Executive Committee Tom Roberts, Community Emergency Response Team (C.E.R.T.) Reported the following: He expressed the Committee's gratitude for the vote of confidence that has been offered by the City Council in the appointment or re -appointment of the committee members. They are quickly learning how to avoid stepping on Brown Lines while conducting the business of the CERT Program. City of Grand Terrace Page 1 Updated 812312012 10:01 AM Minutes Grand Terrace City Council August 14, 2012 The Committee is about conducting the business of the Grand Terrace CERT Program. They have conducted two meetings since their appointment and have assessed the needs of the program as they see them and as described in the Resolution of the City. Going forward they face a number of challenges_ Their first challenge is to get their own house in order. Their focus at the moment is to re- organize the way the business of the program is handled. Records are scattered and disorganized, equipment is poorly maintained and updated. and the CERT Team training has not been refreshed or enhanced to produce the best emergency response they can muster. The Committee is addressing these issues as quickly as possible, The CERT Team has expressed its own concerns regarding training so they are focusing directly, at this time, on bringing that issue to a more efficient condition_ Robert Kaplanek, the training coordinator, will be working to get refresher training started in August, and they hope to enact at least one refresher training session a month while adding at least one additional training session a month, called enhanced training. They hope to include such participants as the fire department and paramedics as well as the Red Cross, FEMA, and the EOC personnel. They are also looking into ways to become more involved in emergency planning and procedures in Grand Terrace, as in many cases they will be the "boots on the ground" during a Grand Terrace disaster, While the CERT Team is of vital importance to the CERT Program, they are quickly realizing that there are a number of other areas that are lacking. Informing the community of their presence and the availability of training for the CERT Program needs to be expanded, Interaction with the various emergency departments of Grand Terrace and the surrounding area needs to be enhanced. Their website is currently being reassessed and enhanced to offer more information. An inventory of equipment has been completed and they are finding that while their trailer and storage are fairly well equipped, although not fully updated where expirations may have occurred, they certainly have enough to weather any emergency the City may experience. The CERT Team, however, has been neglected and they are looking at ways to correct that issue_ He would like to ensure that each of their members are well outfitted so that in the event they have to self activate they are able to "do the most good for the most people" which is in essence the basic motto of CERT. They also understand that they are a slow moving entity in that they only have one committee meeting per month so many issues must be handled at each meeting. Some of the meetings may begin earlier and run longer in order to take care of the business of CERT. He thanked the City for its assistance in allowing them to use the community room and the participation of the CERT Members, who do their best to attend and offer their insight. They would like to see more input from the community in an effort to better assess their needs and create a CERT Team that will be the best in the area at responding to emergency situations in Grand Terrace. They are going to look at ways to reach out to the community and get their valuable insight as to what is needed to work together as a community to survive any disaster that affects Grand Terrace. He indicated that they will bring forward quarterly updates to the City Council of the progress of the CERT Committee. 3. PUBLIC COMMENT Jeffrey McConnell Indicated that he understands the democratic process and is in no way against it as frustrating as it may be. He believes that at the close of business day on Friday, August 10, 2012, there were only 3 individuals that were qualified to run for the three seats in the upcoming election. It is his understanding that if only 3 individuals qualify to run and there are only 3 seats, there will be no election, which would save the City approximately $15,000.00. The nomination period was extended due to the fact that an incumbent did not file papers. He is hoping that there will not be another messy campaign. Tracey Martinez, City Clerk Indicated that August 11, 2012, at 5:00 p.m, is the deadline for individuals to file paperwork to run for City Council. Currently there are 3 qualified candidates. She feels that it is a positive thing for the neighborhood and feels that the naming of the park is crucial. Jeffrey McConnell Reported that he started a petition for the naming of the new Park and he will talk more about it at the next meeting. COUNCIL REPORTS Councilmember Bernardo Sandoval Reported that opening ceremonies for soccer had a great turn -out. Grand Terrace High School is finally open after all of these years. It is a beautiful school. They have a great staff and continue to work out the kinks. Mayor Pro Tern Lee Ann Garcia Stated that the opening ceremonies for soccer was a great event. Margie Miller was recognized for all of her sponsorships over the years and for the purchase of new goal posts. The Chamber of Commerce was recognized as well. It was a fun environment and she was happy to see all of the new faces. Councilmember Darcy McNaboe Congratulated the Soccer Club on their successful opening ceremony. it was great to see the community groups out there as well as the home -based businesses. She has not heard any problems with the new high school, which is a great sign. She attended the San Bernardino Valley Municipal Water District Advisory Commission Meeting, on behalf of the City. They received a couple of updates from them. They gave an update on their enhanced recharge project. This is a project that they have been working on for about two decades. They do a lot of long term projects. They put a lot of focus and care into their projects. This project will allow this region to keep more water in the ground that can be used in times of need_ They continue to look at and invest in the improvement of the Seven Oaks Dam to enable control of the release of the water that is behind the dam so that more can be returned to the ground. As a result of these improvements, the availability of the water in the future will be a projected cost of $150.00 per acre foot which is compared to their lowest cost alternative of buying water at $600.00 per acre foot, which Is a dramatic difference in cost and this whole region benefits from their efforts. They also gave an update on the Santa Ana Sucker habitat issue that has been going on. This issue will cause serious issues with respect to regional water availability if the Causes of Action that have been brought forward prevail. The next hearing will be on September 11, 2012. They are looking at six Causes of Action that they have refuted_ They brought in scientific evidence to refute each and everyone one of the Causes, It would cause them to make changes in the way that we keep water to recharge our ground water, The issue has taken over three years at a cost of 1,2 million dollars to get to this point They are not confident but they feel good about their chances for these causes of action to be decided in their favor. They are going to come together with other agencies to plan a habitat conservation plan for this region. They want to make sure that they preserve habitat as much as possible but they also want to make sure that we have the water that we need, Councilmember Gene Hays Indicated that soccer opening ceremonies was a great day. Everything was put together well. He is looking forward to another successful year. He acknowledged the Titans Football and Cheer for setting an example of how to get out and raise money by holding a mattress fundraiser. He feels it is an example how an organization can take active steps to raise money. Mayor Walt Stanckiewitz City of Grand Terrace Page 4 Updated 812312012 10:01 AM Minutes Grand Terrace City Council August 14, 2012 Reported that the red light cameras will be turned off as on midnight and the equipment will be removed as quickly as possible. He reported that Senator Bob Dutton is running for Congress. He thanked everyone for their condolences of the passing of his mother and requested that the meeting be adjourned in her memory. 6. PUBLIC HEARINGS A. City Council Adoption of a Resolution Adopting a Notice of Exemption and Approving Tentative Tract Map No. 188471Reversion to Acreage Adopt a Resolution finding Tentative Tract Map No. 188471Reversion to Acreage Exempt from CEQA and approving the reversion to acreage of 19 lots to one 2.55-acre lot.
