06-14-2018 CITY OF GRAND TERRACE PARKS & RECREATION ADVISORY COMMITTEE REGULAR MEETING June 14, 2018 -4:00 p.m. City Hall Community Room -- North 22795 Barton Road MINUTES CALL MEETING TO ORDER: Chairman Jeffrey McConnell called the Parks & Recreation Advisory Committee Regular Meeting to order at 4:00 p.m. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Bill Hoover of the Lewis Group of Companies. ROLL CALL: Present: Jeffrey McConnell - Chairman Julia Firnkoess-Committee Member Brian Phelps- Committee Member Karen Suarez-Committee Member(arrived at 4:20 p.m.) Absent: Richard Loder- Vice Chair 1. Approve May 10, 2018 Minutes Committee Member Phelps moved, and Committee Member Firnkoess seconded approval of the May 10, 2018 Minutes. AYES: Committee Members Firnkoess, Phelps; Chairman McConnell ABSENT: Committee Member Suarez; Vice-Chair Loder 2. Public Comments None. 3. Staff Presentation a. The Gateway at Grand Terrace Specific Plan and Homecoming Development Sandra Molina, Planning and Development Services Director, provided the Committee with some background on The Gateway at Grand Terrace Specific Plan and Homecoming Development. She described the Specific Plan boundaries, infrastructure improvements needed such as circulation, storm drainage, parksropen space, and utilities. She explained that the Agenda Parks & Recreation Advisory Committee June 14, 2018 Environmental Impact Report is underway, and that the property includes 707 residential multiple family units varying in size. Director Molina provided the Committee with a memorandum outlining the project, through private-public partnerships with the Developer to address and find solutions to broader issues on the following: • Specific Plan/EIR • Drainage • Recreation • Traffic Circulation Bill Hoover and Steven Johnson from the Lewis Group of Companies provided the Committee with a rendering of a recreation sports complex and outlined the various amenities to be included such as two soccer fields, two baseball fields, a community room/snack shack and tot lots. They also explained how the sports complex will serve as a drainage facility and identified how that water will flow. City Manager Duffey discussed and provided options on how the sports complex fields will be maintained and requested feedback from the Committee on possible changes to design, which he received from the Committee which included community room, splash pad and skate park. Chairman McConnell requested additions he would like to see such as fencing and cameras. He also asked for information on naming the park. 4. New Business City Manager Duffey shared with the Committee the new City of Grand Terrace Summer 2018 Activity Guide and the type of content contained within the guide. City Manager Duffey asked the Committee to review the information and provide input on the current content and any additional information they believe is appropriate for the guide. City Manager Duffey announced that the City of Grand Terrace was successful in obtaining a grant for the Blue Mountain Trailhead which will benefit all the residents in the community. 5. Park Assessment Nothing to report. 6. New Parks a. Dog Park The Committee briefly discussed the following two (2) incidents: • Dog mauling • Citizen dog bite Agenda Parks Ft Recreation Advisory Committee June 14, 2018 Additionally, there are reports of youth smoking in the park. The Committee asked that the City follow up on signage for the park to ensure it displays "no smoking in the park". b. Update on Soccer Field Refurbishment The soccer field refurbishment is complete, The City is working on a Request for Proposal for the field maintenance. 7. Recreation and Special Event Activities a. Swim Program Due to the leaks that have developed in the structure of the pool, the program will need to be delayed for the upcoming summer. City Manager Duffey is trying to coordinate a weekend swim program to be held at Grand Terrace High School. b. Holiday Tree Lighting City Manager Duffey will be informing the City Council at its June 26, 2018 meeting that the Committee has approved designating the Light Up Grand Terrace Committee as a sub- committee to the Parks & Recreation Activities Committee. c. Summer Recreation Activities Information for this item was discussed under Item No. 4, New Business. 8. Committee Member Comments Chairman McConnell requested clarification on whether the Committee will begin holding its meetings in the Council Chamber. City Manager Duffey stated that the Committee will continue to hold its meetings in the City's Community Room. 9. Staff Comments None. 10.
