MINUTES
Call Meeting to Order:
The Parks & Recreation Advisory Committee was called to order at 4:00 p.m.
Pledge of Allegiance:
The Pledge of Allegiance was led by G. Harold Duffey, City Manager
Roll Call:
The newly appointed Committee Members introduced themselves, provided a little background about
each and who their appointors are.
1. Public Comments
a. None.
2. Staff Presentation
a. None.
3. Selection of Chair
a. Committee Member Suarez moved and Committee Member Firnkoess seconded
appointment of Jeffrey McConnell as Chairman.
i. AYES: Committee Members Firnkoess, Loder, Phelps, Suarez
ii. ABSTAIN: Committee Member McConnell
4. Selection of Vice-Chair
a. Committee Member Firnkoess moved and Committee Member Suarez seconded
appointment of Richard Loder as Vice-Chairman.
i. AYES: Committee Members Firnkoess, Phelps, Suarez; Chairman
McConnell

ii. ABSTAIN: Committee Member Loder
5. Review of Committee's Charge
a. G. Harold Duffey, City Manager reviewed the Committee's Resolution and Bylaws with
the new Committee Members. Will provide the Committee with a copy of Roberts Rules
of Order, Newly Revised at the next scheduled Committee meeting.
6. Business
a. Discussion was held on the following:
i. Ideas for community outreach
ii. Dog ownership education and the buddy system
iii. Clubs— swim and soccer
iv. Additional Parks
b. Motion by Committee Member Suarez, seconded by Vice-Chair Loder to add a mission
statement to the City of Grand Terrace Parks & Recreation Advisory Committee By-
Laws, Section III. Purpose as follows:
i. "6. Improve our Exceptional Quality of Life."
7. Park Assessment
a. Committee reviewed Park Assessment findings
8. New Parks
a. Discussion was held on the status of the Dog Park
9. Recreation and Special Event Activities
a. Discussion was held regarding the Swim Program
b. Discussion was touched on regarding the Holiday Tree Lighting

10. Committee Member Comments
a. Committee Member Suarez asked for a summary of park maintenance and an equipment
replacement schedule. She also requested that the committee create a checklist to help
residents fill out documentation, applications, etc. as it relates to Parks & Recreation.
b. Committee Members identified various groups and clubs in the City and how the
committee can help meet those organizations' needs.
c. Approximately two (2) weeks before the scheduled Parks & Recreation Advisory
Committee meeting, City Staff will reach to each member of the committee for an agenda
items list.
11. Staff Comments
a. G. Harold Duffey, City Manager provided the Committee with a rundown on the list of
scheduled events throughout the year for the City of Grand Terrace's 40"' Anniversary.
b. City Manager Duffey suggested that each Committee Member visit each of the City's
parks and prepare to discuss their findings. Additionally, he requested that the Committee
be prepared to discuss the upcoming grand opening of the City's dog park.
12. Adjournment
Chairman McConnell adjourned the Parks & Recreation Advisory Committee meeting at
5:1 S p.m. The next Regular Parks & Recreation Advisory Committee Meeting will be held on
March 8, 2018.
