Mayor Stanckiewitz convened the City Council and City Council as the Successor Agency to the
Community Redevelopment Agency meetings at 6:03 p.m.

2. SPECIAL PRESENTATIONS
San Bernardino Sheriff Lieutenant Mahoney informed Council and the public there would be a Town Hall
meeting regarding public safety and Neighborhood Watch programs on Thursday, June 12, 2014 in the
Community Room, starting at 6 p.m. He noted department personnel would be addressing Neighborhood
Watch, and other subjects such as greeters, schedule new and re-training, response times, and crime
statistics and include a question and answer period.
Mr. Jon Geade, field representative for Assembly Member Cheryl Brown, announced Mr. Richard Loder
had been chosen as the 2014 Man of Distinction and would be honored June 20th.

4. PUBLIC COMMENT
Mr. Robert Souter spoke regarding the changes in parking allowed on Westwood Street versus
Westwood Lane, which would not allow for access for emergency vehicles. He addressed the impact of a
gate recently installed and the problems this has caused residents, noting the result has caused a Health
and Safety Issue. He submitted written comments for the record.
5. COUNCIL REPORTS
A. Council Member Jackie Mitchell
Council Member Jackie Mitchell stated she had attended the Grand Terrace High School graduation,
noting the importance of graduation and growth of our youth. She also commented on the fun and
success of all involved in the Grand Terrace Community Days.
B. Council Member Sylvia Robles
Council Member Sylvia Robles spoke regarding the existing Health & Safety problems with students
riding bicycles and skateboards in the area of the Grand Terrace Plaza building. She noted later that
night when driving by, she experienced the same situation at a different location.
C. Council Member Darcy McNaboe
Council Member McNaboe attended the June 5th San Bernardino Valley Municipal Water District
meeting. Council Member McNaboe indicated that due to the lengthy Agenda, she would hold her
comments for a future meeting.
Council Member McNaboe thanked everyone who was involved in Grand Terrace Community Days,
noting the City had received a Certificate of Recognition promoting Health & Fitness from Assembly
Member Cheryl Brown.
D. Mayor Walt Stanckiewitz
Mayor Stanckiewitz expressed his gratitude to all of the volunteers and the community for their
participation in the annual Grand Terrace Community Days. He also reminded everyone the next day,
June 11, would be the blood and bone marrow drive at Wilden Pump & Engineering, from 12 to 5 p.m.

- 6. PUBLIC HEARINGS
A. An Ordinance Establishing New Speed Limits on Certain Streets Based on Speed Zone Survey
Community Development Director Sandra Molina gave an overview of the recent Engineering and Traffic
Survey for the City. She noted California statutes require a local agency to perform speed zone studies
at least every five years to enable speed limits to be enforced by radar and other electronic means. The
result of the Survey recommends changes on portions of three streets in the City; DeBerry Street, Mt.
Vernon, and Van Buren Avenues. On DeBerry and Van Buren the proposed limits would be increased by
5 miles per hour(m.p.h.) and on Mt. Vernon Avenue, the proposed limit would decreased by 5 m.p.h.
Director Molina noted a Public Hearing Notice was published and posted in connection with this item.
She requested Council approve the first reading of the Ordinance to revise the Municipal Code, Title 10,
Chapter 10.08 and move the item forward to a second reading for proposed adoption.
The Public Hearing was opened for public input at 6:25 p.m.
There was no one who wished to speak.
The Public Hearing was closed at 6:25 p.m.
Council had questions, which were answered by Director Molina.

7. UNFINISHED BUSINESS AMENDED ITEM 7A(D)
A. Additional Information Related to Child Care Proposed Rates for Fiscal Year 2014-2015
Per Council Request
Director of Child Care Services, Cathy Varela, provided an update regarding the proposed rate increase
for child care services. She noted the Council requested additional information regarding different
increased rates and an update of rates for other local child care agencies.
Director Varela noted she provided proposed rate increases at 5.3%, 6%, along with revenue and
expense statements.
Council discussed each projected increase. Upon unanimous consensus, Council Member Robles
requested Child Care Services bring to Council, a Resolution reflecting a 6% rate increase for adoption
for the June 24, 2014 meeting.

B. Five-Year General Fund Projection
Finance Director Cynthia Fortune gave an overview of the Five-Year General Fund Projection which
included Revenue and Expenditure assumptions. She noted this information is a projection only, and the
City has not yet coordinated with the Auditor-Controller's Office for San Bernardino County.
This information was provided to Council for its continued deliberations on the proposed budget for Fiscal
Year 2014-15. This item was submitted as a Receive and File item, and will be brought back to Council
on June 24, 2014 for adoption with the proposed Budget.

Council, Finance Director Fortune, and Interim City Manager Henderson discussed the report as needed
regarding various issues and projections.

8. NEW BUSINESS

A. Appointment of Planning Commission Members to the Planning Commission
Community Development Director Molina gave an overview of the four openings on the Planning
Commission, which need to be filled for the new Fiscal Year beginning July 1, 2014. It was noted there
was currently one vacancy which expires in 2016, and three other positions whose terms expire on June
30, 2014.
Director Molina noted there were eight applicants present:

Tara Cesena
Edward A. Giroux
Susan Rucker
Marie Vidmar
The process for interviewing the applicants was discussed and the applicants were led out of the Council
Chambers, to be called back individually for an interview by the Council. Council discussed and agreed
to a selection process for appointing new Planning Commissioners.
At the end of this process, applicants receiving the three top votes were chosen to receive the 4 year term
position as follows: Ryan Stephens, Jeffrey Allen, and Edward A. Giroux. The fourth top vote receiver
was a tie between Tara Cesena and Paul Aguilar. It was determined by City Attorney Adams the Council
should vote again to break the tie vote; Tara Cesena received the majority of votes and was appointed to
the position with the term ending in 2016.
The Council expressed its gratitude for all who applied, and for those who would like to become involved
in the future.

B. Selection of Voting Delegate for the California League of Cities 2014 Annual Conference

Interim City Clerk Debora Thomsen provided an overview regarding the request from the League of
California Cities related to the designation of voting delegates and alternates for the Annual Conference,
which will be held at the Los Angeles Convention Center September 3- 5, 2014.
Attendance requirements and voting procedures were addressed, along with the League's request for a
Resolution designating the voting delegate and two alternate delegates.

Discussion was held among the Council, including the opportunity for the Council to attend this year. It
was determined the voting delegate would be Mayor Stanckiewitz, with Council Member McNaboe
selected as one alternate and Council Member Robles selected as the second alternate.
