06/24/2004 CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR MEETING-JUNE 24, 2004 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers,Grand Terrace Civic Center,22795 Barton Road,Grand Terrace,California,on June 24, 2004, at 6:30 p.m. PRESENT: Maryetta Ferr6,Mayor Pro Tem Lee Ann Garcia, Councilmember Don Larkin, Councilmember Tom Schwab, City Manager Brenda Stanfill, City Clerk Steve Berry, Assistant City Manager Larry Ronnow,Finance Director Jerry Glander,Building& Safety Director Gary Koontz, Community Development Director John Harper, City Attorney Lt. Hector Guerra, Sheriff s Department ABSENT: Herman Hilkey, Mayor Bea Cortes, Councilmember The City Council meeting was opened with invocation by Councilwoman Garcia, followed by the Pledge of Allegiance led by Councilman Don Larkin. SPECIAL PRESENTATIONS -Recognition of Grand Terrace Days Sponsors. Mayor Pro Tem Ferr6 announced the names of all of the Sponsors of Grand Terrace Days 2004 and presented each of them with a Certificate of Appreciation and a DVD of the Parade and event. CONSENT CALENDAR CC-2004-60 MOTION BY COUNCILMEMBER GARCIA,SECOND BY COUNCILMEMBER LARKIN, CARRIED 3-0-2-0 (MAYOR HILKEY AND COUNCILMEMBER CORTES WERE ABSENT),to approve the following consent calendar items with the removal of item 3F. To be considered with item 8B.: 3A. Approval of Check Register Dated June 24, 2004 3B. Ratify 06-24-2004 CRA Action 3C. Waive Full Reading of Ordinances on Agenda 3D. Approval of 06-10-2004 Minutes Council Minutes June 24,2004 Page 2 3E. Resolution-Annual Statement of Investment Policy 3G. Award of Consulting Contract for K&J Plating Remediation Project PUBLIC COMMENT Mayor Pro Tern Ferr6 indicated that the Public Comment will be limited to three minutes per speaker and asked those who speak to adhere to this rule. Richard Rollins.22797 Barton Road,expressed his appreciation for all of the hard work that Assistant City Manager Berry and staff did on Grand Terrace Days and for doing a good job on a regular basis. Barnev KarRer. 11668 Bernardo Way,stated that he feels that the City should disclose when they purchase properties whether it be the City or the Redevelopment Agency. He questioned what the plans are for Michigan. Tonv Petta. 11875 Eton Drive, expressed his gratitude to the City Council and staff of the City of Grand Terrace. He feels that all of the improvement that are going on in the community is great. ORAL REPORTS 5A. Committee Reports 1. Crime Prevention Committee A. Minutes of 05-10-2004 CC-2004-61 MOTION BY COUNCILMEMBER GARCIA,SECOND BY COUNCH MEMBER LARKIN, CARRIED 3-0-2-0 (MAYOR HILKEY AND COUNCH MEMBER CORTES WERE ABSENT), to accept the May 10, 2004 Minutes of the Crime Prevention Committee. 2. Emergency Operations Committee A. Committee Member Resignation(McElwee) CC-2004-62 MOTION BY COUNCILMEMBER LARKIN,SECOND BY COUNCILMEMBER GARCIA, CARRIED 3-0-2-0 (MAYOR HILKEY AND COUNCILMEMBER CORTES WERE ABSENT), to accept the resignation of Claire McElwee from the Emergency Operations Committee with regret and thank her for her service. COUNCIL REPORTS Council Minutes June 24,2004 Page 3 Councilmember Larkin,the Foundation for Grand Terrace will be holding an event to Paint the Gage Canal wall on Saturday, July 31, 2004. Everyone is encouraged to participate. Councilmember Garcia, requested that the City Clerk do an article for the Blue Mountain Outlook on how the agenda's are put out and how to get information. She thanked the Press Enterprise for doing an outstanding job of covering Grand Terrace. She thanked Assistant City Manager Berry for all of the great work that he is doing. She requested information on swimming and karate. Assistant Citv Manaizer Berrv, responded that there are still some spots available for swimming lessons and that the martial arts program is doing very well. Councilmember Garcia, expressed her excitement that there is a piano teacher in town. She wished everyone a safe 4' of