CITY COUNCIL MINUTES
REGULAR MEETING-NOVEMBER 8, 2001
A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council
Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on
November 8, 2001,_at 6:00 p.m.

The meeting was opened with invocation by Councilwoman Maryetta Ferr6,followed by the Pledge
of Allegiance led by Councilman Don Larkin.
SPECIAL PRESENTATIONS
2A. Preview of Video for Televised Remembrance of the September 11, 2001 Tragedy.
Assistant City Manager Berry, gave a preview of the Televised Remembrance of the
September 11, 2001 Tragedy. He indicated that this tribute will be aired on November 11,
2001 beginning at approximately 5:48 a.m. and will run for six hours.

CC-2001-99 MOTION BY COUNCILMEMBER LARKIN,SECOND BY COUNCILMEMBER
FERRE, CARRIED 2-0-2-1 (COUNCILMEMBER FERRE ABSTAINED AND
MAYOR BUCHANAN AND MAYOR PRO TEM GARCIA WERE ABSENT),to
award the Storm Drain Reconstruction on Palm Avenue in the 23000 Block Contract
in the amount of$27,900.00 to David T. Wasden, Inc.
PUBLIC COMMENT
Barney Barnett,474 Prospect Avenue,Highgrove,requested that the City join Highgrove in
an effort to get a Metrolink stop in Highgrove. He requested that the City of Grand Terrace
adopt a resolution indicating their support for a Metrolink Stop in Highgrove.
Denis Kidd, 22874 Pico Street, also requested the support of the Council to request a
Metrolink Stop in Highgrove.

COUNCIL REPORTS
Councilmember Larkin. congratulated the individuals that were elected or re-elected to the
Colton Joint Unified School District School Board. He is looking forward to the continued
working relationship with the board. He reported that he attended the Country Fair and as
always was enjoyable. He attended the Chamber mixer at J.B.'s which had a good turn-out.
He commended Assistant City Manager Berry on the Tribute Video. He commended all
Veteran's for their service that they have contributed to the Country and continue to
contribute. .

District School Board and is also looking forward to working with the Board. She
commended Assistant City Manager Berry on the tribute video and thanked him for doing
it.
Councilmember Hilkev, expressed his condolences to the Harshman Family for the loss of
their son. He reported that SANBAG gave a commitment to the 215 South. The 215 South
will be the next priority for STIP funding. RCTC needs to complete their portion of the 215.
PUBLIC HEARING
6A. Resolution Approving TPM-01-02, Tentative Parcel Map No. 15780 - Dividing a
Parcel into Two Parcels of 1.1 Acres and 1.4 Acres Located at the end of Palm
Avenue
John Lampe,Associate Planner, gave a brief presentation on the proposed Tentative Parcel
.Map No. 15780.
Councilmember Hilkey opened discussion to the Public, there being none he returned
discussion to the Council.

CC-2001-103 MOTION BY COUNCILMEMBERHILKEY,SECOND BY COUNCILMEMBER

GARCIA WERE ABSENT),to approve a Resolution adopting the Measure"I"Five-
Year Capital Improvement Program as staff recommended with the inclusion of
Traffic Signal at Barton Road and Grand Terrace Road in the amount of$150,000.00
and the Design of Commerce Way in the amount of$250,000.00.
8C. Resolution-Regional Transportation Improvement Program (RTIP)
CC-2001-104 MOTION BYCOUNCILMEMBERHILKEY,SECOND BYCOUNCILMEMBER
FERRE, CARRIED 3-0-2-0 (MAYOR BUCHANAN AND MAYOR PRO TEM
GARCIA WERE ABSENT), to approve a Resolution Certifying that the City of
Grand Terrace has the Resources to Fund the Projects Submitted for Inclusion in the
FY 2002/2003 - 20007/2008 Transportation Improvement Program and Affirming
its Commitment to Implement all of the Projects Submitted in the Program as staff
recommended.
8D. Resolution-City Council Policy Regarding Providing a Defense in Criminal Actions

Providing for the Defense of an Employee or a Former Employee in a Criminal
Action or Proceeding.

ORDER OF ADJOURNMENT
Councilmember Hilkey adjourned the City Council Meeting at 7:25 p.m. until the next CRA/City
Council Meeting which is scheduled to be held on Thursday,December 13, 2001 at 7:30 p.m.
