11/17/2004 ✓- CITY OF GRAND TERRACE CITY COUNCIL MINUTES SPECIAL MEETING-NOVEMBER 17, 2004 A special meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on November 17, 2004, at 6:30 p.m. PRESENT: Herman Hilkey, Mayor Maryetta Ferre, Mayor Pro Tem Lee Ann Garcia, Councilmember Don Larkin, Councilmember Tom Schwab, City Manager Tracey Martinez,Deputy City Clerk Steve Berry, Assistant City Manager Larry Ronnow, Finance Director Jerry Glander, Building& Safety Director Lt. Hector Guerra, Sheriffs Department ABSENT: Bea Cortes, Councilmember Brenda Stanfill, City Clerk John Harper, City Attorney Gary Koontz, Community Development Director The City Council meeting was opened with invocation by Pastor Salim Elias,followed by the Pledge of Allegiance led by Mayor Pro Tem Maryetta Fen& SPECIAL PRESENTATIONS A. Halloween Haunt Sponsors Mayor Hilkey presented a Certificate of Appreciation to each of the 24 sponsors of the Annual Halloween Haunt that was held on October 30, 2004. He thanked them for all of their support, which made this wonderful event possible. CONSENT CALENDAR CC-2004-113 MOTION BY COUNCILMEMBER LARKIN,SECOND BY COUNCILMEMBER GARCIA,CARRIED 4-0-1-0(COUNCILMEMBER CORTES WAS ABSENT),to approve the following consent calendar items: 3A. Approval of Check Register Dated November 17, 2004 .3B. Ratify 11-17-2004 CRA Action 3C. Waive Full Reading of Ordinances on Agenda Council Minutes November 17,2004 Page 2 3D. Approval of 10-28-2004 Minutes 3E. Approve the Contract Between the City of Grand Terrace and the Grand Terrace Martial Arts Program PUBLIC COMMENT Wavne Youngman,22574 Van Buren Street,expressed his concern with the public receiving information on upcoming Council Meetings due to the,Community Access Channel being stuck. He feels that it is very important for the residents to be informed on what is going on in the community and indicated that he would like to see the Crime Statistics in the Blue Mountain Outlook. Mavor Hilkev,responded that the Seniors have the statistics in their newsletter and suggested placing the information on the webpage. Mr.Youngman,indicated that in order to get the senior newsletter you have to pay for it and not everyone may be able to do that. He also indicated that not everyone has access to the internet. He feels that the Blue Mountain Outlook would be the best place for that information because everyone receives one in the mail. Patricia Farlev, 12513 Michigan Street,indicated that with all of the new development that is planned for Grand Terrace the City should require mello roos funds to fund the schools and she feels that it is irresponsible to allow the development without planning ahead. Mavor Hilkev, indicated that the School District does collect builders fees that do apply to all construction in the City. They are guaranteed it by law. Angelina Perez. 11691 Mt.Vernon Avenue,indicated that they have problems getting in and out of their driveway since the City constructed the island on Mt. Vernon in front of their house. Ravmond Perez, 11691 Mt. Vernon Avenue, also indicated that when leaving their home they can only exit one way. Pattv Kane and Sallv Garcia,21845 Grand Terrace Road Space 7&6,indicated that they are having problems with semis parking on Barton Road at Grand Terrace Road. She was told that they were going to have a bike lane and a no parking lane,which to date has not taken place. She also indicated that residents are having problems with management and asked for help from the City. Citv Manager Schwab,responded that the City has identified that location as a problem and that area will be signed no parking and the deputies will be enforcing it. He indicated that Council Minutes November 17,2004 Page 3 mobile home parks are not regulated by the City,they are regulated by the County. He stated that the City is limited on what they can do but will help them as much as he can. Bill Hays. 22114 De Berry Street, indicated that he again is going to ask Council three questions. He stated that over the last year it has been stated that Richard Rollins is a volunteer yet the City pays him. He stated that City Manager Schwab purchased a home through the Redevelopment Agency without qualifying for the program and he questioned the 2.2 million dollars that are in reserves and why the City didn't use those funds when the Richard Rollins park was renovated instead of taking out a loan. He questioned whether or not he would get answers to his questions. Citv Manager Schwab,responded that Mr.Rollins is a volunteer and a contract worker. He is paid for opening and closing the parks and for cleaning them