July. She congratulated Bobbie Forbes on being the new Chamber of Commerce President. Assistant Citv Manager Berrv, indicated that free swim is available on Saturdays and Sundays now through August I"at Terrace Hills Middle School pool. Mavor Pro Tem Ferr6, thanked Assistant City Manager Berry for the reception that he planned for the Sponsors of Grand Terrace Days 2004. The corner ofMt.Vernon and Grand Terrace Road have now been striped. It looks great and is very much appreciated. PUBLIC HEARING 6A. 2004-2005 Annual Assessment Landscape and Lighting District No. 89-1 - Resolution Adopting the Annual Assessment Levy Citv Attorney Hamer. indicated that this is the Annual Public Hearing for the Levy of Assessments for Landscape and Lighting District No. 89-1. The purpose the District is to fund the costs of maintenance of certain public improvements. The District was formed in 1989 by unanimous consent of the property owners. There is a requirement that the assessment be reconsidered at a Public Hearing and levied annually. The assessment has not been increased and it is staff s recommendation to hold the Public Hearing, receive any public comment and to consider and vote positively on the resolution. Mayor Pro Tern Ferr6 opened the Public Hearing for discussion, there being none she returned discussion to the Council. CC-2004-63 MOTION BY COUNCILMEMBER LARKIN,SECOND BY COUNCILMEMBER GARCIA, CARRIED 3-0-2-0 (MAYOR HILKEY AND COUNCILMEMBER CORTES WERE ABSENT), to adopt a Resolution of the City Council of the City Council Minutes June 24,2004 Page 4 of Grand Terrace Confirming a Diagram and Assessment and Providing for Annual Assessment Levy for a Landscaping and Street Lighting District. UNFINISHED BUSINESS -None NEW BUSINESS 8A. Signal Installation Agreement- San Bernardino County CC-2004-64 MOTION BY COUNCILMEMBER GARCIA,SECOND BY COUNCILMEMBER LARKIN, CARRIED 3-0-2-0 (MAYOR HILKEY AND COUNCILMEMBER CORTES WERE ABSENT),to authorize the Mayor of the City of Grand Terrace to enter into a contract with the County of San Bernardino and the City of Colton to construct a signalized intersection at Barton Road and La Cadena Drive with an appropriation for contract being recommended at mid-year in the form of a combination of Measure I and Gas Tax funds. 8B. Certification of the Results of the Examination of the Initiative Petition for the Establishment of the Office of the Elective Mayor for the City of Grand Terrace 3F. Resolution Calling a General Municipal Election CC-2004-65 MOTION BY COUNCILMEMBER GARCIA,SECOND BY COUNCILMEMBER LARKIN, CARRIED 3-0-2-0 (MAYOR HILKEY AND COUNCILMEMBER CORTES WERE ABSENT),to Acknowledge the Certification of the Results of the Examination of the Initiative Petition for the Establishment of the Office of Elective Mayor for the City of Grand Terrace and Submit the Initiative to the Voters on the November 2,2004 General Municipal Election Ballot and Adopt a Resolution of the City Council of the City of Grand Terrace, California, Calling and Giving Notice of the Holding of a General Municipal Election to be Held on Tuesday, November 2, 2004,for the Election of Certain Officers as Required by the Provisions of the Laws of the State of California Relating to General Law Cities. 8C. Request for"PC or N"Letter for Type 21 General Liquor License for Sav-On Drug Store for a"Public Convenience or Necessity'Letter from the City in Support of an Alcoholic Beverage Control ("ABC") General Liquor License, Type 21 CC-2004-66 MOTION BY COUNCILMEMBER GARCIA,SECOND BY COUNCILMEMBER LARKIN, CARRIED 3-0-2-0 (MAYOR HILKEY AND COUNCILMEMBER CORTES WERE ABSENT), to approve the request from the Developer of Sav-on Drug Store for a"Public Convenience of Necessity"Letter from the City in support of an Alcoholic Beverage Control ("ABC") General Liquor License, Type 21 and Council Minutes June 24,2004 Page 5 direct staff to prepare and send the letter to the Alcoholic Beverage Control Board.
