ITEMS TO DELETE 2. SPECIAL PRESENTATIONS A. Presentation of Scholarships - Grand Terrace Lion's Club Wayne Whipple, Grand Terrace Lion's Club, presented two individuals with scholarships, one in the amount of $500.00 and one in the amount of $2,500.00. B. Certificates of Appreciation for Ad -Hoc Budget Advisory Committee Members The City Council presented the members of the Ad -Hoc Budget Advisory Committee with Certificates of Appreciation in appreciation of their dedication to the Community and its residents through their participation on the Ad -Hoc Budget Advisory Committee assisting the City Council with evaluating proposed budget alternatives for Fiscal Year 2013-2014, along with the possible need for a local revenue measure to maintain or enhance municipal service levels. The Committee met weekly for six weeks to review the Budget Stabilization Plan and to develop a recommendation for consideration of the City Council. As a result, the following recommendation was presented to the City Council on June 11, 2013: The Committee was very disciplined and worked diligently to complete its purpose prior to the Council designated deadline. C. Updates for Legislative Representatives (Federal, State & County) There were no updates given. 3. CONSENT CALENDAR To approve the Consent Calendar with the removal of Item 3D. Resignation of Doug Wilson from the Planning Commission and Item 3F. Approval of Check Register No. 07-09-2013 and with Councilmember Darcy McNaboe recusing herself from Item 3E. Settlement Agreement and Mutual General Release Between the City of Grand Terrace and the Riverside Highland Water Company. Announced that the First Annual Golf Tournament for the Sheriffs Central Station Volunteer Group will be held on July 19, 2013 at the Calimesa Country Club. They encouraged everyone to participate in the event. Doug Wilson Questioned when the City will be starting the RFP process. He urged the Council to tell the truth and tell him where the 1.5 million dollars is going to go. Utilize volunteers, get proposals and have them review them. Bobbie Forbes Feels that the new Grand Terrace Fitness Park is great. She has not heard of any major issues. Everyone is very happy and she thanked the Council. Jeffrey McConnell Indicated that there was an article in The Sun Newspaper stating that he was against the Utility Users' Tax. He stated, for clarification, that he is not against the tax just the amount. As a member of the Ad - Hoc Budget Advisory Committee, he did vote for the UUT. He indicated that he was the one that made the motion to approve the mission statement of the committee indicating their desire for the City to remain a City. COUNCIL REPORTS Councilmember Sylvia Robles Has heard minimal complaints about the new Park. She feels that these are things that can be easily fixed. She feels that it is very rewarding to see the park being utilized and thanked the staff for their work on the park. Councilmember Darcy McNaboe Glad to see the residents using the new Grand Terrace Fitness Park. She reported that she has had the opportunity to speak to some of the residents regarding the financial situation of the City. She encouraged discussions as we move forward towards November. Councilmember Jackie Mitchell Felt warmth in her heart watching all of the children play at the new park. She thanked everyone that is involved with the opening and closing of the park. She encourages everyone to stay engaged. Mayor Walt Stanckiewitz Reported that the Chamber monthly luncheon will be held on July 16th, he will be giving the State of the City. Their installation dinner will be held on the same evening, Cheryl Brown will be at the installation dinner. PUBLIC HEARINGS UNFINISHED BUSINESS NEW BUSINESS Twentieth Amendment to Law Enforcement Services Contract No. 94-797 with County of San Bernardino Approve the Twentieth Amendment to Law Enforcement Services Contract No. 94-797 with County of San Bernardino and authorize the Mayor to execute the agreement. Labor Negotiations - Labor Negotiations Pursuant to Government Code 54957.6 - City Labor Negotiator - Betsy Adams, City Manager - Negotiated with - All Unrepresented Employees The Council met in Closed Session to discuss Labor Negotiations pursuant to Government Code 54957.6 - City Labor Negotiator - Betsy Adams, City Manager - Negotiated with - all Unrepresented Employees. The Council was given a briefing and general direction was given to the City Manager. There was no reportable action taken.
