CITY COUNCIL MINUTES
REGULAR MEETING-AUGUST 22, 2002
A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council
Chambers, Grand Terrace Civic Center,22795 Barton Road, Grand Terrace,California,on August
22, 2002, at 6:00 p.m.

The meeting was opened with invocation by Councilman Don Larkin, followed by the Pledge of
Allegiance led by Councilman Herman Hilkey.
SPECIAL PRESENTATIONS
A. Home of Distinction Award
Assistant City Manager Berry announced that this is the third Home of Distinction Award
this year and that the winners are Shelby and Hazel Kennard of 22960 Finch.
Mayor Buchanan commended the Kennards on demonstrating high standards of property
maintenance and homeowner pride and presented them with a Home of Distinction Award
Certificate and a$50 gift card from Stater Brothers.
B. Debut- Grand Terrace Commercial
Assistant City Manager Berry announced that a commercial on Grand Terrace is complete
and will be aired on different CNN, CNN Headline News, MSNBC and FOX News. He
played the commercial for the Council and indicated that the commercial will begin being
aired on September 9, 2002.

PUBLIC COMMENT
Dick Rollins. 22797 Barton Road,reported that he participated in the judging of the Home
of Distinction Award.

1. Emergency Operations Committee
a. Minutes of June 3, 2002 and July 1, 2002
CC-2002-73 MOTION BY COUNCILMEMBER HILKEY,SECOND BY COUNCILMEMBER
FERRE,CARRIED 5-0,to accept the Emergency Operations Committee Minutes of
June 3, 2002 and July 1, 2002.
COUNCIL REPORTS
Mayor Buchanan, announced that there will be a free end of summer concert in the park on
September 24`h and requested Assistant City Manager Berry to give more information on the
event.
Assistant City Manager Berry, responded that it has been approximately three years since
there has been a concert in the park. He indicated that he has raised approximately$2,600
in sponsorships to cover the event which will cover the j azz band. The Grand Terrace Soccer
Club will have the concession stand open. Everyone is encouraged to come out to a great
family event.
Mayor Buchanan, indicated that the Council received a thank you note from the Riverside
Bicycle Club for the new staging areas. He reported that he will not be running for City
Council in the upcoming election. He has a lot of commitments in his life and has decided

that he needs to spend more time and energy on his family and work. He feels that the City
is in good hands and he has every confidence in the City Staff and the Elected Officials. He
wished Councilmember Hilkey luck in his re-election efforts.
Mavor Pro Tern Garcia,stated that things won't be the same without Mayor Buchanan on the
Council. She wished Councilmember Hilkey luck on his re-election efforts. She encouraged
residents to stay active and know who is running for Council and to get out and vote. She
reported that on September 19, 2002 SANBAG will be holding an employer partnership
award ceremony. She received a fax from Chris McKenzie from the League of California
Cities indicating that there is an end of session attack on first amendment rights of City
officials and employees. She reported that she will be unable to attend the opening
ceremonies for the Soccer Club. She indicated that there was a strategic planning meeting
of the Legislative Task Force and that there will be some training sessions held for the
different Councilmembers. They plan on eventually holding a joint session with all elected
officials including the desert and mountain colleagues as well as the Riverside colleagues.
She suggested that they have picnic baskets for sale at the concert in the park.
Assistant Citv Manaeer Berrv. responded that he wants to start out small this year and
possibly go bigger next year.
Councilmember Hilkev,reported that SANBAG will be holding a special day of playing on
the freeway before they connect the freeway from San Dimas to Fontana. He commended
staff on the new City entrances. He requested that something be put together for past
Community and Economic Development Director Patrizia Materassi so she can see all her
past hard work that has come together.
Councilmember Larkin, reported that there is a car parked on the corner of Grand Terrace
Road and Mt.Vernon Avenue for sale. He commended staff on all of the improvements that
have been made throughout the City. He questioned when forms will be available on the
Website for downloading.
Citv Manager Schwab, indicted that the forms should be available within the month.
Councilmember Larkin, expressed his sadness with Mayor Buchanan not running for re-
election. He wished Councilmember Hilkey luck with the upcoming election.
Councilmember Ferre, reported that the last three luncheons of the Grand Terrace Area
Chamber of Commerce have been outstanding. She appreciates all of the positive press that
the City has been getting. She reported that there will be a joint meeting between the City
Council and the Colton Joint Unified School District Board of Education on Thursday,
August 29, 2002.

Mavor Buchanan.announced that the Grand Terrace Community Soccer Club will be holding
their opening ceremony on Saturday, August 24, 2002.
Councilmember Hilkev. indicated that he saw that the City of Colton is moving to annex
some property near Grand Terrace and questioned whether or not that would impact Grand
Terrace.
Citv Manager Schwab. responded in the negative.
PUBLIC HEARING
6A. An Ordinance of the City Council of the City of Grand Terrace Amending the
Redevelopment Plan, Revised Grand Terrace Community Redevelopment Project
Mayor Buchanan opened discussion to the public,there being none,her returned discussion
to the Council.
CC-2002-74 MOTION BY COUNCILMEMBER LARKIN,SECOND BY COUNCILMEMBER
HILKEY, CARRIED 5-0, to approve the first reading of an Ordinance of the City
Council of the City of Grand Terrace Amending the Redevelopment Plan, Revised
Grand Terrace Community Redevelopment Project.

NEW BUSINESS
8A. Vehicle Parking on Palm Avenue and Brentwood
CC-2002-75 MOTION BY COUNCILMEMBER HILKEY, SECOND BY MAYOR PRO TEM
GARCIA,CARRIED 5-0,to authorize staff to paint red zones with a total combined
length of 40 feet in front of 22846 and 22832 Palm Avenue and to have a certified
traffic engineer come up with a recommendation with regards to painting red zones
on Brentwood and the two corners of Thames and Brentwood and talk to the school
administration regarding how we can possibly solve this parking issue.
8B. Measure I Capital Improvement Plan (CIP)Re-allocation
CC-2002-76 MOTION BY COUNCILMEMBER HILKEY,SECOND BY COUNCILMEMBER
LARKIN, CARRIED 5-0, to approve a resolution to re-allocate the following
Measure I priorities for FY 2002-2003:
Street Repairs on Warbler between Van Buren to Franklin and Kentfield east of

Warbler,Franklin to Franklin Court in the amount of$52,741.14 and Street Repairs
on Kentfield and Darwin in the amount of$32, 112.00 for a total of$84, 853.14.
CLOSED SESSION
8A. Personnel Negotiations
Mayor Buchanan announced that the Council met in Closed Session to discuss Personnel
Negotiations and that there was no reportable action taken.
ORDER OF ADJOURNMENT
Mayor Buchanan adj ourned the City Council Meeting at 7:49 p.m.,until the next CRA/City Council
Meeting which is scheduled to be held on Thursday, September 12, 2002 at 6:00 p.m:
