03/26/1992CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR MEETING - MARCH 26, 1992 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on March 26, 1992 at 6:00 p.m. PRESENT: Byron Matteson, Mayor Hugh J. Grant, Mayor Pro Tem Gene Carlstrom, Councilmember Herman Hilkey, Councilmember Thomas J. Schwab, City Manager/Finance Director Randall Anstine, Assistant City Manager Patrizia Materassi, Planning Director Brenda Stanfill, Deputy City Clerk John Harper, City Attorney Joe Kicak, City Engineer ABSENT: Ronald Christianson, Councilmember The meeting was opened with invocation by Pastor Salim Elias, Azure Hills Seventh-Day Adventist Church, followed by the Pledge of Allegiance led by Councilmember Hilkey. Mayor Matteson convened City Council meeting at 6:00 p.m. Mayor Matteson reconvened City Council meeting at 6:10 p.m. SPECIAL PRESENTATIONS 2A. Mayor Matteson presented Deputies Ken Jones and Jeff Banks with Certificates of Commendation for their prompt response to a robbery at Union Federal Bank in Grand Terrace, which resulted in the arrest of a suspect in that crime. Approve 3/12/92 Minutes CC-92-37 MOTION BY COUNCILMEMBER HILKEY, SECOND BY COUNCILMEMBER CARLSTROM, CARRIED 3-0-1-1 (COUNCILMEMBER CHRISTIANSON WAS ABSENT; MAYOR PRO TEM GRANT ABSTAINED), to approve the March 12, 1992 City Council Minutes. PUBLIC COMMENT Therese Shafer, 11731 S. Mt. Vernon, Grand Terrace; expressed dismay that her application for child care was rejected because her child is not enrolled in the local public school system. Stating her opinion that the City is a prime business location, she recommended that the City open a full-time child care center in Grand Terrace. Expressing dissatisfaction with the local school system, she remarked that she has opened her own private elementary school in the City, commenting that until she finds a more suitable facility, her daughter will remain as the only child enrolled in the school. She indicated her belief that there are limitations on City services available for residents and expressed concern regarding an apparent increase in crime in the City over the past few months. She suggested that the City increase the effectiveness of its Neighborhood Watch Program by implementing a foot patrol concurrently with the regular Citizens' and Sheriff's vehicular patrols. Citing the success of the Parks Program in the City of Rialto, she suggested that the City's Parks & Recreation Department similarly utilize school sites for recreational activities. She offered to perform volunteer work for the City and requested that her daughter also be allowed to learn more about the City through volunteer assignments. Virginia Harford, 11825 Arliss Way, Grand Terrace; emphatically indicated her dissatisfaction with the old G.T.I. Market site and remarked that there is no audio on the cable T.V. channel that broadcasts the Council meetings. She expressed her objection to the difficulty of parking in the Town and Country Center and suggested that the G.T.I. Market building be razed and the site converted into a parking lot. Mayor Pro Tem Grant, responded that the Council has addressed the G.T.I. Market issue but clarified that the owner of the building has thwarted the City's attempts to rectify the situation. He requested for the record that the City Manager explain the City's efforts to mitigate the G.T.I. Market problem. City Manager Schwab, stated that the owner of the G.T.I. Market requested permission to re -open the building with only superficial renovations but indicated that Council dismissed that proposal. Clarifying that the building in question has no economic value, he revealed that the property owner rejected an offer by the Community Redevelopment Agency to incur the cost of the demolition of the Council Minutes - 03/26/92 Page 3 structure. He commented further that the City cannot condemn the building unless the City can determine that the structure can be utilized for a public purpose and asserted that the City wishes to bring that location into conformance with the Specific Plan but cannot do so without the cooperation of the property owner. He revealed that the owner must maintain the building according to City Code safety standards but remarked that the City can do nothing further if the property owner does not wish to raze or properly renovate the structure. Although expressing doubt about the timely resolution of the matter and citing the property owner's uncooperative attitude, he revealed that the owner has listed the property for sale. He indicated further, however, that the Community Redevelopment Agency does not have the right to invoke eminent domain for commercial development purposes. ORAL REPORTS 5A. Committee Reeorts 1. Crime Prevention Committee (a) Minutes of 2/10/92 CC-92-38 MOTION BY COUNCILMEMBER CARLSTROM, SECOND BY MAYOR PRO TEM GRANT, CARRIED 4-0-1-0 (COUNCILMEMBER CHRISTIANSON WAS ABSENT), to accept the Crime Prevention Committee Minutes of February 10, 1992. 