Mayor Darcy McNaboe convened the Regular Meeting of the City Council for Tuesday,
October 8, 2019 at 6:00 p.m.

D. PUBLIC COMMENT
Marva X, Grand Terrace stated on September 20, 2019 her organization, Honor Flight
of the Inland Empire, sent 33 Veterans to Washington, D.C., along with 18 guardians.
One of those guardians was Council Member Bill Hussey and Ms. X wanted to present
a certificate recognizing Council Member Hussey's completed training.

Johan Gallo, Grand Terrace summarized the steps taken that he, Lieutenant Wolfe,
Council Member Hussey and City Manager Duffey took to set up a meeting with
Assemblymember Reyes office to discuss securing grant funding to assist the City with
additional public safety measures. He has requested that City Council support whatever
needs to be done to move the grant forward.
Valerie Holmes, Chairman of Veteran's Wall of Freedom Committee invited everyone to
the upcoming Veteran's Day celebration event to be held at Veteran's Freedom Park on
Monday, November 11, 2019.
Jeffrey McConnell, Grand Terrace asked the City Council to focus on the City's reserves
and find ways to increase it.
Bobbie Forbes, Grand Terrace expressed her support for another patrol deputy for the
City. Ms. Forbes would like staff to contact her or see a presentation regarding the
vendor handling the City's business license program. She is happy that staff repainted
the lines on Barton Road; she now asks for a stop sign be placed at the onramp to the I-
215 North.

Mayor Pro Tern Doug Wilson asked staff if the traffic control over the freeway
improvement is the responsibility of Caltrans and how does the City confirm that its
project is being administered correctly? Is there a complaint process?
Alan French, Director of Public Works confirmed that there is a complaint process in
place for the finished product, but not during construction.
Mayor Pro Tern Wilson would like Caltrans placed on notice that its traffic control is
inadequate.

Grand Terrace Municipal Code by repealing in their Entirety Chapter 6.04 and chapter
