06/25/1992CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR MEETING - JUNE 25, 1992 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on June 25, 1992 at 6:30 p.m. PRESENT: Byron Matteson, Mayor Gene Carlstrom,'Councilmember Ronald Christianson,,Councilmember Herman Hilkey, Councilmember Thomas J. Schwab, City Manager/Finance Director Brenda Stanfill, City Clerk Patrizia Materassi, Planning Director Phil Bush, Assistant Finance Director John Harper, City Attorney Joe Kicak, City Engineer ABSENT: Hugh J. Grant, Mayor Pro Tem Randall Anstine, Assistant City Manager The meeting was opened with invocation by Pastor Tom Comstock, Assembly of God Church, followed by the Pledge of Allegiance led by Councilmember Hilkey. Mayor Matteson convened City Council meeting at 6:30 p.m. Mayor Matteson reconvened City Council meeting at 6:40 p.m. SPECIAL PRESENTATIONS 2A. Mayor Matteson announced that the Grand Terrace Recycling Family of the Month for May, 1992 is the Flynn family at 12731 Darwin Avenue. CONSENT CALENDAR CC-92-121 MOTION BY COUNCILMEMBER CHRISTIANSON, SECOND BY COUNCILMEMBER CARLSTROM, CARRIED 4-0-1-0 (MAYOR PRO TEM GRANT WAS ABSENT), to approve the consent Calendar. A. APPROVE CHECK REGISTER NO. 062592 B. RATIFY 06/25/92 CRA ACTION C. WAIVE FULL READING OF ORDINANCES ON AGENDA D. APPROVE 6/1/92 & 6/11/92 MINUTES Council Minutes - 06/25/92 Page 2 PUBLIC COMMENT 0 Ed O'Neal, 22608 Minona Drive, Grand Terrace; indicated that he read an article in a newspaper stating that Grand Terrace City Hall, Offices will be closed two fridays a month. He wanted to'verify that the City Employees will be working a 9/80 pay period. He expressed his concern that the Chamber received a valid offer from a contractor to put out a monthly newsletter at no cost to the City that was not accepted. John R. Taylor, 22843 Vista Grande Way, Grand Terrace; indicated that across from 23023 Vista Grande Way there is an extensive amount of graffiti. He stated that before the entire street is graffitied it might be something to look into. ORAL REPORTS 5A. Committee Reports 1. Historical & Cultural Committee (a) Minutes of 6/1/92 CC-92-122 MOTION BY COUNCILMEMBER CHRISTIANSON, SECOND BY COUNCILMEMBER CARLSTROM, CARRIED 4-0-1-0 (MAYOR PRO TEM GRANT WAS ABSENT), to accept the Historical & Cultural Committee Minutes of June 1, 1992. 2. Emergency Operations Committee (a) Minutes of 1/20/92, 4/20/92 & 5/18/92 CC-92-123 MOTION BY COUNCILMEMBER CHRISTIANSON, SECOND BY COUNCILMEMBER HILKEY, CARRIED 4-0-1-0 (MAYOR PRO TEM GRANT WAS ABSENT), to accept the Emergency Operations Committee Minutes of January 20, 1992, April 20, 1992 and May 18, 1992. 5B. Council Reports Mayor Matteson, stated that the next two City Council meetings are on the 9th and 23rd of July. Councilman Christianson will be out of town on both of these dates and wanted to make sure that no other councilmember will be gone on the same dates, the reason being that he would prefer not to have two councilmembers out at the same time. Councilmember Carlstrom, expressed his thanks City Manager Schwab and staff for providing an excellent dinner for the executive directors meeting of the League of California Cities, which was hosted at the Grand Terrace City Hail on Wednesday, June 24, 1992. Councilmember Hilke , stated that he asked the City Manager to Took -into the trucks on Barton Road. He indicated that in the last couple of weeks there has been a larger number of dirt trucks hauling from Reche Canyon Colton area across our city into the Council Minutes - 06/25/92 Page 3 Colton Agua Mansa area. He expressed concern that they are throwing dirt and beating up our streets. City Manager Schwab, commented that it is a problem that the City has identified but as long as those trucks meet the weight requirement they are legally allowed to be on the streets. What has been done in the past is to increase the enforcement and use the radar car, but the truck drivers talk to each other and once the word is out they abide by the legal limit. Another option that has had some success is to get the CHP to set up their roadside courtesy truck inspection program, which is very effective because most of those trucks probably don't meet the requirements of the CHP, but we can't get them to come out on a regular basis to deter the trucks from using Grand Terrace as short cut. Mayor Matteson, stated that if those trucks won't pass CHP requirements ten we need to reenforce the code. City Manager Schwab, indicated that he will work to get the CHP back but stated that they won't come out every week or every day. On those days that the CHP is doing their inspections the trucks will take an alternate route, however, this won't be consistent. Councilmember Hilkey, indicated that school enrollment is up and expressed concern that the growth is not in the Grand Terrace area. He questioned why there are zoning laws and density require- ments. By using the zoning laws and the density requirements we control the City and yet one of the most important attributes of our community is the schools which are terribly impacted because of the Colton area. There are nearly 980 kids that are brought into this community by the City of Colton. He indicated that people have come to him with their concerns about this issue. He also commented on the reception of Comcast and indicated that it would be discussed later in the meeting. Councilmember Christianson, commented on the budget crisis in Sacramento. So far, both the Assembly and the Senate versions of the budget bill do not include shifting the Motor Vehicle in lieu tax money away which is estimated to be $420,000 for the next fiscal year. We have to keep the pressure on our local legislators to make sure that the money is not taken away from us. UNFINISHED BUSINESS 7A. Cable Access Proposal CC-92-124 MOTION BY COUNCILMEMBER HILKEY SECOND BY MAYOR MATTESON CARRIED 4-0-1-0 (MAYOR PRO TEM GRANT WAS ABSENT), to accept the Access Proposal with the understanding that the original agreement accepted by Comcast is entirely and wholly still in place with the new eqiuipment to superceed the old equipment. Refuse Rate Adjustment CC-92-125 MOTION BY COUNCILMEMBER CHRISTIANSON SECOND BY COUNCILMEMBER CARSLTROM CARRIED 3-1-1-0 (MAYOR MATTESON VOTED NOE AND MAYOR PRO TEM GRANT WAS ABSENT), to approve the Resolution adjusting the refuse rates with Section 1. amended to read that the refuse rate for standard single-family collection shall be set at $13.03 per month comprised of a service fee of $8.17 and County Tipping Fee of $4.86 based on 1.6 tons per unit per year; And amend the refuse agreement to reflect the annual rate adjustment date and set the rates in writing which is going to be signed by both sides. 8A.
