REGULAR COUNCIL MEETING - MAY 13, 1993
A regular meeting of the City Council of the City of Grand Terrace
was called to order in the Council Chambers, Grand Terrace Civic
Center, 22795 Barton Road, Grand Terrace, California, on May 13,
1993 at 6:00 P.M.

The meeting was opened with invocation by Reverend Benjamin
Nicholas, Highgrove United Methodist Church, followed by the Pledge
of Allegiance led by Mayor Pro Tem Christianson.

SPECIAL PRESENTATIONS
2A. 1993 Miss Grand Terrace, Camille Henderson,
presented her official photograph to Council and on
behalf of her court, expressed anticipation for the
coming year.

2B. Mayor Matteson recited a Proclamation declaring the
month of May, 1993 as "Water Awareness Month."
2C. Gene McMeans, General Manager, Riverside Highland
Water Company, explained that the Water Company has
worked in cooperation with the Colton School
District in adopting Terrace View Elementary School
as part of the Adopt -a -school program. He remarked
that the Adopt -a -school program involves
enlightening youngsters as to the benefits of
education. He added that Riverside Highland
sponsored a Water/Precious Resource Poster Contest
in conjunction with Water Awareness Month, adding
that 700 students made posters for the contests.
He commented further that the judging panel
consisted of members of the Chamber of Commerce and
the Water Company, remarking that the overall
winner of the contest would be awarded a $100
Savings Bond. He introduced Maryette Ferre,
Principal of Terrace View Elementary School, who
presented the winners of the Poster Contest.

PUBLIC COMMENT
Debra Mueller, 22608 La Paix, Grand Terrace; announced
that the Grand Terrace Days celebration begins on June 1
and culminates on June 5 with the Parade, Fair, and a
barbecue at JB's restaurant. She reported that from June
1 - June 4, business complexes in the City will host
mixers, remarking that flyers of the event schedules will
be circulated throughout the City. She commented that
the Parade will begin at 9:00 a.m on June 5, 1993 at the
corner of Barton Road and Vivienda, concluding at the
Fair site at Terrace Hills Junior High School. She
indicated that the Fair will be held from 10:00 a.m. to
3:00 p.m. and noted that the Grand Marshal of the Parade
will be Rex Edmundson from the Grand Terrace Barbershop.
She reminded those interested in participating in the
Parade to submit their entry forms promptly, revealing
that the entry deadline has been extended to Monday, May
24, 1993. She commented that event T-shirts and buttons
are on sale at City Hall through the Citizen Patrol. She
remarked that more information could be obtained from
City Hall and invited the public to attend the
celebration.
Dick Rollins, 22700 De Berry, Grand Terrace; expressed
chagrin regarding the trash and debris at the Terrace
Hills Community Park baseball diamond. He reported that
the City's Recreation Supervisor corresponded with the
President of the Colton Little League regarding the
problem but to no avail. He added that he will monitor
the Thursday night men's softball league, which is
sponsored by the City, and the Little League games to
ascertain the quantity of debris left after each group
has used the field and asserted his belief that the
League should take responsibility for the clean-up of the
site.
Elsa Ingalls, 21900 Barton Road, Grand Terrace; applauded
the success of the Chamber's May 11, 1993 breakfast
meeting and expressed appreciation to the Councilmembers
who attended the event. She reported that the May 13th
Mixer was held at Grand Terrace Hardware, commenting that
approximately 35-50 people were in attendance. She
remarked that the Hardware store is currently going -out -
of -business but expressed hope that the business would
remain in the City. She indicated that flyers regarding
Grand Terrace Day events would be distributed to each
residence in the City by the Citizens Patrol. She stated
that the Chamber will hold a Mixer on Friday, June 4, at
the Terrace Village RV Park, adding that the Chamber is

