and Lighting District No. 89-1.
