06/10/2008CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR MEETING - JUNE 10, 2008 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on June 10, 2008, at 6:00 p.m. PRESENT: Maryetta Ferre, Mayor Lee Ann Garcia, Mayor Pro Tern Bea Cortes, Councilmember Jim Miller, Councilmember Dan Buchanan, Councilmember Tom Schwab, City Manager Tracey Martinez, Deputy City Clerk Steve Berry, Assistant City Manager Larry Ronnow, Finance Director Richard Shields, Building & Safety Director Lt. Mike Newcombe, San Bernardino County Sheriff's Department Barrie Fox, San Bernardino County Fire Department ABSENT: Gary Koontz, Community Development Director John Harper, City Attorney The City Council meeting was opened with Invocation by Pastor Raul Montano, Calvary, The Brook Church, followed by the Pledge of Allegiance led by Councilman Dan Buchanan. ITEM TO DELETE - None SPECIAL PRESENTATIONS 2A. Commendation - Boy Scouts of America Troop 40 - Celebrating 50 Years in Grand Terrace Mayor Ferre announced that this item is postponed to July 8, 2008. 2B. Presentation - Air Quality Management District (AQMD) - Todd Warden Todd Warden, Representative from the Air Quality Management District (AQMD), introduced himself and gave his background. He gave an overview of two pieces of legislation that are coming out. He also reported on the recent cement plant issues that have been reported in the newspapers. He indicated that there will be upcoming town hall meetings and workshops in the local areas regarding these issues and that everyone is invited to attend. Council Minutes O& 10/2008 Page Z 2C. Home of Distinction Assistant City Manager Berri, reported that this is the sixth year for the Home of Distinction Award. He thanked all of the volunteer judges that went out and looked at all the properties. He announced that the winners of the Home of Distinction award goes to Kirk and Kristene Harkey, 12675 Oriole Avenue. CONSENT CALENDAR CC-2008-51 MOTION BY COUNCILMEMBER CORTES, SECOND BY MAYOR PRO TEM GARCIA, CARRIED 5-0, to approve the following Consent Calendar Items: 3A. Approve Check Register Dated June 10, 2008 3B. Waive Full Reading of Ordinances on Agenda 3C. Approval of May 27, 2008 Minutes 3D. Resolution Establishing the FY 2008-2009 Appropriation Limit 3E. Resolution Adopting the Annual Statement of Investment Policy 3F. Resolution Calling and Giving Notice of Holding a Regular Municipal Election on Tuesday November 4, 2008, for the Election of Certain Officers and Requesting the Board of Supervisors of the County of San Bernardino to Consolidate the Regular Municipal Election with the Statewide General Election to be held pursuant to Elections Code Section 10403 Relating to General Law Cities Resolution Establishing Regulations for Candidates for Elective Office Pertaining to Candidates Statements Submitted to the Voters at an Election to be held on Tuesday, November 4, 2008 PUBLIC COMMENT Angela Knight, 22420 Terrace Pines Drive, Unit A, expressed her concern that there is no crossing guard on the cross -walk on Canal and McClarren. She feels that it is a dangerous situation and is requesting that the City look into doing something for the children that walk that route to school. City Manager Tom Schwab, asked Angela Knight to speak to him after the meeting so that he could get further details from her. REPORTS 5A. Committee Reports 1. Minutes of May 5, 2008 CC-2008-52 MOTION BY MAYOR PRO TEM GARCIA, SECOND BY COUNCILMEMBER CORTES, CARRIED 5-0, to accept the May 5, 2008 Minutes of the Historical & Cultural Activities Committee. 2. Emergency Operations Committee a. Minutes of May 6, 2008 CC-2008-52 MOTION BY COUNCILMEMBER BUCHANAN, SECOND BY COUNCILMEMBER CORTES, CARRIED 5-0, to accept the May 6, 2008 Minutes of the Emergency Operations Committee. 3. Community Emergency Response Team (C.E.R.T.) a. Appoint Members to the Executive Committee of the Community Emergency Response Team (C.E.R.T.) - Randy Halseth, Commander, Jeff Allen, Vice -Commander, Debra Hurst, Secretary and Oscar Santana, Treasurer CC-2008-53 MOTION BY MAYOR PRO TEM CORTES, SECOND BY COUNCILMEMBER CORTES, CARRIED 5-0, to appoint the following members to the Executive Committee of the Community Emergency Response Team (C.E.R.T.) each for a four year term: Randy Halseth, Commander Jeff Allen - Vice -Commander Debra Hurst, Secretary Oscar Santana, Treasurer 5B. Council Reports Mayor Maryetta Ferre, reported that two weeks ago at a ceremony, the City of Garand Terrace received a new Citizen's Patrol Vehicle that she has already seen out in the community. She stated that it was a nice ceremony and thanked Lt. Newcombe. She also reported that June 4 - 6, 2008 she attended the Mayors and Councilmembes Executive Forum in Squaw Valley that is sponsored by the League of California Cities. The League's Mission is to defend cities and their local control and to provide ethical leadership practices. She attended three of the workshops, the opening reception and the general session. The League Conference is in September in Long Beach. She reminded everyone that Grand Terrace Days will be held on June 14, 2008 and asked Assistant City Manager Berry to give an overview of the event. Council Minutes 0611012008 Page 4 Assistant City Manager Be , announced that staff and volunteers have been working very hard pulling this event together. It should be a great event. Manor Pro Tem Garcia, recognized that Debra Hurst is in the audience and thanked her for all her dedication. The Library has great programs for all ages throughout the summer. She reported that on June 27" the Bee Movie Event and Short Family Film Festival will be held at Rollins Park. Councilmember Bea Cortes, announced that CTC approved and reaffirmed the funding of the 649 million dollars for the 1215 and Barton Road interchange. She requested that the consideration of naming the Pocket Park after Gwen Karger be agendized. She wished a Happy Father's Day to everyone. CounciImember Miller, reported that the Grand Terrace Lion's Club held their 23' Annual Golf Tournament. It was a very successful event. He thanked all of the businesses and individuals that participated.