requesting food establishments in Grand Terrace to donate
food for the Mixer. She invited the public to attend the
week's events and reported that the Chamber Ambassadors
will sponsor a White Elephant Sale on June 5. She added
that the Chamber is seeking donations of new or used
items for the Sale and will collect the items at the
Chamber Office or at 22545 Barton Road. She indicated
further that the Chamber will install new officers on
June 30, 1993 at the San Bernardino Radisson, adding that
the public is invited to attend. She stated that the
Chamber has not planned any events for July but commented
that the Golf Tournament is scheduled for August 27, 1993
at Norton Air Force Base, inviting any interested golfers
to participate.
Ed O'Neal, 22608 Minona Drive, Grand Terrace; revealed
that a City resident was recently cited for allowing his
dog to roam freely. He remarked that the cited party
sent a check in the amount of $25 in payment of the
ticket to the County Public Health Office, but the check
was returned. He commented that the party was then
advised of a court date, explaining that the cited party
was then assessed $135. He remarked that he contacted
San Bernardino County Animal Control to verify the bail
amount. He advised the public to keep their animals
confined, clarifying that the first offense is $135.
Michael Dean, 12524 Reed Avenue, Grand Terrace; speaking
in his capacity as President of the Colton/Terrace Little
League, defended the, commenting that the organization
does not drag the field since there is no water available
for that purpose. He added that League managers clean
the field and dump the trash after each night's play,
clarifying that managers who do not comply with the
cleanup are suspended. He stressed the League's current
and past efforts to cooperate with the City, citing that
the League supplied a lock for the ballfield lights and
delivered keys to the City. Commenting that the League
has done numerous repairs on the field, he reiterated
that the League keeps the field clean and invited Council
to inspect the field following the League games. He
recommended that anyone with comments regarding the
League or the condition of the field contact him. He
emphasized that the Colton/Terrace Little League provides
service to over 700 children and remarked that games are
held Monday - Saturday.
Mayor Matteson, directed City staff to investigate the
matter.

ORAL REPORTS
5B. Council Reports
Mayor Matteson, welcomed newly appointed Planning
Commissioner, Matthew Addington and announced that
the Grand Terrace Child Care Center is holding a
fund-raiser. He remarked that the Center is
selling tickets to Disneyland for any day during
the month of June 1993, with the exception of
Saturdays, at a cost of $20, adding that tickets
can be obtained at the Center or at the City
Manager's Department.
Councilmember Carlstrom, reported that he attended
the monthly SANBAG meeting and indicated that he
learned SANBAG anticipates a 5.4% deficit in their
budget, explaining that over a period of 20 years,
if the deficit trend continues, the budgetary loss
will total $40 million. He clarified that SANBAG's
budget cuts will affect Grand Terrace with regard
to the studies SANBAG has planned for the I-215
freeway widening project. He stressed that the
City needs to tenaciously assert its interest in
the I-215 project. He reported further that
deadlines for the Transportation Control Measures
(TCM), the air quality measure encouraging a
reduction in vehicle trips through carpooling and
bicycle riding, are approaching. He remarked
further that the TCM also contains provisions for
the inclusion of bike parking in new developments.
Councilmember Hilkev, extended appreciation to
Grand Terrace Fire Station No. 23 for a class on
first -aid that was given to Mrs. Hilkey's Cub Scout
Pack. He recommended that any group interested in
learning about safety contact Grand Terrace's Fire
Station for a class or a Station tour. He
announced that the One Dollar Store recently opened
in the City, adding that the store stocks many
useful items at low prices. He praised the flyer
published by Grand Terrace Hardware, remarking that
he has found items at that store at reasonable
prices that he could not obtain elsewhere. He
reported that the General Plan Task Force has been
assembled to study the General Plan of the City and
commented that anyone with concerns regarding the
General Plan and the future of the City can contact
any of the following Task Force members: Tamara
Avila, Colton School District; Lee Ann Garcia,

community representative; Jo Ann Johnson, Seniors;
Phyllis Sternberg, business community
representative; Mary Trainor, representing the
Chamber of Commerce; Doug Wilson, Planning
Commission; or Councilmember Herman Hilkey. He
explained that the G.T.I. Market situation and the
intersections of Westwood and Brentwood, Grand
Terrace Road and Mt. Vernon, and Honeyhills Drive
and Barton Road are before the Task Force,
encouraging citizens to contact the Task Force
representatives regarding concerns about other
matters in the community. He reported that the Sub
Depot in Grand Terrace donated food for the Task
Force session that was held at City Hall on
Saturday, May 8, 1993. He commented that he
attended the latest Omnitrans meeting and expressed
his desire that the staff organize a survey of
Grand Terrace bus users. He explained that the
company assigned a new route in Fontana rather than
in Grand Terrace, adding that the company justified
the route assignment by declaring that there are no
bus riders in Grand Terrace. He revealed that the
company asserted that Riverside Transit, which
currently serves the City, is sufficient to meet
the needs of Grand Terrace. He stated further that
the company requested information regarding the bus
riders in the community. He remarked that a
survey will appear in either the Chamber's or the
City's next newsletter.
Councilmember Carlstrom, stressed the importance of
the issue, citing that seniors in Grand Terrace
have no transportation to pharmacies but expressing
optimism for acquiring a route through Grand
Terrace and into the Cooley Ranch area.
Mayor Matteson, mentioned that drug stores will
pickup and deliver prescriptions, commenting that
seniors can call the stores.
Councilmember Hilkey, asserted that the bus route
through Grand Terrace (Route 2) was scheduled for
implementation in 1993 but remarked that it was
postponed and the Fontana route was instituted. He
expressed satisfaction that the cable company
character generator is in operation yet questioned
the status of the remaining equipment that the
Comcast company is to supply to the City.

