CITY COUNCIL MINUTES
REGULAR MEETING- .TUNE 14, 2001
A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council
Chambers,Grand Terrace Civic Center,22795 Barton Road,Grand Terrace,California,on June 14,
2001, at 6:00 p.m.

The meeting was opened with invocation by Pastor Salim Elias,Azure Hills Seventh-Day Adventist
Church, followed by the Pledge of Allegiance led by Mayor Dan Buchanan.
SPECIAL PRESENTATIONS
2A. Commendation - Child Care Center
Councilmember Larkin read a Commendation for the Grand Terrace Child Care Center Staff
for their commitment,caring and professionalism provided to the families of the community.
Mayor Buchanan presented the commendation to the staff of the Grand Terrace Child Care
Center.
2B. School Presentation - Grand Terrace Elementary School
Marilynn Jordari, Principal, Grand Terrace Elementary announced that she will be retiring
after this school year and introduced the Assistant Principal,Den Marshall who will be the
Principal next year and Michael Beck, who will be the Assistant Principal next year.
Den Marshall, Assistant Principal introduced Scott Noble who won first place in the
Regional Science Fair and also received a community award from the Forest Service South

West Regional Research Station. He introduced Andrew McClure who came in second place
in the Regional Science Fair and Garrett who came in third Place at the Regional Science
Fair. He introduced Mrs. Ruggles, Ms. Johnson, and Mrs. Eaton all teachers at Grand
Terrace Elementary School. He indicated that Mrs. Ruggles' and Ms. Johnson's class will
be performing for the City Council.
2C. Presentation on DSL-Pacific Bell Representative Shanna Valentine
Shanna Valentine, representative from Pacific Bell gave a presentation on DSL and what
Pacific Bell has to offer the residents of the City of Grand Terrace.
2D. Proclamation-Blood Bank San Bernardino and Riverside Counties Celebrating"50
Years Sharing Life"
Mayor Pro Tern Garcia read a Proclamation proclaiming support of the Blood Bank of San
Bernardino and Riverside Counties and congratulate them on their 50'Anniversary.
CONSENT CALENDAR
CC-2001-56 MOTION BY COUNCILMEMBER LARKIN, SECOND BY MAYOR PRO TEM

PUBLIC CONIlVIENT
Dick Rollins,22797 Barton Road,requested that staff provide information on the ordinance
regarding the placement of yard sale signs in the City on channel 3 and in the "Blue
Mountain Outlook." He reported that he will no longer be a crossing guard for the City. He
indicated that anyone interested should contact the City.

WERE ABSENT),to accept the May 7,2001 Minutes of the Historical and Cultural
Activities Committee.
COUNCIL REPORTS
Councilmember Larkin, indicated that it is Fag Day on June 14, 2001. Expressed his
appreciation for all of the work that went into Grand Terrace Days and felt that it went well.
He commended the Child Care Center. He attended the San Bernardino County State of the
County luncheon on Monday and felt that they put on an excellent presentation.
Mavor Pro Tern Garcia, indicated that she is excited about Mr: Beck coming to Grand
Terrace Elementary School due to his technology background and requested that staff keep
him in mind if a technology group is put together. She thanked Tanya Cahill and the
Sheriff's Department for doing a great job on Grand Terrace Days. Councilmember Larkin
will be the MC at the Chamber of Commerce Installation Dinner. She commended the Child
Care Center. She indicated that she is looking forward to the 4' of July this year. She
encouraged residents to park their cars in their garages due to a higher number of automobile
thefts in the area.
Mavor Buchanan,thanked the staff for all of the work and preparation that went into putting
the budget together. He thanked the Sheriff's Department for the outstanding job that they
do in providing the City with Law Enforcement using grants and creative techniques to
leverage the little bit of dollars that can be contributed to the process. He indicated that he
is looking forward to the Chamber of Commerce Installation Dinner.

adopt a Resolution of Intent Setting a Public Hearing for the 2001-2002 Annual
Assessment Landscaping and Lighting District No. 89-1 for June 28, 2001 at 6:00
p.m.

8A. Reclassification -Planning Technician
CC-2001-59 MOTION BY COUNCILMEMBER LARKIN,SECOND BY MAYOR PRO TEM
GARCIA, CARRIED 3-0-2-0 (COUNCILMEMBERS MKEY AND FERRE
WERE ABSENT), to authorize the upgrading of the Planning Technician position
to Assistant Planner with a Salary Range of$2,500 to $3,700 per month.

Mayor Buchanan adjourned the City Council Meeting at 7:00 p.m.,until the next CRA/City Council
