5' COUNCIL REPORTS
Council Member Darcy PWoNabon spoke of her involvement of with other o|echado, eduoaboru, business
people and parents in the Community Cabinet. She said the committee she was focused on focused on
literacy. She invited participation in the Pencil, Pon and Bnuuh, as judges for the artwork on March 3 - 7.

Mayor Walt StanoNewitc reminded everyone of the blood drive taking place at VW|dan Pump from 12
noon until 5p.m. on February 17. 2014.
Council Member Jackie Mitchell said the fundraiser event, the Mayor's 8nU. to help youth at the REC
Center will be held in March. She said for more information contact Jennifer at the REC Center.
6. PUBLIC HEARINGS
Interim Community Development Director Sandra Molina presented a staff report to the Council.
Mayor Walt Stannkimwitz opened the public hearing.
Tom Oonuhua, Grand Terrace, Program Administer with Family Services Association, thanked Joann
Johnson and Betty &4amhoU for their dedication to the program. He said they have a yearly budget of
$240.000. and are asking for CO8G funding in the amount of $4.338. He said that they have received
good news at the federal level regarding funding, and they have 80 programs serving the community.
� Council Member Sylvia Robles asked if the meals served there were frozen. Mr. Donahue explained that
there are two h/peo, and he said n person will receive the first one not frozen and the next four are
frozen. He said they serve 3U-35 daily, and 15 are home delivery. He said that they serve pra'Ktogray.
Mayor Walt Stankiewitz closed the public hearing, after there were no further requests to speak.
Council Member Sylvia Rub|oa asked who determined the programs selected for funding.
Ms. Molina said the deadline for submitting the applications is March 7th with the recommendation of the
City Council.
Council Member Darcy PNoNaboe asked if there was a disproportionate amount of women and children
needing assistance in our community since three Cib/mwene being asked for munoy ' Colton, Grand
Terrace and Highland - Grand Tornooe. the City with the least population was being asked for more
money than the other two.
Council Member Sylvia Robles suggested that next year the dialog begins before the public hearing.

A. City Council Appointment bo Fill Council Vacancy
Interim City C|ork, Char Sherwood presented the staff report to the City Council. The order for the
interviews for City Council applications was determined by drawing the names from a cup, as follows:
1) Doug Wilson
2) Richard Sanchez
3) Ryan Stephens
Public Comment was heard from the following speakers:
Bobbie Forbes, Grand Terrace, spoke in favor of Doug Wilson.
Jeffrey McConnell, Grand Terrace, spoke in favor of Doug Wilson.
Norman Wright, Grand Terrace, spoke in favor of Doug Wilson.

Each candidate was given bvenb/ minutes to tell the City Council about themselves, and than each
candidate was asked 2 questions from each Council Member.
On a motion of Council Member Sylvia Rob|ao, seconded by Council Member Darcy KAoNabun, to
appoint Mr. Wilson as Councilmember, motion failed with a 212 vote (Mitchell, Stanckiewitz opposed).
/\motion by Mayor Walt 8tonckwiewitz. hn appoint Mr. Stephens failed due to lack ofnsecond.
Mayor Walt Stanckwiewitz said that the empty seat will remain vacant until the November 2014, election.
B. Filling of Interim Assistant City Manager Position
Interim City Manager, Ken Henderson, presented a staff report to the City Council.
Council Member Jackie Mitchell said that this in one time money only being used for an Interim City
/ Manager position basis, and itivappropriate.

Mayor Walt Stanckiewitz said that he is impressed with Ms. Wong's resume, and he welcomed her
aboard.
Ms. Emily Wong addressed the City Council. She said that with a balance of dynamic leadership skills
she looks forward to helping the City achieve economic stability as a part of the vision of the Grand
Terrace City team.
