02/24/2005 J CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR MEETING- FEBRUARY 24. 2005 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers,Grand Terrace Civic Center,22795 Barton Road,Grand Terrace,California,on February 24, 2005, at 4:30 p.m. PRESENT: Maryetta Ferr6, Mayor Herman Hilkey, Councilmember Lee Ann Garcia, Councilmember Jim Miller, Councilmember Tom Schwab, City Manager Brenda Stanfill, City Clerk Steve Berry, Assistant City Manager Larry Ronnow,Finance Director Jerry Glander, Building& Safety Director Gary Koontz, Community Development Director Lt. Hector Guerra, Sheriffs Department John Harper, City Attorney ABSENT: Bea Cortes, Mayor Pro Tem Larry Ronnow, Finance Director GOAL SETTING WORKSHOP-4:30 P.M. COMMUNITY MEETING ROOM The City Council held a Goal Setting Workshop where they discussed the results of the City Wide Prioritization Survey and the following are the top 12 goals for 2005-2006: 1. Establishment of a High School 2. Increased Sheriffs Patrol 3. Outdoors Adventure Center 4. City-wide Traffic Mitigation Plan 5. Expanded Library 6. Street Resurfacing 7. Town Center 8. Senior Center- Senior Housing 9. Rental Housing Ordinance 10. Expanding Community Services (Recreation) 11. Speed Enforcement off main thoroughfares 12. Development and User Fee Review The City Council meeting was opened with invocation by Pastor Salim Elias,Azure Hills Seventh- Council Minutes February 24,2005 Page 2 Dy Adventist Church, followed by the Pledge of Allegiance led by Councilman Jim Miller. CONVENE.CITY COUNCIL MEETING ITEMS TO DELETE -None SPECIAL PRESENTATIONS A. Grand Terrace Community Soccer Club - Girls Under 14 Don Hallwachs indicated that the Girls Under 14 All Star Team was the winner of the 2005 President's Cup Tournament in Victorville and the winner of the CYSA- South District V Championships in Palm Desert and that they were the only team in District V to win both the President's Cup and the Tournament of Champions. He introduced Dan Nagel,the President of the Grand Terrace Community Soccer Club. Dan Nagel, President of the Grand Terrace Community Soccer Club presented the City with a trophy that the Girls Under 14 All Star team won in the CYSA-South District 5 Tournament of Champions. The Mayor and Council presented each girl on the Grand Terrace Community Soccer Club Girls Under 14 All Star Team with Medallions and Certificates in recognition of their victory. Reject Liability Claim GTLC-05-01. (Garcia) CC-2005-25 MOTION BY COUNCILMEMBER HILKEY,SECOND BY COUNCILMEMBER MILLER, CARRIED 4-0-1-0 (MAYOR PRO TEM CORTES WAS ABSENT), to Reject Liability Claim GTLC-05-01 (Garcia)and that staff reports the results of this claim to Council. PUBLIC COMMENT Rosalvn Baucom. 12778 Dutch Street, expressed her concern for the well being of her mother and almost 100 senior residents living at The Terrace. She feels that locating the new Miguel's Restaurant in front of the Terrace would not be good for those residing at The Terrace and would like to see the location reconsidered. Tonv Petta. 11875 Eton Drive, spoke of the recent storms and the importance of maintaining the ditches in the Honey Ridge and Foxborro subdivisions. ORAL REPORTS 5A. Committee Reports 1. Crime Prevention Committee a. Minutes of 01-10-2005 CC-2005-26 MOTION BY COUNCILMEMBER GARCIA,SECOND BY COUNCILMEMBER MILLER, CARRIED 4-0-1-0 (MAYOR PRO TEM CORTES WAS ABSENT), to accept the January 10, 2005 Minutes of the Crime Prevention Committee. COUNCIL REPORTS Councilmember Hilkev, expressed his concern with the amount of stagnate water that we will experience in the next thirty days. He recommended that the residents keep an eye out for those stagnate water locations. He stated that he would like staff to look into hiring a contractor to do some landscaping in isolated locations. He expressed his concern with the traffic turning into Miguel's Restaurant and the effects of the drive-thru on the surrounding residents as well as the issues,that were brought up earlier. He stated that he received an official study from CARES regarding dairy cows,which he feels will go nowhere. Council Minutes February 24,2005 Page 4 Councilmember Garcia, also expressed her concern.with Ms. Baucom's comments on the new Miguel's Restaurant and suggested that the City Manager speak to The Terrace. She also shares the same concern as Councilmember Hilkey on turning into the restaurant. She expressed her pride for the girls under 14 all star soccer team and suggested that we place a picture of the team and their names on the website. She thanked the Council and staff for a great strategic planning workshop. She thanked Tony Petta for taking his time to go out and reporting on the ditches. She reported that she will be attending the League of California Cities Board meeting this weekend. Councilmember Miller, asked that the meeting be adjourned in the memory of Paul Visyak, who was a member of the Lion's Club that passed away. He indicated that he has the same concerns as Councilmembers Hilkey and Garcia with the new Miguel's Restaurant as well as trash that may become a problem. Mavor Ferr6.thanked Tony Petta and Rosalyn Baucom for their comments and indicated that when comments are brought before the Council they are taken seriously and she also feels that further research needs to be done with regards to the new Miguel's Restaurant and that the City does need to be vigilant about keeping the drains clean and appreciate the reminders from the public. The Council and Staff had a very good and organized City Strategic Planning Workshop and would like to thank Assistant CityManager Berry and City Manager Schwab for making it a very successful workshop. The prior planning was very much appreciated. She stated that with all of the rain the lupines are blooming all over Grand Terrace. She thanked Steve for the daffodil project at Richard Rollins park and indicated that they are blooming. PUBLIC HEARING -None UNFINISHED BUSINESS -None NEW BUSINESS 8A. Analysis on Measure E (Establishment of a Directly Elected Mayor) Citv Attornev Hamer,indicated that a question has arisen as to what the effective date is for Measure E and when the first election will be held and whether the City Council will have the ability to have an election at a later date. The 2006 election has two positions up for election and it seems to make more logical sense to have an election for Mayor the following election when there are three seats up. He has looked at the petition and all of the minutes of the meetings that pertain to the subject and the ballot measure itself simply says shall the City of Grand Terrace establish the office of an elected Mayor for a four year term. The ballot measure itself doesn't say to be effective on a specific day, however,he has done an analysis in the context on what a court would more likely to rule and it seems to him that Council Minutes February 24,2005 Page 5 given the language of the petition and the fact that the measure itself is effective upon certification of the registrar of voters the only reasonable interpretation would be that it be done at the next available election, whether it makes logical sense or not. Thelma Winkler Beach. 12570 Mt. Vernon Avenue, indicated that she is interested in what is going on in the community and is active. She feels that this discussion should have taken place prior to the election. She feels that this item does need to be looked at and wished the Council luck. Don Larkin, 12168 Mt.Vernon Avenue#89,indicated that there are a lot of things that need to be addressed with regards to this issue and he commends the Council for bringing it up now. Svlvia Robles. 23008 Orangewood Court, recommends that a commission be put together on studying the election of the Mayor and the role and then discuss the intent and put the discussion before the voters in enough time before the upcoming election. After discussion it was the consensus of the Council to direct staff to do an analysis regarding issues of an Elected Mayor.
