09/22/2009CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR MEETING - SEPTEMBER 22, 2009 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on September 22, 2009 at 6:00 p.m. PRESENT: Maryetta Ferrd, Mayor Lee Ann Garcia, Mayor Pro Tern Bea Cortes, Councilmember Jim Miller, Councilmember Brenda Mesa, City Clerk Bernard Simon, Finance Director/Acting City Manager Joyce Powers, Community & Economic Development Director Richard Shields, Building & Safety Director John Harper, City Attorney Lt. Tony Allen, San Bernardino County Sheriffs Department Barry Fox, San Bernardino County Fire Department 0 ABSENT: Walt Stanckiewitz, Councilmember The City Council meeting was opened with Invocation by Mayor Pro Tem Garcia, followed by the Pledge of Allegiance led by Councilwoman Bea Cortes. CONVENE CITY COUNCIL MEETING ITEMS TO DELETE City Attorney John Harper indicated that he would like to delete item 9A. Selection of City Manager. SPECIAL PRESENTATIONS 2A. Proclamation - Fire Prevention Week - October 4-10, 2009. Mayor Pro Tern Lee Ann Garcia read a Proclamation, proclaiming October 4-10, 2009 as Fire Prevention Week in the City of Grand Terrace urging all the people of Grand Terrace to protect their homes and families by heeding the important safety messages of Fire Prevention Week 2009 and to support the many public safety activities and efforts of the City of Grand Terrace Fire and emergency services and presented it to Penny Overstreet Murphy, Fire Prevention Specialist, San Bernardino County Fire. Council Minutes 09l22+2009 Page 2 Penny Overstreet Murphy, Fire Prevention Specialist, San Bernardino County, stated that this years theme is "Stay Fire Smart Don't Get Burned". She stated that there are a lot of activities for Fire Prevention Week on their website for the entire family. She stated that a lot of the recent fires have been started by juveniles and expressed the importance of Neighborhood Watch. She also stated that smoke alarms are life savers and should be checked regularly. 2B. Chamber of Commerce Business of the Month Sally McGuire, President Grand Terrace Area Chamber of Commerce, announced that the business of the Month for September is Fitness 212. 2C. Presentation of Blue Mountain Paper Mache Artwork This item will be presented at another meeting. 2D. Grand Terrace Community Day Sponsors Mayor Ferre, stated that Grand Terrace Community Day was truly a community day. It was put on by the community working hand in hand with the City. She stated that the Council will be recognizing the Community Day Sponsors. She announced each sponsor and presented them with a certificate. She thanked Barrie Owens for all of her hard work and support. CONSENT CALENDAR CC-2009-124 MOTION BY COUNCILi EMBER CORTES, SECOND BY COUNCILMEMBER MILLER, CARRIED 4-0-1-0 (COUNCILMEMBER STANCKIEWITZ WAS ABSENT), to approve the following Consent Calendar Item: 3A. Approve Check Register Dated 09-22-2009 3B. Waive Full Reading of Ordinances on Agenda 3C. Approval of 09-08-2009 Minutes 3D. Glendora Drive Street Improvement Project 3E. Preparation of a Preliminary Plan to Evaluate Converting the Senior Center Kitchen to a Commercial Kitchen PUBLIC COMMENT Shad Boal, 12632 Mirado Avenue, stated that for many months he has come before the Council reporting on how great the Community Day event was going to be and as everyone saw the event was wonderful. To see the community pull together in such a way was such Council Minutes 09 -22.2009 Page 3 an honor and made him proud to be a resident of Grand Terrace. One thing that people didn't see was the tremendous effort of at least two City employees. Mari Montes and Barrie Owens. He was honored to work with Barrie and thanked everyone. Denis Kidd, 22874 Pico Street, feels that the City has only done part of their job when it comes to open space. Through their efforts the people of Grand Terrace can enjoy Blue Mountain from a far, however, he feels that the people of Grand Terrace would like to enjoy Blue Mountain up close and the only way that is going to happen is if Blue Mountain is in public ownership, if there is a park there. About 25 years ago the City obtained 20 acres on Blue Mountain from Griffen