10/25/2001 CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR MEETING- OCTOBER 25, 2001 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers,Grand Terrace Civic Center,22795 Barton Road,Grand Terrace,California,on October 25, 2001, at 6:00 p.m. PRESENT: Dan Buchanan,Mayor Lee Ann Garcia, Mayor Pro Tem Herman Hilkey, Councilmember Don Larkin, Councilmember Maryetta Ferre, Councilmember Tom Schwab, City Manager Steve Berry, Assistant City Manager Brenda Stanfill, City Clerk Patrizia Materassi, Community and Economic Development Director Larry Ronnow, Finance Director Jerry Glander, Building& Safety Director Lt. Hector Guerra, Sheriffs Department ABSENT: John Harper, City Attorney The meeting was opened with invocation by Councilman Herman Hilkey, followed by the Pledge of Allegiance led by Mayor Pro Tem Lee Ann Garcia. SPECIAL PRESENTATIONS 2A. School District Presentation- Colton High School Dennis Byas, Superintendent Colton Joint Unified School District,introduced the staff and students that were in attendance. Dr.Pat Gopperton,Assistant Superintendent of Curriculum and Instruction,reported that the high school exit exam results and the API scores are not where they expect them to be and in their opinion are not indicative of what the students are capable of doing. They are addressing the issue and have begun implementing their plan. Jerry Almendarez,Principal,Colton High School,thanked the parents of the students for all of their support. He gave a presentation on the programs that they have created and implemented at Colton High School for their teachers. Diana Carreon, Assistant Principal, Colton High School, reported that they have begun Council Minutes October 25,2001 Page 2 providing as much information as possible for Senior Students and their families in an effort to keep parents informed on costs and procedures. Kent Taylor, Head Counselor Colton High School, gave a presentation on the application process for college admission and the programs that are offered through the School District. Sharon Halter-Day, Counselor Colton High School, gave a presentation on the Senior Portfolio which is a requirement,which includes their accomplishments throughout their life. She gave an overview of SAT preparation,scholarship opportunities and PSAT testing at the 11 th grade level. She also gave an overview on the National Honor Society and the programs that they participate in. Ken Clark, Counselor Colton High School, gave an overview on financial aid available, transcript service. He indicated that Colton High School has a website that will have a lot of information available for parents and students. Eileen Potterton, AVID Coordinator, acknowledged the students that participate in the program and gave an overview of the program. Bill Webb, Chairman of the Math Department at Colton High School, gave an overview of their curriculum. Harmony McMelon, Senior Colton High School gave an overview on the Academic Competition Program. Bob DeGroff,Academic Decathlon Advisor, indicated that Colton High School has one of the most successful Academic Decathlon Programs in the County of San Bernardino. He indicated,that he is proud to be associated with the Colton Joint Unified School District.. Eileen Potterton, gave an overview on the DECA program. Erin Rendelman, Pep Commissioner of ASB, gave an overview of the improvements that have been taking place as part of campus beautification. Sandra Pearson, ASB Vice-President, talked about the Pride of the City of Colton and the High School. Alan Conrad,ASB President, talked about the special bonds with students, administration and staff at Colton High School. Bob Mitchell, Site Council Chairperson for Colton High School, expressed his satisfaction with the willingness for staff and administration listening and working with the parents and Council Minutes October 25,2001 Page 3 commended Colton High School for the excellence that they are accomplishing and is proud to be a parent of a student that is currently attending Colton High School. CONSENT CALENDAR CC-2001-92 MOTION BY MAYOR PRO TEM GARCIA, SECOND BY COUNCILMEMBER FERRE, CARRIED 4-0-1-0 (COUNCILMEMBER LARKIN WAS ABSENT), to approve the following consent calendar items: 3A. Main Street Bicycle Lane Project - Award Contract/Accept Right-of-Way Dedication PUBLIC COMMENT Dick Rollins, 22797 Barton Road,referred to an article that was in the Times Magazine on high speed internet access. ORAL REPORTS 5A. Committee Reports 1. Crime Prevention Committee a. Request to Investigate Parking on Newport Avenue Dick Rollins, 22797 Barton Road indicated that the Crime Prevention Committee has discussed at length the problem with 18 wheelers parking on Newport Avenue in the evening causing a traffic hazard. It was the consensus of the Council to direct staff to investigate the parking on Newport Avenue. b. Minutes of September 10, 2001 CC-2001-93 MOTION BY MAYOR PRO TEM GARCIA, SECOND BY COUNCILMEMBER FERRE, CARRIED 5-0, to accept the September 10, 2001 Minutes of the Crime Prevention Committee. 2. Historical and Cultural Activities Committee Council Minutes October 25,2001 Page 4 a. Minutes of October 1, 2001 CC-2001-94 MOTION BY COUNCILMEMBER HILKEY,SECOND BY COUNCILMEMBER LARKIN, CARRIED 5-0, to accept the October 1, 2001 Minutes of the Historical and Cultural Activities Committee. 3. Emergency Operations Committee a. Minutes of September 4, 2001 CC-2001-95 MOTION BY COUNCILMEMBER LARKIN, SECOND BY MAYOR PRO TEM GARCIA, CARRIED 5-0, to accept the September 4, 2001 Minutes of the Emergency Operations Committee. COUNCIL REPORTS Mavor Pro Tem.Garcia, reminded everyone to have a safe Halloween. The Library will be holding the pre-school Halloween party. Councilmember Hilkev, reported that SANBAG staff recommended a 104 million dollar allocation for the 215 South Freeway through Grand Terrace and CALTrans recently came up with a billing that took approximately 50 million of that money. He indicated that they are looking for a commitment from SANBAG and the members to do the environmental,to design the freeway and to do the right-of-way in order to complete the San Bernardino side of the freeway. Riverside County will be asked to do the same. They are also encouraging SANBAG Staff to look at mitigation. He expressed his concern with the impact on Grand Terrace due to an increased traffic amount over the next fifteen years. Councilmember Larkin. he requested that staff look into the no parking on the overlook at Mt.Vernon and Grand Terrace Road. He reported that Sunbridge hosted a Law Enforcement Officers and Firefighters appreciation get-together. He reported that the Lions will be doing the white cane day at Stater Brothers on Friday, Saturday and Sunday. He invited everyone to attend the Halloween Haunt on October 31,2001 at Pico Park from 5:00 p.m.to 8:30 p.m. Councilmember Ferre, also reminded everyone about the Halloween Haunt and that it was a great event for the Community. He commended Sunbridge on their appreciation get- together as well as the firefighters and law enforcement officers for the job that they do. Mavor Buchanan.indicated that Sunbridge is a model of how a business in a community can seize the opportunity to become active. He requested that Assistant City Manager Berry give an update on the video project that he is working on. Assistant Citv Manager Steve Berrv, responded that there will be an article in the Press Council Minutes October 25,2001 Page 5 Enterprise on Friday about the commemorative video project. He indicated that several civic leaders and members of the community will be reading the names of those who lost their lives and are sill missing as a result of the September 11,2001 tragedy. He reported that the video will be aired on November 1 Vh beginning at 5:48 a.m. PUBLIC HEARING 6A. Resolution Approving TPM-01-01,Tentative Parcel Map No. 15710-Dividing aParcel into Two Separate Lots Each Having an Area of Approximately 8,635 Square Feet on Property Located on the East Side of Vivienda Avenue, 240 Feet South of Van Buren Street John Lampe,Associate Planner, gave a brief presentation on the proposed Tentative Parcel Map No. 15710. Mayor Buchanan opened discussion to the Public Hearing, there being none he returned v discussion to the Council.
