(Fund 46) Fund to fund this project;

4. PUBLIC COMMENT
Barney Karger
Feels that the books don't reflect the truth. He questioned the Child Care overhead cost allocations. He
feels that there is a deficiency in income because the books are not done properly. He went through a list
of budget items that he feels are questionable that could be cut.
Patricia Farley
Feels that this is one of the best Council Meetings that she has watched because the Council is asking
really good questions. Her complaint all along is that there has been terrible miss management and feels
that it is the fault of the State for allowing Redevelopment to get totally out of control. She feels that there
are some really tough decisions that need to be made and all of the questions need to be asked. She
feels that Grand Terrace was damaged terribly by the past administration and feels bad for the current
Council. She feels that the property owners should be considered first. She thanked the Council for the
meeting and feels that there needs to be more like it. She wants Grand Terrace to be maintained as the
community that it was meant to be.
Mayor Pro Tern Bernardo Sandoval
Questioned Ms. Farley if she would rather see Grand Terrace stay as the City it currently is or go back to
the County like it use to be.
Patricia Farley
Responded that she does not want to pay for things that have been voted in over the decades. She
wants Grand Terrace to remain a nice residential community_ She does not want to see big businesses.
We need to do what we need to do from drowning.
Ryan Stephens
Indicated that he is disappointed that Mr Wilson and Mr. McConnell left the meeting because he would
have liked to address some of their concerns. He stated that Mr. McConnell voted for the Utility Users
Tax and he feels that it is disingenuine that he is now opposing it with misinformation_ Barney's
comments refer to the City Council's wish list, none of which will actually ever be implemented_ There are
a lot of people in the community that want to assume that the books are not correct and they want to
assume that there is some type of wasteful spending and they feel like they can find ways to cut. If they
had been engaged during the Budget Advisory Committee meetings he feels that they would have come
to a different realization. With recent meetings with individuals from Colton they envy the fact that the

City of Grand Terrace was quite efficient with their use of public funds and the services that they provide.
In fact in the City of Colton, services cost upwards of $500,00 per resident per year, in the City of Grand
Terrace it is just over $300.00. So when you hear people in the City saying stop the bleeding and refer to
mismanagement and spending, he asks them to please show him where that is. Throughout the Budget
Advisory Committee, there is not a whole lot of fat to trim. The fat has been trimmed and now we are
faced with the stark reality of what the future of the City is going to be- What the citizens want it to look
like and we can't afford to spend any of our time or resources dealing with misinformation. We need to
get real and deal with the facts. He stated that the idea of a contract City has been proposed by Mr.
McConnell, if you haven't noticed, we are already a contract City. There is not a whole lot more that can
be contracted that isn't already_ If everything is contracted out and we have one person sitting behind a
card table, that leaves us with a $248,000.00 deficit that we still have to cover and we lose all of our parks
and eliminate funding for the senior center and he feels that this is not a solution. You can post YouTube
videos till your face is blue but there is no solution there. The solutions that work in Georgia do not work
here because we don't have the tax base to support it. He urged his fellow residents to please take the
time necessary to educate yourselves on this matter because the future of the City is at stake.
a. COUNCIL REPORTS
Council Member Jackie Mitchell
Reported that she is the proud Aunt of a one week old baby boy. She indicated that she ran for Council
as a resident not as a politician or anything along those lines. She is a concerned resident. There has
been a group that has been formed to oppose the tax and there is a group that is for the tax. At the end
of the day it comes down to, we need to save the City. We need to find a middle ground to save our City.
We have to do right by the residents. The options are slim but it comes down to we need to resolve the
debt issue, either we are going to pay with a utility tax or we are going to pay for lesser services. She
hopes and prays that we are able to come to some middle ground and save the City. Everyone is going
to have to figure out what is right for them but she is going to pay out of her pocket.
Council Member Sylvia Robles
Requested that the following items be placed on a future agenda for discussion'.
- City of San Bernardino Animal Shelter - Report/Update from the shelter and possible action from
the Council.
Riverside is working on a Pit Bull Ordinance. She feels that this is an issue that needs to be
addressed in Grand Terrace.
- Medical Marijuana distribution delivery in town_ She also feels that this is something that should
be looked into and that the City needs to be ready should this issue arise.
Council Member Darcy McNaboe
Reported that she participated in the Colton Joint Unified School District Community Cabinet meeting. In
August the Superintendent of Schools convened a meeting of various members of the community to
come together for a plan for how our school district within the greater County division could raise their
academic standards, raise their academic scores and to graduate more seniors that are college ready
and career ready. This is a once a month meeting to look at a vision and a plan and to come up with a
way to implement that plan. She feels that it is a very interesting ongoing meeting and she plans to
attend each month that she can attend. She requested an update on the Habitat for Humanity property
on Michigan_ They are building 53 homes in Riverside County over the next three years. She would like
to know what the plans are for the San Bernardino County Habitat for Humanity and would like an update
at a future meeting. She reported that the Grand Terrace Lion's Club will hold their pancake breakfast on
Sunday, October 6, 2013 from TOO a-m. to 11,00 a_m- The proceeds from the breakfast will benefit
Terrace Hills Middle School band. She stated that part of her job is to represent the interest of the
residents and the best way for her to do that is to talk to members of the community about their concerns
and issues_ She does her best to talk about the facts as she knows them, She does not want residents
to be concerning themselves with her particular view on an issue_ She wants to hear all of the sides and

