CITY COUNCIL MINUTES
REGULAR MEETING - JANUARY 22, 2008
A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council
Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on January
22, 2008, at 6:00 p.m.

The City Council meeting was opened with Invocation by Pastor Salim Elias, Azure Hills Seventh-
Day Adventist Church, followed by the Pledge of Allegiance led by Councilman Dan Buchanan.

SPECIAL PRESENTATIONS
A. Home of Distinction
Steve Berry, Assistant City Manage , announced that Ken and Frances Carter at 11938 Arliss
Drive are the recipients of the Home of Distinction Award.
Frances Carter, thanked Council and Staff and indicated that they are honored that they were
chosen for this award.
Mayor Ferrd, congratulated the Carter's and presented them with a certificate and a gift card
from Stater Bros.
B. 30`h Anniversary Presentation
Mayor Ferrd announced that as a part of the 30" Anniversary celebration, once a month a

group or individual that has made an extraordinary imprint on the community will be
recognized. The members of the 1976/1978 Grand Terrace Area Chamber of Commerce.
Mayor Ferrd gave a brief description of how Grand Terrace was incorporated and all those
that were responsible. She presented the first 30th Anniversary Recognition Award to Tony
Petta, the first Mayor of Grand Terrace.
Tony Petta. First Mayor of Grand Terrace, read a letter that was sent to LAFCO by Seth
Armstead regarding the incorporation of Grand Terrace and gave the breakdown of how
Grand Terrace became a City and who the first founding fathers were.

CC-2008-06 MOTION BY COUNCILMEMBER BUCHANAN, SECOND BY MAYOR PRO
TEM GARCIA, CARRIED 5-0, to accept the December 3, 2007 Minutes of the
Historical and Cultural Activities Committee.
5B. Council Reports
Mayor Pro Tem. Garcia, encouraged everyone that hasn't created a tile for the new pocket
park to do so. The next opportunity will be January 26, 2008 at Rollins Park from 9 to noon.
She complimented the Mayor on a wonderfitI State of the City address.
Counciimember Cortes, reported that at the SANBAG Board of Directors Meeting that was
held last week they approved a list of projects to be submitted to the CTC (California
Transportation Commission) for two billion dollars in funding for proposition 1 B, which is

the TCIS (Trade Corridors Improvement Fund). This money is for improvements in
Southern California. She indicated that the list of projects that were submitted to the CTC
is as follows:
Devore Interchange
Milliken
Alhambra
Glenn Helen
South Milliken Valley
Palm
Vineyard
Main Street near Grand Terrace
South Archibald
Lynwood
She stated that the last time this list was submitted the County received very little funding
She requested a copy of the letter that Tony read that was written by Seth Armstead.
Councilmember Miller, expressed his concern with graffiti. He reported that there is a
Caltrans sign as you get on the freeway going towards San Bernardino that has had graffiti
on it for a month. He indicated that the sign has a plastic covering on it and the covering just
needs to be replaced. He also stated that you can see graffiti from the freeway that is
everywhere and nothing is being done. He indicated that if letters have been sent and they
aren't responding he would like their information and he will go out and make a visit. There
is graffiti on a sign coming up from Colton that needs to be taken care of He questioned if
staff is going to take care of the graffiti on the Union Pacific Rail.
Assistant City Manager Berry, responded that staff went out to see if they can remove the
graffiti ourselves, however, it is too dangerous. The challenge is there is constant access to
the area. He continues to work on the problem.
Councilmember MiIler, stated that he wants to see the dumping problem that he brought up
at the last meeting taken care of. He feels that staff needs to be thinking of ways of
eliminating access to that area.
Mayor Pro Tern Garcia, questioned if there is something that can be placed on the hill on Mt.
Vernon indicating that it is not a safe pedestrian area.

6A. An Ordinance of the City Council of the City of Grand Terrace, California, Repealing
Title 15, of the Grand Terrace Municipal Code, Chapter 15.08 Uniform Fire Code in

its Entirety and Adopting the 2007 California Fire Code with Amendments
Mayor Ferrd opened the Public Hearing for discussion, there being none, she returned
discussion to Council.
CC-2008-07 MOTION BY COUNCIIMEMBER CORTES, SECOND BY COUNCILMEMBER
MILLER, CARRIED 5-0, to approve the first reading of an Ordinance of the City
Council of the City of Grand Terrace, California, Repealing Title 15, of the Grand
Terrace Municipal Code, Chapter 15.08 Uniform Fire Code in its Entirety and
Adopting the 2007 California Fire Code with Amendments.

NEW BUSINESS
8A. Consider Approval of Contract with Probolsky Research for a Community
Satisfaction Survey
CC-2008-08 MOTION BY MAYOR PRO TEM GARCIA, SECOND BY MAYOR FERRE,
CARRIED 3-2 (COUNCILMEMBERS CORTES AND MILLER VOTED NO), to
enter into a contract with Probolsky Research in the amount of $15,900.00, to be
funded out of the un-appropriated General Fund Balance and have them conduct a
Community Satisfaction Survey.
CLOSED SESSION - None
Mayor Ferrel adjourned the meeting at 7:36 p.m., until the next CRA/City Council Meeting which
is scheduled to be held on Tuesday, February 12, 2008 at 6:00 p.m.