as well. He stated that the City has over 2 million dollars in the General Fund Reserve. The Loan was made with Zion's bank because we financed the park in part with a pledge of Redevelopment Agency Tax Increment from the Colton Joint Unified School District. That money comes in as a stream of dollars over a period of time, which is approximately$200,000.00 per year that we receive from the District so the City did a financing to borrow money which is being paid back from money that we receive from the School District. It is Tax Increment money that belongs to them that they have pledged to us. He stated there is no reason to use the General Fund reserve money for the rehabilitation of the Park when the money is coming from the Redevelopment Agency not the general fund. If the City chose to borrow the money from the reserve we could have,however we chose not to. With regards to the home that the City sold to him. The house was owned through the general fund and it was purchase by him at either the higher of the appraisal or the amount of money that the City had in the house at that time. Five years ago the City had$142,000.00 in the home,which is what the City sold it to him for as part of his employment agreement. It had nothing to do with the Low Mod Program. Barnev Kamer, 11688 Bernardo Way,feels that when the City discusses purchasing property that it should be discussed in public not in closed session. He feels that the community has the right to know all of the details. ORAL REPORTS 5A. Committee Reports 1. Historical and Cultural Activities Committee a. Emergency Operations Committee a. Minutes of 10-05-2004 CC-2004-113 MOTION BY COUNCILMEMBER LARKIN, SECOND BY MAYOR PRO TEM FERRE, CARRIED 4-0-1-0 (COUNCILMEMBER CORTES WAS ABSENT), to accept the October 5, 2004 Minutes of the Emergency Operations Committee. b. Committee Member Resignation CC-2004-114 MOTION BY MAYOR PRO TEM FERRE, SECOND BY COUNCILMEMBER GARCIA,CARRIED 4-0-1-0(COUNCILMEMBER CORTES WAS ABSENT),to accept the resignation of committee member Monte Cooper from the Emergency Operations Committee and the direct staff to send a letter of appreciation for his service and advertise the vacancy. 3. Crime Prevention Committee a. Minutes of 10-11-2004 CC-2004-115 MOTION BY COUNCILMEMBER GARCIA,SECOND BY COUNCILMEMBER LARKIN,CARRIED 4-0-1-0(COUNCILMEMBER CORTES WAS ABSENT),to accept the October 11, 2004 Minutes of the Crime Prevention Committee. COUNCIL REPORTS Councilmember Larkin,congratulated the winners of the election. He indicated that Carolyn Wylie, the Executive Director for First 5 in Riverside, passed away and requested that the meeting be adjourned in her memory. Mavor Pro Tem Ferre, indicated that she is glad to have the opportunity to serve Grand Terrace for another term. She thanked staff and the sponsors for a great Halloween Haunt. Councilmember Garcia,also is glad that she has the opportunity to serve Grand Terrace. She reported that she enj oyed the Halloween Haunt and encouraged everyone in the future to staff one of the booths at the event, it really is a great event. She reported that she attended the Annual Country Fair,which was outstanding, and that she was a food judge. She reported that the Grand Terrace Foundation hosted a Community Visioning event on November 13, 2004. She encouraged everyone to attend the City Birthday Party on December 9,2004. She wished everyone a Happy Thanksgiving. Council Minutes November 17,2004 Page 5 Mavor Hilkev. congratulated those who won the election. He encouraged everyone to run for a public office. He felt that the Halloween Haunt was a very special night and thanked staff and the sponsors for a great event. He thanked staff for helping with the set up for the Country Fair. He indicated that he got second place in the cookie category. PUBLIC HEARING-None UNFINISHED BUSINESS -None NEW BUSINESS A. Redlining 350 Feet of Curbing on the East Side of Mt. Vernon from Brentwood to Grand Terrace Road CC-2004-116 MOTION BY COUNCILMEMBER LARKIN,SECOND BY COUNCILMEMBER GARCIA,CARRIED 4-0-1-0(COUNCILMEMBER CORTES WAS ABSENT),to table this item and have staff re-look at the intersection and consider removing the right turn lane,look at the possibility of red-curbing the first house only, address the access of the driveways that has the median in front of them, and that the residents be notified when this item is brought back to the Council. CLOSED SESSION -None Mayor Hilkey adjourned the meeting at 8:11 p.m. until the next CRA/City Council Meeting which is scheduled to be held on Thursday, December 9, 2004 following the City Birthday Party.