2. Emergency Operations Committee (a) Minutes of 11/18/91 and 12/16/91 CC-92-39 MOTION BY MAYOR PRO TEM GRANT, SECOND BY COUNCILMEMBER CARLSTROM, CARRIED 4-0-1-0 (COUNCILMEMBER CHRISTIANSON WAS ABSENT), to accept the Emergency Operations Committee Minutes of November 18, 1991 and December 16, 1991. 5B. Council Reports Mayor Matteson, announced that April 11, 1992 will be Free Dump Day for the citizens of Grand Terrace. He added that one of the City's goals during 1992-95 is a reduction in the volume of waste discarded in landfills and commented that persons interested in removing their names from junk mailing lists may contact the City Manager for the address of an organization that will perform that service. Councilmember Hilkey, expressed concern regarding the funding of the Miss Grand Terrace Pageant, Cit Manager Schwab, remarked that a committee was formed to sponsor the pageants, commenting that the Miss, Junior Miss, and Little Miss Grand Terrace Pageants will not be affected by the inactivity of the Grand Terrace Chamber of Commerce. Council Minutes - 03/26/92 Page 4 Mayor Pro Tem Grant, inquired as to whether the Chamber of Commerce was no longer invo ved in the pageants. City_ Manager_ Schwab, responded that the Chamber recently voted to cease operations temporarily and stated that he will discuss the matter in his upcoming report. Councilmember Carlstrom, announced that he attended the League of California Cities, In and Empire Division meeting at the Highland Springs Resort on March 25, 1992 with Mayor Matteson and Councilmember Christianson, commenting that the speaker discussed economic development in Cathedral City. He inquired whether the City experienced any problems during the recent rains. Assistant City Manager Anstine, indicating that the damage to the City's roadway and sewer infrastructure was relatively minor, commented that the City has applied to the Federal Emergency Management Agency (FEMA) for disaster relief assistance. PUBLIC HEARING 6A. Prioritize CDBG Projects Mayor Matteson opened discussion to the public, there being none, he returned discussion to Council. CC-92-40 MOTION BY MAYOR PRO TEM GRANT, SECOND BY COUNCILMEMBER CARLSTROM, CARRIED 4-0-1-0 (COUNCILMEMBER CHRISTIANSON WAS ABSENT), to approve the following priority listing for the 1992-93 CDBG Projects: 1. Continuation of Senior Center improvements. 2. Contribution to the Oldtimers Foundation Maintenance Program for Senior Citizens. UNFINISHED BUSINESS 7A. Second Reading - An Ordinance of the Citv Council of the Citv of Grand Terrace Adopting Zoning Amendment Z-92-01 and E-92-01 to C a ters 1 0, and 18.66 to Allow Permanent Use of Mo u ar Units for Uffice Purposes Only in the MR and M2 Districts Including Associated Negative Declaration CC-92-41 MOTION BY MAYOR MATTESON, SECOND BY COUNCILMEMBER HILKEY, CARRIED 4-0-1-0 (COUNCILMEMBER CHRISTIANSON WAS ABSENT), to adopt the second reading of the Ordinance relating to the adoption of Zoning Amendment Z-92-01 and E-92-01 to Chapters 18.39, 18.40, and 18.66 to allow permanent use of modular units for office purposes only in the MR and M2 districts. Appropriate Funds for Park Site Sprinkler Automation CC-92-42 MOTION BY MAYOR MATTESON, SECOND BY COUNCILMEMBER HILKEY, CARRIED 4-0-1-0 (COUNCILMEMBER CHRISTIANSON WAS ABSENT), to approve the appropriation of $2,100 for the installation of a solar -powered irrigation controller for the Griffin Park Site. 8B. Council's Position on Boundaries of Lea Inland Division of California Cities CC-92-43 MOTION BY COUNCILMEMBER CARLSTROM, SECOND BY COUNCILMEMBER HILKEY, CARRIED 4-0-1-0 (COUNCILMEMBER CHRISTIANSON WAS ABSENT), to oppose a split in the League of California Cities Inland Division. 8C. Formation of a Joint Committee with the Colton Joint Unified School DZStr1Ct CC-92-44 MOTION BY COUNCILMEMBER HILKEY, SECOND BY MAYOR PRO TEM GRANT, CARRIED 4-0-1-0 (COUNCILMEMBER CHRISTIANSON WAS ABSENT), to direct Staff to form a committee composed of the Colton Joint Unified School District Superintendent and the Grand Terrace City Manager to approach Caltrans regarding the City's concern about the effect the widening of the I-215 freeway will have on the City and Grand Terrace Elementary School.
