Adopt a Resolution confirming an assessment and providing for annual assessment levy for Landscaping
and Lighting District 89-1 with some grammatical corrections on the second page of the Resolution.

7. UNFINISHED BUSINESS
A. Adoption of Budget for Fiscal Year 2013-14
Adopt a Resolution approving the City of Grand Terrace Annual Budget for Fiscal Year 2013-14, which
includes the following recommended General Fund budget balancing plan:

Jeffrey McConnell
Indicated that if it wasn't for the loss of Redevelopment funds, the City would be looking at a balanced
budget. The City needs $1.25 million to continue at the current service levels. He indicated that he is a
real estate broker and that they are looking at the possibility of building 100 new residences in Grand
Terrace. He stated that part of the fees go to the parks fund for the development of new parks. He feels
that there are enough parks in Grand Terrace and suggested that those funds go towards park
maintenance.
Robert Kaplanek
Feels that this is a time when we need to add deputies not reduce them. He feels that closing the parks
will only increase crime. He also feels that spending money on the widening of Michigan is a waste of
money.
Dan Flores
He feels that the Council needs to consider the quality of life before they make a decision on the budget.
If all of the services are eliminated in the City, the only thing left will be a hollow shell. The people of the
community deserve to have the parks and senior center remain open and he feels that the residents
should have the chance to vote on a utility users' tax. He supports a utility tax and will do his part to
educate those that he knows.
Brian Reinarz
Fully aware of what happened in Grand Terrace. He supports a balanced budget and a tax on the ballot.
He doesn't want to pay for car allowances and Council health and life insurance. Parks provide an
opportunity for a lot of kids in the community and that should be the last item up for consideration.
Ryan Stephens
Wrong information has been distributed throughout the community. Several cuts have already been
made. He applauded the Council for all of the cuts that have made. He feels that staff has provided
some reasonable options for the Council to consider with regard to the budget and feels that the Council
needs to come together and unanimously vote on a fiscal emergency and the proposed budget, He
encouraged support for a tax measure in November.

Does not support the closing of parks and the elimination of deputies.
Doug Wilson
Feels that the City should be a 100% contract City and restructure. He feels that the Council should not
receive benefits and the Child Care Center should be sold. The City needs to stop the bleeding. He feels
that the City needs to do everything that it should do and then it might be appropriate to ask the citizens
to support a reasonable tax instead of the proposed 1.5 million dollar tax.
Denis Kidd
Is supportive of letting the voters to decide whether they are willing to pay a utility users' tax before
making cuts to Law Enforcement, parks, etc.
Arika Medina
Resident of Grand Terrace for 33 years. She asked for the opportunity to vote on a utility users' tax. She
does not want to see the parks closed without giving the residents an opportunity to vote.
Herman Hilkey
Feels that there are things that should have been done and should be done. The City needs to chase the
money, it's out there, The one highlight in town is the high school_ He feels that staff is afraid to react
and they need to take a hold of things. Trust in the community is not there and staff needs to do
something to earn the trust, The community will support a tax if the trust is there.
Amanda Betten
Stated that Grand Terrace means a lot to her. She is involved in the community and wants the right to
vote on a utility tax measure. How do you know what the residents want if you don't let them vote. She is
concerned with the safety of the community. She feels that the community can come together and make
a difference. 0
Dr. Alice Belford
Purchased a home in Grand Terrace because of the services that are provided in the community. She is
here for the kids. The pride of the community will crumble if the parks and services are cut. She
requested that the City not close the parks or senior center in the interim. She feels that there has got to
be another way. What are we doing about bringing in revenue. We can't just sit here and wait.
Bobbie Forbes
She feels that we need community participation. We need our parks and community participation in
keeping our parks clean and safe Parents need to help year round not just once -in -a -while. The City
needs a balanced budget. She feels that the Child Care Center should be closed. Current and past
Council has made and will make tough decisions, they live in this community and care about the
community.
Barney Karger
The City started as a contract city. He feels that we need parks and that there are other places to cut in
the budget.
Sandee Lewis
Believes in the Council and that they will do what is best for the City. She asked that the Council doesn't
take away the services in the interim. They don't want crime and blight. The City has had great police
protection. She will cut where she can to be able to pay a utility tax. She expects the Council to cut back
where they can. She supports the recommendation of the Ad -Hoc Budget Advisory Committee and
allowing the residents to have the opportunity to vote on a measure.

