CITY COUNCIL MINUTES
REGULAR MEETING-JANUARY 10, 2002
A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council
Chambers,Grand Terrace Civic Center,22795 Barton Road,Grand Terrace,California,on January
10,2002, at 6:00 p.m.

The meeting was opened with invocation by Councilwoman Maryetta Ferr6.
Mayor Buchanan announced that Girl Scout Troop 671 will be doing the Pledge of Allegiance and
Flag Ceremony.
Brooklynn El-Fattal,Patrol Leader,Junior Girl Scout Troop 671,thanked the City of Grand Terrace
on behalf of the troop,for the opportunity to honor the people that died in the tragedy on September
11,2001. It was a memorable experience and they are very proud to not only show their Girl Scout
pride but also their strong American Patriotism. She expressed their appreciation for the
opportunity to present the flag ceremony at the City Council Meeting. She indicated that the Troop
has been very active this year learning more about the Country's Flag and different ways of honoring
it. For the reminder of their Scouting Year they will be offering their flag ceremony services to local
community organizations which will help them to earn the Girl Scout Bronze Award,which is the
highest honor a Junior Girl Scout can earn. She thanked the Council for the opportunity to be
involved in their community.
The Troop presented the flag ceremony and did a poem presentation, "I am the Flag of the United
States of America.."
Mayor Buchanan presented each girl with a City Pin and thanked them for their presentation.

SPECIAL PRESENTATIONS
Mayor Buchanan presented City Clerk, Brenda Stanfill with a plaque from the League of
California Cities,Inland Empire Division recognizing her services as the Division Secretary
for the year 2000-2001..
Mayor Pro Tem Garcia thanked City Clerk, Brenda Stanfill, for all of her extra effort and
expressed her appreciation.
2A. Introduction- Girl Scout Cadet Troop 1614
Mayor Buchanan introduced Girl Scout Cadet Troop 1614. The Troop is working on their
leadership merit badge requirements.
The Troop indicated that they are working on their leadership merit badge requirement and
interviewed the members of the Council.
Mayor Buchanan presented each member of the Troop with a City Pin and thanked them for
their participation.

CC-2002-03 MOTION BY COUNCILMEMBER FERRE, SECOND BY MAYOR PRO TEM
GARCIA, CARRIED 4-0-1-0 (COUNCILMEMBER HILKEY AS ABSENT), to
accept the November 5, 2001 Minutes of the Emergency Operations Committee.
COUNCIL REPORTS
Mavor Pro Tern Garcia, wished everyone a Happy New Year. She reported that Council
attended the League of California Cities Annual Conference and felt that they offered some
great sessions. She indicated that Governor Davis was at the conference and basically said
that he was going to try and protect Cities. The good news for cities is that their stature is
increasing at the State Legislature. The League has recently brought on Nancy Cisesneros,
and will be working with cities trying to coordinate and work more with unions and
community groups to try to get all of the stake holders involved to allow the communities
to try and understand the work that local government does. She encouraged residents to
know as much as possible about local government.
Councilmember Larkin,wished everyone a Happy New Year. At the League of California
Cities Annual Conference there was a long discussion on what could happen to Cities based
on the State Budget. He expressed his appreciation for the presentations that the Girl Scout
Troops did.
Councilmember Ferre, wished everyone a Happy New Year and she is looking forward to
the year. She reported that she is on the San Bernardino County Gang and Drugs Task Force
and reported what was discussed at their recent meeting. She expressed her appreciation for
the presentations made by the Girl Scout Troops. She reported that Omnitrans'Dial-A-Ride
program is now available in the City of Grand Terrace.
Mavor Buchanan, reported that the City Officials that attended the Annual League of
California Cities Annual Conference were all anxiously waiting for Governor Davis's
comments to the group. They specifically wanted to hear what he had to say about local
government financing,in particular,Vehicle License Fees. It was one of the most important
funding sources for cities that seemed to be vulnerable to the State taking away to try to
balance their own budget. He heard Governor Davis say that the State budget problem is not
going to be balanced on the back of local cities and that he would be doing everything within
his power to fight to make sure that the important city services are not negatively impacted
by the cuts city/county shared vehicle license fees and local officials will be holding him to

that. He indicated that he is looking forward to a wonderful 2002. He reported that he has
received a lot of positive feed back about new Assistant City Manager Berry and that he is
being well received in the Community and encouraged him to keep up the good work.
Mavor Pro Tem Garcia, thanked Assistant City Manager Berry for doing a great job.

Mayor Buchanan adjourned the City Council Meeting at 6:45 p.m.until the next CRA/City Council