perspectives. She has office hours at City Hall from 3:00 to 5:00 p.m. on Thursdays. Anyone can stop
by, email her or call.
Mayor Pro Tern Bernardo Sandoval
Stated that he is concerned that the Measure may fail because under the wake of lies and inaccuracies
and there is nothing he can do. He has a lot of passion for the community and is concerned with property
values and services. All of the services that are provided is what makes the community vibrant. Whether
the Measure passes or fails it needs to happen on the facts and truth. He encouraged the residents to
take the time and learn the facts.
A. Mayor Walt Stanckiewitz
Concurred with Mayor Pro Tern Sandoval and his comments. He feels that it is very frustrating to deal
with untruth. They have stayed on message and will continue to bring the facts. He is encouraged with
the participation of those who come and express their comments and concerns. They are trying to get
the information out there so that an educated decision can be made. He reported that Bob Trimble
passed away, the husband of a long time former employee. He would like to adjourn the meeting in Bob's
memory.

A. Second San Bernardino Local Agency Formation Commission Presentation on Disincorporation
Kathleen Roll ings-McDonald, Executive Officer of San Bernardino Local Agency Formation Commission
(LAFCO) gave a presentation of the process of disincorporation. This was a presentation only, no action
was taken by the Council.
Sally McGuire
Stated that there is a lot of misinformation out in the community. People believe that if the tax does not
pass we will immediately go into disincorporation. Her question is, if the tax does not pass, what happens
next.
Jeffrey McConnell
Stated that he is with the organization that is trying to help educate the public on options other than a tax.
He feels that the residents are being told untruths. He stated that disincorporation requires a vote. He
feels that there are options out there and that the City can be a contract city. He feels that research
needs to be done. He indicated that he does not want Grand Terrace to become a part of the City of
Calton.
Doug Wilson
Feels that it is unnecessary for LAFCO to come again and give a presentation on disincorporation. He
feels that she did an excellent job the last time she came before the City Council. He feels that the City
was originally established with the understanding that it would have very minimal level of services.

Feels that the information that Mr. McConnell is spreading is incorrect and feels he is dishonest.

9. CLOSED SESSION
A. Conference with Legal Counsel - Anticipated Litigation - Significant Exposure to Litigation Pursuant to
Paragraph (2) of Subdivision (d) of Section 54956.9; One Potential Case
The Council met in closed session to hold a conference with Legal Counsel regarding anticipated
litigation - significant exposure to litigation pursuant to paragraph (2) of subdivision (d) of Section
54956.9; One Potential Case. It was reported that the Council directed the City Manager that the City
begin remitting $3.000-00 per month beginning in November as a sign of good faith. This money will
come out of the Sewer Fund not the General Fund,
