PUBLIC COMMENT Angela Wilkinson Indicated that she has lived in Grand Terrace for two years and feels that it is a wonderful place to live, She stated that some of the kids in the community are really interested in having a skate park. She also requested information on forming a neighborhood watch program in her apartment complex. Jessica Killebreu Indicated that she is a new resident to Grand Terrace. She expressed her concern with not having sidewalks on most of the routes to the school her child attends. She requested extra patrol during the hours before and after school due to the cars that speed on Preston and Barton Road- R. A. "Barney" Barnett Pfoposed that the City of Grand Terrace and the community of Highgrove join efforts to pursue a no whistling ordinance for the trains_ They are holding a meeting and encouraged those that are interested to attend_ §. COUNCIL REPORTS Councilmember Gene Hays Reported that the Chamber of Commerce has been very active these days. They are working with the new high school getting local businesses involved with the booster club. He appreciates everything that the Chamber does and looks forward to working them. Councilmember Darcy McNaboe The Governor suspended a portion of the Brown Act earlier this month. Although the Governor is saying that cities don't have to do certain requirements with regard to posting agendas and other meeting related items, she is in support of the City of Grand Terrace continuing to do what they have always done, which is posting the agendas and letting people know what the Council is discussing so that they can come and participate in the process. 0 City of Grand Terrace Page 2 Updated 81212012 2:53 PM Minutes Grand Terrace City Council July 24, 2012 City Manager Betsy Adams Stated that the City will continue with the practice we have always done, Councilmember McNaboe Stated that while on a tour of the Clty she noticed that there is a new parking lot at Terrace View Elementary School and is hopeful that this will mitigate some of the parking problems that they have been having. She is disturbed by the home invasion that took place in the City during the middle of the day. She requested that the sheriffs department provide some information on what residents can do to help prevent this from happening and to protect themselves. She is looking forward to the ribbon cutting of Grand Terrace High School and feels that there are great things happening with the educational system in the City. The new high school will bring in a lot of visitors for sporting events and a lot of opportunities for the businesses in town. The City has spent a lot of time talking about the budget and she feels that it is important for City Staff and the City Council to not lose site of the fact that it is very important for us to care about our budget and what we are going to do in the future but it is equally important to look at how we can continue to provide services in this City that are of value to the residents. Since we don't have the luxury of a very lavish budget, we really need to find ways to tap into our resources which are the volunteers of this community and to continue to find ways to continue the programs that add value to the City. Councilmember Bernardo Sandoval Expressed his excitement of the ribbon cutting of Grand Terrace High School and announced that the public is invited. His wife will be singing the National Anthem. There were many people that fought for many years to make this high school happen and it was not an easy thing. The people of Grand Terrace must continue to pay attention and understand who the players are within the Colton Joint Unified School District to ensure that Grand Terrace's interest is represented. Mayor Pro Tern Lee Ann Garcia Thanked Angela and Jessica for speaking. The residents in this community are very active and engaged. Mr. Loder and Ryan Beebe are very active with the youth in the community and she suggested that the ladies speak to them with regard to a skate park. She encouraged Jessica to contact the school that her child attends to see if there is any funding through the Safe Route to Schools grant program. She is excited about the new high school. She stated that as far as the budget goes, the general fund is as good as it gets. On the Redevelopment side, because so much is out of our control, it is a wait and see. Council is doing everything they can to be conservative and that is why they are looking for partnerships with the groups that are out there. She looks forward to the relationship with the school district getting stronger and stronger. Mayor Walt Stanckiewitz Encouraged everyone to attend the ribbon cutting ceremony for the new high school. He announced that Wilden Pump will be having a blood drive on July 27th. He indicated that residents have expressed their frustration with the center turn median on Barton Road. He requested an explanation on why this type of median is being installed on Barton Road. Building and Safety/Public Works Director Richard Shields Responded that the island is being constructed to extend the stacking of the left turn lane that would be on Barton Road heading northbound onto Mt. Vernon. The striping that is in that intersection has always been a double solid line so any movements that occur over that line have been illegal movements. The island is there to prevent those movements. With the new construction of the Walgreens Center, there (� will be two driveways that are constructed differently then what was previously there. There are plans for I future medians but only as we move forward with future construction and development. Kristy Collier. 6. PUBLIC HEARINGS A. Protest Hearing for Placement of Special Assessment Liens for Delinquent Utility Accounts And Adoption of a Resolution Authorizing the Special Assessment. Confirm delinquent charges for sewer waste and refuse collection, Adopt a Resolution rescinding Resolution 2012-31, Sewer Assessments and Resolution No. 2012-32, Refuse Assessments and Authorize a Special Assessment for sewer waste collection and fefuse collection against the parcels listed in Exhibit "A" attached to proposed Resolution and waive sewer waste penalties for the 2011-2012 assessment year and provide the authority to staff to remove listed accounts from Exhibit "A" based on documentation showing that the account has been settled or no longer is owed, in particular 22813 Barton Road, provided sufficient proof of when the property was purchased and whether or not they received any benefits after the property was purchased. Sandoval, Hays Esmond Gee Representing 22813 Barton Road - indicated that this property was purchased not knowing that there were delinquent fees associated with it_ He believes that based on state law, and not knowing that there were delinquencies on the property, the owner should not be assessed this fee nor should a lien be placed on the property_ 7. UNFINISHED BUSINESS A. Fiscal Year 2012-13 Budget Update. Approval of Recommended Budget Adjustments and Approve Budget Directive Approve Budget Adjustment #1 - Transfer $15,698 in COWCAP savings (Account No. 10-410-255) to law enforcement overtime budget (Account No. 10410-250), Approve Budget Directive #2 Accept 2011 HSGP funds of $13,724 as additional General Fund revenue (Account No 10-300-23), and Budget Directive #1 to end the spending freeze implemented with the Adoption of the FY 2012-13 budget on June 26, 2012. Approval of a Right of Entry Agreement Between the City and the Foundation of Grand Terrace for Construction of a Veteran's Memorial in Pico Park Councilmember McNaboe indicated that she is in full support of this project, however, she will be abstaining as she will be signing the Agreement on behalf of the Foundation of Grand Terrace_ Approve a Right of Entry Agreement between the City and Foundation of Grand Terrace to allow the Veteran's Committee to construct and maintain a Veteran's Memorial within Pico Park and authorize the City Manager to sign the Agreement and take all actions necessary to complete the project. Council also met in Closed Session to discuss the Performance Evaluation of the City Manager. final input was given by the Council and a final document will be provided to the City Manager on August 14, 2012. during Ctosed Session scheduled to begin at 5:00 p.m. ADJOURN The Meeting was adjourned in memory of Lt.