City Manager Schwab, reported that Comcast has
ordered the equipment and will be available in
approximately two weeks. He indicated that the
company seems committed to comply with the City's
requirements.
Mayor Matteson, inquired regarding the audio
quality of the cable broadcast.
City Manager Schwab, responded that he has received
information that a minor hum still exists on the
broadcast but indicated that the sound quality has
improved to acceptable levels.
Councilmember Hil e , questioned whether City staff
will be inputing advertisements and other
information on the character generator.
City Manager Schwab, replied that City staff
currently operates the character generator but
clarified that Comcast will continue to input paid
advertisements.
Councilmember Hilke , questioned whether the
character generator could be utilized to broadcast
information in an emergency.
City Manager Schwab, commented that the Agenda for
the City Council Meetings has been input on the
system, adding that the results of the Council's
vote on each item will be aired promptly. He
asserted that the generator will enable the City to
communicate with the residents in the event of an
emergency but stressed that paid advertisements
will remain under the jurisdiction of Comcast. He
explained that City staff will input information on
the system to notify the community of events or
issues.
Mayor Pro Tem Christianson, congratulated Matthew
Addington on his appointment to the Planning
Commission and extended appreciation to all the
applicants. He indicated that those applicants
will be considered for future openings on the
Planning Commission. Furthermore, he noted that
Mr. Addington was replaced as a member of the
General Plan Task Force upon his Commission
appointment by Mary Trainor, who will represent the
Chamber of Commerce and offered congratulations to
Ms. Trainor. He remarked that the surge of

Citizen Patrol Academy graduates and the
acquisition of the new patrol car has enabled the
Citizen Patrol to circulate throughout the City as
late as 9:00 p.m. He thanked the Historical and
Cultural Activities Committee for sponsoring the
May 2, 1993 Fine Art Show. He congratulated the
Grand Terrace Soccer Club for their success,
commenting that the All -Star Team recently
participated in the Corinthian Spring Tournament in
Rialto, winning the championship. He requested an
update on the status of Pico Park.
Assistant City Manager Anstine, reported that the
City plans to solicit public bids during the week
of May 17, explaining that the City opposed the San
Bernardino County Health Department's mandate that
the City tile the concession stand but expressed
optimism that the matter will be resolved in time
to allow the bid process to proceed. He suggested
that Council establish a date to perform the
groundbreaking ceremony. He indicated that staff
intends to award the construction contract at the
June 10, 1993 City Council Meeting.
Councilmember Sinaley, expressed concern regarding
the cancellation of the May 27, 1993 City Council
Meeting, citing the importance of budget
discussions before the budget hearing dates of June
7 and June 9. He invited the public to attend the
budget hearings. He reminded the public that Grand
Terrace Days will be held from June 1 - June 5. He
reported that a half -cent sales tax measure
(Measure U) will be placed on the ballot on June 8,
remarking that representatives from the Sheriff's
Department plan to attend City Council Meetings to
support the measure and expressing his belief that
the representative was to attend the May 27, 1993
City Council Meeting. He explained that Measure U
advocates for the continuation of the half -cent
sales tax surcharge, which is to be utilized to
provide funds for the criminal justice system and
community colleges within San Bernardino County.
He indicated that without the funding of Measure U,
the Sheriff's Department, Grand Terrace's law
enforcement, will lose 470 employees. He urged the
community to vote on the issue.
Mayor Matteson, clarified that of the two half -cent
sales taxes, one originates from the State and the
other from the County. He added that if Measure U

passes and the State levies the other half -cent
increase, the sales tax will rise to 8 1/4%. He
warned that Councilmembers cannot accept the offer
for a free ride on the Metrolink.
City Attorney Harper, remarked that the California
Constitution precludes any elected public official
from receiving any free or discount fares on any
transportation system in the State. He explained
that the acceptance of such an offer would
precipitate not only the forfeiture of the public
office but would potentially invite criminal
charges.

Mayor Matteson opened discussion to the public, there
being none, he returned discussion to Council.

Chairman Matteson adjourned the City Council meeting at
7:30 p.m. to the Joint Community Redevelopment
Agency/City Council Closed Session.
Mayor Matteson reconvened City Council meeting at 7:50
P.M.
Mayor Matteson announced that Council went into Closed
Session to discuss potential litigation regarding the
Redevelopment Agency Amended Settlement Agreement. No
decisions were made.

Mayor Matteson adjourned the City Council Meeting at 8:30
p.m., until the Special CRA/City Council Meeting, which
is scheduled to be held on Wednesday, May 26, 1993.
