04/11/2002 CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR MEETING-APRIL 11.2002 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers,Grand Terrace Civic Center,22795 Barton Road,Grand Terrace,California,on April 11, 2002, at 6:00 p.m. PRESENT: Dan Buchanan,Mayor Lee Ann Garcia,Mayor Pro Tem Herman Hilkey, Councilmember Maryetta Ferr6, Councilmember Tom Schwab, City Manager Brenda Stanfill, City Clerk Larry Ronnow,Finance Director Jerry Glander,Building& Safety Director Lt. Hector Guerra, Sheriff's Department John Harper, City Attorney ABSENT: Don Larkin, Councilmember Steve Berry,Assistant City Manager The meeting was opened with invocation by Mayor Pro Tem Garcia, followed by the Pledge of Allegiance led by Councilman Herman Hilkey. Emergency Operations Committee a. Minutes of March 4, 2002 CC-2002-29 MOTION BY COUNCILMEMBER HILKEY, SECOND BY MAYOR PRO TEM GARCIA,CARRIED 4-0-1-0(COUNCILMEMBER LARKIN WAS ABSENT),to accept the March 4, 2002 minutes of the Emergency Operations Committee. b. Appoint Alternate Member(Monroe) CC-2002-30 MOTION BY MAYOR PRO TEM GARCIA, SECOND BY COUNCILMEMBER FERRE, CARRIED 4-0-1-0 (COUNCILMEMBER LARKIN WAS ABSENT), to appoint James Monroe to a six month trial period as an alternate member of the Emergency Operations Committee; to allow, at the end of six months, for Mr. Monroe to resign if this be his choice; to allow the committee, at the end of six months, to drop Mr. Monroe if his attendance has been poor. COUNCIL REPORTS Mavor Pro Tem. Garcia, indicated that, Alta Mennis, a long time resident has passed away and will be missed. Senator Boxer has appointed a representative, who will keep office hours in San Bernardino and it is good to have that representation. Savior Clothing is anew business in the Stater Bros. shopping center that started as a home based business and has grown. She encouraged everyone to support local businesses. The recent article in the Blue Mountain Outlook on home prices in Grand Terrace is very good,which was written by staff member Roberto Hernandez and Steve Berry. Councilmember Hilkev, The Press Enterprise recently published the Riverside County Transportation Commission Agenda for freeway improvement in the County of Riverside and number six of ten items is the widening of the I-215 to the San Bernardino County line and. They are talking about two additional lanes. Councilmember Ferre, reported that she attended the San Bernardino County Gangs and Drugs Task Force meeting where they discussed graffiti and the efforts being made by the Graffiti Task Force. Mavor Buchanan,indicated that he missed the last Council meeting due to a family vacation. Council Minutes April 11,2002 Page 3 PUBLIC HEARING 6A. An Ordinance of the City of Grand Terrace, California, Amending Grand Terrace Municipal Code,Chapter 10.08,Establishing Speed Limits for Various Streets in the City of Grand Terrace Craig Neustaedter, Traffic Engineer, indicated that the speed survey process is governed by the California Vehicle Code and explained the process involved in determining the recommended speed limits. He indicated that California State Statutes require each agency to perform a traffic study at least every five years in order to be able to enforce the speed limits through the use of radar. Councilmember Hilkev,expressed concern that the study recommends increasing the speed limit on Barton Road from Mt Vernon Avenue to Preston Street and on DeBerry Street from Mt. Vernon Avenue to 1/4 mile east of Observation Drive; he felt that this is an indication that the Sheriff Deputies are not enforcing the speed in those areas. Mavor Buchanan,questioned the recommendation to decrease the speed limit on Mt. Vernon. Craia Neustaedter, indicated that the recommendation is based on direct residential access. Mayor Buchanan opened discussion to the public. There being none, Mayor Buchanan returned discussion to the Council. CC-2002-31 MOTION BY COUNCILMEMBER HILKEY, SECOND BY MAYOR PRO TEM GARCIA,CARRIED 4-0-1-0(COUNCILMEMBER LARKIN WAS ABSENT),to approve the first reading of an Ordinance of the City of Grand Terrace, California, Amending Grand Terrace Municipal Code,Chapter 10.08,Establishing Speed Limits for Various Streets in the City of Grand Terrace and direct staff to work with the Sheriff Department to enforce speed limits and bring back a revised study of the two areas(Barton Road from Mt Vernon Avenue to Preston Street and on DeBerry Street from Mt. Vernon Avenue to 1/4 mile east of Observation Drive)within 90 days. UNFINISHED BUSINESS 7A. Second Reading of an Ordinance of the City of Grand Terrace,California,Amending the Grand Terrace Zoning Code by Adding Certain Definitions to Chapter 18.06 Relative to Second Family Unit and Single Family Detached Residential; By Council Minutes April 11,2002 Page 4 Amending Chapter 18.69 Regarding the Provisions for Second Family Units to comply with State Law; and by Modifying Table 18.10.030 to Allow for a Second, Full Sized Single Family Unit in the City Multifamily Residential Zones. CC-2002-32 MOTION BY COUNCILMEMBER FERRE, SECOND BY MAYOR PRO TEM GARCIA,CARRIED 4-0-1-0(COUNCILMEMBER LARKIN WAS ABSENT),to adopt an Ordinance of the City of Grand Terrace, California, Amending the Grand Terrace Zoning Code by Adding Certain Definitions to Chapter 18.06 Relative to Second Family Unit and Single Family Detached Residential;By Amending Chapter 18.69 Regarding the Provisions for Second Family Units to comply with State Law; and by Modifying Table 18.10.030 to Allow for a Second,Full Sized Single Family Unit in the City Multifamily Residential Zones. NEW BUSINESS 8A. Final Approval of Parcel Map No. 15780 CC-2002-33 MOTION BY COUNCILMEMBER FERRE, SECOND BY COUNCILMEMBER HILKEY, CARRIED 4-0-1-0(COUNCILMEMBER LARKIN WAS ABSENT),to approve Final Parcel Map No. 15780. 8B. Legislative Update Mayor Pro Tern Garcia reported indicated that the Legislative Task Force met on Thursday, March 28, 2002 and gave an overview on the items that were discussed. 8C. Resolution Establishing a Voluntary Contribution Check-Off Program CC-2002-34 MOTION BY COUNCILMEMBER HILKEY, SECOND BY MAYOR PRO TEM GARCIA,CARRIED 4-0-1-0(COUNCILMEMBER LARKIN WAS ABSENT),to adopt a Resolution establishing a Voluntary Contribution Check-Off Program. 8D.