Dave Snyder
The fiscal cliff is here and the time to act is now. He encouraged the Council to approve the fiscal
emergency and feels strongly that the people should have the right to vote and the right to choose their
own destiny.
Burga Laesser
Encouraged the Council to declare a fiscal emergency in the City of Grand Terrace.
Gary Grossich
Strong supporter of youth groups. He strongly supports allowing the residents of Grand Terrace to vote
on a utility users' tax. The majority of cities in California has a general fund utility tax. He feels that it is
important that people understand the tax. Cutting law enforcement and closing parks in Grand Terrace is
unacceptable for the community,
Thelma Winkler
Indicated that she does not want the City of Grand Terrace to become a part of the County. She would
like to do whatever we have to do to save Grand Terrace and feels that if a tax is the only way to save
Grand Terrace then that is what has to be done.
Dottie LaGreca
Is thrilled with the turn -out at the Council Meeting. She does not want to see things change in Grand
Terrace. She has heard a lot of comments tonight. She feels that the Ad -Hoc Committee did a wonderful
job. She feels that everyone loves this community. There are things we can do to make a difference and
encouraged the community to come together and there will be a much better result in the end.
Mayor Pro Tern Sandoval
He feels that this compromise works and gives a balanced budget. He feels that cutting services before
people have an opportunity to vote is not acceptable. Declaring a fiscal emergency is the only way this
will happen. If the people don't want to pay the bill we will be forced to make the cuts. This is about
preserving a community that we love and we will do whatever it takes to preserve the City.
Councilmember Sylvia Robles
Council does not want to close the parks and the youth are a priority. She came into this job knowing
where the City was heading. She is pleased with the input that was given today. Today does not end the
deliberations. Council will be looking at everything Declaring a fiscal emergency requires a unanimous
vote of the Council_ She reminded everyone that Redevelopment Agencies were not to fund core
services. We have inadequate property taxes to support the City since incorporation.
Councilmember Darcy McNaboe
Reported that at the last Council Meeting only one option provided to the Council was close to a balanced
budget. She is happy with staffs recommendation. It has never been her goal to close parks in fact she
believes that we will need to find ways to keep them open even if a tax doesn't pass. She feels that there
are enough resources in the City that we should be able to find a way to do that. She was happy to see
the residents that turned out at the meeting. If the City moves forward with a ballot measure it is going to
take all of the residents to come together to keep the City at what it is. She likes what she sees in the
budget.
Councilmember Jackie Mitchell
Stated that she campaigned honestly and that she was very up front about the possibility of a tax.
Everyone has to be in this together. Her son did recycling to donate the money to keep the parks open,
She feels that if a 12 year old can figure out how to do that then they as a Council can figure out how to

do that. She thanked all of the residents who took the time to speak at the meeting tonight. She feels
that There is a lot of community pride. She reminded everyone that this is us together and that we must
remain a community. Her vote will be that the residents are given the opportunity to have their vote count
no matter what the end results are.
Councilmember Sylvia Robles
Indicated that they haven't even looked at what the numbers will be and what the burden of a utility tax
will be on the residents. The residents will be informed along the way.
Mayor Pro Tern Bernardo Sandoval
Wants everyone to understand technically what is going on. LAFCO gave an a presentation at a prior
Council meeting of what will happen to Grand Terrace in the event that a utility user tax is not approved,
This is not a game, it is the reality. It is all very complicated.
Mayor Waft Stancklewitz
Supports Staffs recommendation. He thanked everyone for coming out to the meeting Everyone needs
to spread the word throughout the community. He encouraged those who received the survey to
complete it. The information that will be collected is very important,
Jennifer Nichols
Indicated that she talks to a lot of people and will spread the word. She apologized for her ignorance and
lack of participation. She knows that nothing is for free and that she will be voting for a tax. She wants to
be sure that expenditures are done appropriately. This is for the people.
Brianna Garcia
She questioned if the GT Fitness Park is a new park and will it be closed as well.
Community Development Director Richard Shields
Responded that the Grand Terrace Fitness Park is completed and the grand opening will be held
tomorrow. The park was constructed through grant funds that the previous Community Development
Director and Staff were able to obtain. Funds that were given through the sale of the park have been set -
aside to pay for the maintenance of the park for the next few years.
Adoption of Resolution Establishing Appropriations Limit for Fiscal Year 2013-14
Select the Change in Per Capital Personal Income of 5.12% as the Price Factor for the Fiscal Year 2013-
14 Appropriations Limit Calculation;
Select the Change in City of Grand Terrace Population of 1.15% as the Population Change Factor for the
Fiscal Year 2013-14 Appropriations Limit Calculation; and
Adopt a Resolution Establishing Appropriations Limit of $11,337,610 for the City of Grand Terrace for
Fiscal Year 2013-14.

8. NEW BUSINESS
A. Historical and Cultural Activities Committee Appointments and Addition of Alternate Member Position
Council indicated that they would like to add an additional regular member position to the committee so
that both individuals can be appointed to the Committee and directed staff to bring a Resolution to the
Council for approval implementing this direction.
