SPECIAL PRESENTATIONS Interim City Manager Henderson addressed the Council and indicated the current Director of Child Care Services, Cathy Varela, would be retiring July 1st, 2014. Mr. Henderson spoke about her many contributions to the Child Care Center. Ms. Varela thanked the Council, City staff, and her Child Care parents for all the support she has received throughout her career. Interim City Manager Henderson introduced Linda Phillips, recently selected as the new Director of Child Care Services, and noted the many accomplishments she has received,during her career in another local community. Council Member Darcy McNaboe Council Member NcNaboe gave an overview of the June 5th San Bernardino Municipal Water District (SBMWD) Advisory Committee on Water Policy. She noted the in-depth years of planning and the approach taken regarding water conservation by elaborating on five areas consistently focusing on key methods such as water conservation, enhancement, and storm water recharge. Council Member McNaboe summarized the five reports received by the Committee at its last meeting. She also noted that due to diligent efforts taken by SBMWD, the Advisory Committee and other agencies, the region is better equipped to deal with current drought conditions. D. Mayor Walt Stanckiewitz Mayor Stanckiewitz gave an update of the recent meeting he attended at San Bernardino Association of Governments. He noted the current funds slated for the City of Grand Terrace to receive from the Transportation Measure I would be an allocation of 1.4%, which equates to approximately$140,000. City of Grand Terrace Page 2 Minutes Grand Terrace City Council June 24, 2014 Mayor Stanckiewitz stated he attended the ceremony for the 2014 "Men of Distinction", noting a Grand ( Terrace resident, Mr. Richard Loder, was chosen as 2014's Man of Distinction. He noted Assembly Member Cheryl Brown's event was held June 20th, in the Community Room. Mayor Stanckiewitz thanked Director Varela for her contributions to the children and the City. He asked the community to enjoy July 4th, and be safe. Council Member Robles discussed firework boundaries. The public was informed of a map, noting safe areas, is on the city's website. It was also determined a map noting these areas would be available where fireworks were sold. 6. PUBLIC HEARINGS None. 7. UNFINISHED BUSINESS A. Adopt 6% Increase in Child Care Rates for Fiscal Year 2014-2015 Recommended by City Council Director Varela gave an overview of the item. Council adopted Resolution No. 2014-019 approving the proposed 6% rate increase for Grand Terrace Child Care Services for Fiscal Year 2014-2015. Adoption of Budget for Fiscal Year 2014-2015 Finance Director Cynthia Fortune gave an overview of the budget and answered questions from Council. Discussion by Council was held with questions and responses by City staff. Council Member Robles noted the City is currently financially sound for the next year, but continuing years will bring challenges. Mayor Stanckiewitz concurred. Council adopted the Budget for Fiscal Year 2014-2015 and adopted Resolution No. 2014-20. Freeway Agreement Between the State.of California, Acting through the Department of Transportation, And the City of Grand Terrace Regarding the I-215/Barton Road Interchange Project Director of Community Development, Sandra Molina, gave an overview of the Agreement between Caltrans and the City of Grand Terrace. She noted a new Exhibit was distributed before the Council meeting and read the changes into the record. In addition, she stated all funding for the 1-215 freeway and the Barton Road interchange was paid by Measure I funds without cost to the City. She introduced - Mary Brown, San Bernardino Association of Governments (SANBAG) representative. l City of Grand Terrace Page 3 Minutes Grand Terrace City Council June 24, 2014 -- Public Comment by resident, Jeffrey McConnell, referenced maps showing the proposed placement of i\ the soundwall, the actual location of the soundwall, and the proximity to public property. Mary Brown addressed Mr. McConnell's concerns. Mary Brown addressed the Council and answered questions. Discussion was held noting the Environmental Impact Report was approved, and potential changes would not require additional closures. Council adopted Resolution No. 2014-021 approving the Freeway Agreement regarding the 1-215/Barton Road Interchange Project. Adopt Parking Restrictions on Westwood Lane Senior Code Enforcement Officer, Barrie Owens, gave an overview of the existing problems regarding Westwood Lane and the entire area within the cul-de-sac. Parking of cars (although prohibited by existing signage), lack of enforcement on private property by owners, hikers in the area, and the necessity to enable effective emergency vehicle access. Public Comments: Matt Addington spoke regarding medical needs of family living on Westwood Lane and the desperate need to allow medical emergency vehicles access to each resident on the street. He requested Council i to take appropriate action to eliminate the lack of vehicle congestion, which currently prohibits emergency vehicles access. Christina Miller stated her concerns regarding the lack of access for emergency vehicles, noting medical emergencies should be top priority. Ms. Miller noted she is in the area most of the time caring for family and parking for residents is also a problem. Council discussed the problem, conversed with City staff and those who provided public comment. Several possibilities were considered, some of which included the positives and negatives of changing the street from a public roadway to a private road, ticketing and/or towing vehicles, red-lining curbs, allowing permitted parking, or for residents only, and gating the entrance. Council adopted Resolution No. 2014-022 approving San Bernardino County Fire Department recommendation to designate and post"No Parking - Fire Lane" on specific areas of Westwood Lane. Municipal Election in November 2014 Interim City Clerk Debora Thomsen provided the staff report and gave an overview of the upcoming statewide General Election, scheduled November 4, 2014, and requested consolidation with San Bernardino County. She noted there are two Council seats up for election. One seat is for the elected } Mayor position and one seat is for Council Member (currently the vacant seat). Both seats are for the full term of four years. Council adopted Resolution No. 2014-017 to approve consolidation with San Bernardino County (Election Code Section 10403) and Resolution No. 2014-018, which establishes regulations for Candidates (Election Code Section 13307). Adoption of Resolution Establishing Appropriations Limit for Fiscal Year 2014-15 Project Manager, Finance Department, Steve Elam, provided the staff report, which defined establishing Appropriation limits for Fiscal Year 2014-2015. He addressed the "Gann Limit" requirements applicable to State and local governments and outlined the manner in which the Appropriations Limit was calculated.
