03/28/2002 CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR MEETING-MARCH 28, 2002 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on March 28,2002, at 6:00 p.m. PRESENT: Lee Ann Garcia, Mayor Pro Tem Herman Hilkey, Councilmember Don Larkin, Councilmember Maryetta Ferr6, Councilmember Tom Schwab, City Manager Brenda Stanfill, City Clerk Steve Berry, Assistant City Manager Lary Ronnow, Finance Director Jerry Glander, Building& Safety Director Lt. Hector Guerra, Sheriffs Department ABSENT: Dan Buchanan,Mayor John Harper, City Attorney The meeting was opened with invocation by Councilman Herman Hilkey, followed by the Pledge of Allegiance led by Councilwoman Maryetta Ferr6. SPECIAL PRESENTATIONS 2A. Proclamation- Child Abuse Prevention Month-April 2002 Councilmember Hilkey read a proclamation proclaiming April 2002 as Child Abuse Prevention Month in the City of Grand Terrace encouraging citizens to join in the efforts to end child abuse. 2B. Proclamation-National Community Development Week-April 1-7, 2002 Councilmember Ferr6 read a proclamation proclaiming April 1 -April 7, 2002 as National Community Development Week in the City of Grand Terrace urging all citizens to join in recognizing the Community Development Program and the importance it serves to the community. Minutes of February 4, 2002 CC-2002-23 MOTION BY COUNCILMEMBER LARKIN,SECOND BY COUNCILMEMBER FERRE, CARRIED 3-0-2-0 (COUNCILMEMBER HILKEY AND MAYOR BUCHANAN WERE ABSENT), to accept the February 4, 2002 minutes of the Emergency Operations Committee. 2. Historical and Cultural Activities Committee a. Minutes of March 4, 2002 CC-2002-24 MOTION BY COUNCILMEMBER FERRE, SECOND BY COUNCILMEMBER LARKIN, CARRIED 3-0-2-0 (COUNCILMEMBER HILKEY AND MAYOR BUCHANAN WERE ABSENT), to accept the March 4, 2002 minutes of the Historical and Cultural Activities Committee. COUNCIL REPORTS Councilmember Larkin. reported that the Riverside Highland Water Company held their annual Board Meeting and indicated that they are in good standing which has a lot to do with Council Minutes March 28,2002 Page 3 good management and making good investments. He congratulated the directors that were re-elected to their positions. Gene McMeans was recognized at their meeting for the many years of dedicated service to the community and water company. He expressed his appreciation for all of the dedication that Gene McMeans had for the community and the water company. He reminded everyone that the Miss Grand Terrace Pageant will be held on April 27, 2002. He wished everyone a Happy Easter. Councilmember Ferr6, gave a report on the Oversight Committee's decisions for the disbursement of the Bond Money for the Colton Joint Unified School District and indicated that they will meet again in three months. Mavor Pro Tem Garcia. reminded everyone that there is an opening on the Planning Commission and that anyone interested should pick up an application from the City Clerk's Department. PUBLIC HEARING 6A. An Ordinance of the city of Grand Terrace,California,Amending the Grand Terrace Zoning Code by Adding Certain Definitions to Chapter 18.06 Relative to Second Family Unit and Single Family Detached Residential;By Amending Chapter 18.69 Regarding the Provisions for Second Family Units to comply with State Law;and by Modifying Table 18.10.030 to Allow for a Second,Full Sized Single Family Unit in the City Multifamily Residential Zones. Associate Planner Lampe. gave a brief overview of his report and the proposed ordinance and recommended that the Council approve staff s recommendation. Mayor Pro Tern Garcia opened discussion to the public. Corrine Robinson, 22145 De Berry Street, strongly recommended that the Council approve the proposed Ordinance. She requested that there be a key, included with the tables in order to know what the letters stand for. She questioned the definition of the R3 Zone and the number of structures that would be allowed. Associate Planner Lampe, responded that he could provide a key to the table. He indicated that the Planning Commission feels that if you are making a commitment to develop a property for single family residential purposes so therefore if a commitment is going to be made to develop the property for single family uses they should be more or less restricted to single family detached type uses and no more than two such dwellings. He indicated that if someone owns an R2 lot and they want to build a tri-plex on it they should be allowed as long as it meets the density standards. This would be true for the R3 Zone as well. CC-2002-25 MOTION BY COUNCILMEMBER FERRE, SECOND BY COUNCILMEMBER LARKIN, CARRIED 3-0-2-0 (COUNCILMEMBER HILKEY AND MAYOR BUCHANAN WERE ABSENT),to approve the first reading of an Ordinance of the City of Grand Terrace, California, Amending the Grand Terrace Zoning Code by Adding Certain Definitions to Chapter 18.06 Relative to Second Family Unit and Single Family Detached Residential; By Amending Chapter 18.69 Regarding the Provisions for Second Family Units to comply with State Law; and by Modifying Table 18.10.030 to Allow for a Second, Full Sized Single Family Unit in the City Multifamily Residential Zones and approve the Negative Declaration in that there is no substantial evidence that the Ordinance will have a significant adverse impacts on the environment. UNFINISHED BUSINESS 7A. Northwest Corner Parking at Mt. Vemon/Grand Terrace Road CC-2002-26 MOTION BY COUNCILMEMBER LARKIN,SECOND BY COUNCILMEMBER FERRE, CARRIED 2-1-2-0 (COUNCILMEMBER FERRE VOTED NO AND COUNCILMEMBER HILKEY AND MAYOR BUCHANAN WERE ABSENT),to direct staff to remove the No Parking Requirement from the Northwest Corner at Mt. Vemon/Grand Terrace Road. NEW BUSINESS 8A. Franchise Amendment: Waste Management Services CC-2002-27 MOTION BY COUNCILMEMBER LARKIN,SECOND BY COUNCILMEMBER FERRE, CARRIED 3-0-2-0 (COUNCILMEMBER HILKEY AND MAYOR BUCHANAN WERE ABSENT), to approve an amendment to the Franchise Agreement between the City of Grand Terrace and USA Waste of California,Inc.for the Provision of Integrated Waste Management leaving the curbside bulky item pick- up twice a year and the twice a year clean-up location at the Senior Center as it was in the original Franchise Agreement. CLOSED SESSION 9A. City Manager Annual Performance Evaluation Mayor Pro Tem Garcia announced that the Council met in Closed Session to discuss the City Manager's Annual Performance Evaluation and that there was no reportable action taken.