Development since then they have acquired no more land. He has been reading in the Loma Linda City News about their efforts. He feels that Grand Terrace needs a program of acquiring Blue Mountain Open Space Land and they need to partnership with the Friends of Blue Mountain. RA `Barney" Barnett, 474 Prospect, Highgrove, stated that he was in the mid -west on Community Day and apologized for missing it. In three months it will be eight years that the City Council of Grand Terrace passed a resolution supporting the Highgrove Metrolink. He would like to see if the Council will reconfirm their statement or make a written statement giving their support of the Highgrove Metrolink Station. This Metrolink stop will benefit Grand Terrace, Riverside and the entire general area. He met with Acting City Manager Simon and gave him information and feels that it is very important that something be done soon. He is asking for support and will provide any information that is necessary. REPORTS 5A. Committee Reports 1. Crime Prevention Committee a. Community Emergency Response Team (C.E.R.T.) a. Minutes of August 4, 2009 CC-2009-126 MOTION BY COUNCILMEMBER CORTES, SECOND BY MAYOR PRO TEM GARCIA, CARRIED 4-0-1-0 (COUNCILMEMBER STANCKIEWITZ WAS ABSENT), to accept the August 4, 2009 Minutes of the Community Emergency Response Team (C.E.R.T.) Council Minutes 09;'22I2009 Page 4 3. Historical and Cultural Activities Committee Y a. Minutes of July 6, 2009 CC-2009-127 MOTION BY MAYOR PRO TEM GARCIA, SECOND BY COUNCILMEMBER MIILLER, CARCIED 4-0-1-0 (COUNCILMEMBER STANCKIEWITZ WAS ABSENT), to accept the July 6, 2009 Minutes of the Historical and Cultural Activities Committee. 5B. Council Reports Mayor Ferre, stated that she has written, with the help of City Staff, a letter to the Union Pacific Railroad regarding graffiti on the bridge. She read the letter and feels that it is a very important issue that needs to be addressed. Union Pacific has been contacted regarding this issue by Grand Terrace and other surrounding cities as well. She encouraged anyone that is interested to write a letter to Union Pacific and indicated that they can get the information from City Hall. Councilmember Cortes, stated that she has had discussions regarding this issue with people from Union Pacific and other members of the community. She thanked the Mayor for writing the letter. She wished the Mayor a Happy Birthday. 0 Ma or Pro Tem. Garcia, requested that the letter to Union Pacific be placed on the website. She met Hot Rod at the Grand Terrace Art Show and there were articles written about him in the newspaper and congratulated him. She reminded everyone that the Country Fair will be held on November 7, 2009 and encouraged residents to participate. She concurred with Denis Kidd regarding the open space issue. She feels that Blue Mountain has always been a priority. She encouraged staff to get information from Friends of Blue Mountain to present at the next prioritization session. She stated that Riverside County hired a consultant that basically stated that it wasn't feasible to have the Metrolink Station in Highgrove and she feels that this is what the challenge is. Councilmember Miller, he would like to see the Metrolink Station item be agendized at a future meeting so that the Council can receive the current information. The Community Emergency Response Team will be holding a disaster preparedness class on Wednesday, October 14, 2009 at City Hall at 5:30 p.m. Anyone interested should attend. He felt that Community Day was excellent and felt that Barrie Owens did a great job. He also thanked the Mayor for everything that she did on the day of the event. It was the consensus of the Council to Agendize the Metrolink Station in Highgrove at a future meeting for discussion. PUBLIC HEARINGS - None Council Minutes 09/2212009 Page 5 UNFINISHED BUSINESS 7A. FY 2009 EMPG (Emergency Management Performance Grant) Application CC-2009-128 MOTION BY COUNCILMEMBER MILLER, SECOND BY MAYOR PRO TEM GARCIA, CARRIED 3-0-2-0 (COUNCILMEMBERS CORTES AND STANCKIEWITZ WERE ABSENT), to adopt a Resolution approving the application for Grant Funds from Emergency Management Grant Program (EMPG).
