05/26/1993CITY OF GRAND TERRACE CITY COUNCIL MINUTES SPECIAL COUNCIL MEETING - MAY 26, 1993 A special meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on May 26, 1993 at 6:00 P.M. PRESENT: Byron Matteson, Mayor Ronald Christianson, Mayor Pro Tempore Gene Carlstrom, Councilmember Herman Hilkey, Councilmember Jim Singley, Councilmember Thomas J. Schwab, City Manager Brenda Stanfill, City Clerk Joe Kicak, City Engineer Sgt. Howell, Sheriff's Department ABSENT: Randall Anstine, Assistant City Manager Patrizia Materassi, Planning Director Phil Bush, Finance Director John Harper, City Attorney The meeting was opened with invocation by Pastor Salim Elias, Azure Hills, Seventh-Day Adventist Church, followed by the Pledge of Allegiance led by Mayor Pro Tem Christianson. Mayor Matteson convened City Council meeting at 6:00 P.M. Mayor Matteson reconvened City Council meeting at 6:10 P.M. ITEMS TO DELETE 2B. Introduction of General Plan Task Force Members City Manager Schwab indicated that several members of the Task Force were unable to attend the meeting and announced that the introductions would occur at the June 10, 1993 regular City Council meeting. SPECIAL PRESENTATIONS 2A. Mayor Matteson announced that Mr. J.R. Ford and family of 22640 Eton Drive are the recipients of the April 1993 Recycling Family of the Month Award and of local merchant gift certificates from True Value Hardware, Domino's Pizza, and Dimitri's restaurant. Paul Benson Operations Division Chief Fire Warden Department, discussed the impact of the proposed State budget on fire protection in San Bernardino County and specifically, in the City of Grand Terrace. He commented that fire protection district CSA 38, which serves the Grand Terrace Area, has an annual operating budget of $9 million but revealed that the State plans to reduce CSA 38 funds by $5 million. He reported that the department is currently researching avenues to offset the budgetary loss to the department while maintaining adequate fire protection for the citizens of Grand Terrace and the County. He cited the possible implementation of a cost collection program, which will involve revenue collection from negligence or violations of vehicle codes that occur on the State's highways that involve a response by the fire department, in addition to the introduction of a fire service benefit assessment. He commented that the assessment will allow the department to regenerate $2.8 - $3 million of the anticipated $5 million budgetary loss and remarked that the cost collection program will enhance the revenue generated by the assessment, enabling the fire department to restore some personnel and services. He announced that the assessment proposal will go before the Board of Supervisors on June 8, 1993. Mayor Matteson, questioned the potential amount of the assessment. Paul Benson operations Division Chief Fire Warden Department, remarked that the department would report back to Council prior to June 8, 1993 regarding the amount of the assessment to be levied against each parcel in the district. Mayor Pro Tem Christianson, inquired whether the Board of Supervisors could impose the assessment or whether the assessment would be decided by election. Paul Benson Operations Division Chief Fire Warden Department, explained that the matter will be heard by the Board of Supervisors on June 8, commenting that following the public hearing of the 8th, there will be a 45-day protest period. He remarked that July 27, 1993 will be the final date for action on the item, indicating that if more than five percent Council Minutes - 05/26/93 Page 3 of the voters protest the assessment, the Board can reject the issue or send the matter to a general election. Otherwise, he added, the Board can act on the issue. Explaining that the department incurred a reduction in their General Fund budget in 1992, he asserted that the assessment is a necessity. Councilmember Sin le , stressed the importance of fire services, citing the upcoming, potentially severe fire season. He encouraged the public to contact their elected officials to protest the budget, urging the public to endorse the assessment in order to maintain fire protection services in the County. CONSENT CALENDAR CC-93-59 MOTION BY COUNCILMEMBER HILKEY, SECOND BY COUNCILMEMBER CARLSTROM, CARRIED 5-0, to approve the remainder of the Consent Calendar with the removal of Item 3G. and with the May 13, 1993 City Council Minutes (Item 3D.) amended to indicate that the City Council Meeting of May 13, 1993 was adjourned to the Special City Council Meeting of May 26, 1993. Abandoned Vehicle Abatement Resolution CC-93-51 MOTION BY COUNCILMEMBER HILKEY, SECOND BY COUNCILMEMBER CARLSTROM, CARRIED 5-0, to adopt the Resolution that establishes a service authority for the abatement of abandoned, junk, and inoperative vehicles, provides for a one dollar ($1.00) vehicle registration fee to be Council Minutes - 05/26/93 Page 4 utilized for the purpose of abating abandoned, junk, and inoperative vehicles in the incorporated area of the City of Grand Terrace, and directs the Mayor and City Council to endorse the creation of a service authority by the San Bernardino County Board of Supervisors. PUBLIC COMMENT Debra Mueller, 22608 La Paix, Grand Terrace; announced that the Grand Terrace Days celebration begins on June 1 and culminates on June 5 with the Parade, Fair, and a barbecue at JB's restaurant. She commented that the Parade will begin at 9:00 a.m on June 5, 1993 at the corner of Barton Road and Vivienda. She remarked that the parade will travel east on Barton, turn south on Mt. Vernon, and conclude at the Fair site at Terrace Hills Junior High School on De Berry. She recommended Barton Road near Mt. Vernon as the best location for the viewing of the parade. She announced that there are 61 entries in the parade, featuring two marching bands, two equestrian groups, dignitaries, drill teams, majorettes, marching groups, clubs and organizations, and special guest, Mickey Mouse. She added that Mickey Mouse will walk the parade route with 150 children and adults from the Grand Terrace Child Care Center, explaining that Mickey Mouse's entry in the parade serves to promote a fund-raising sale by the Child Care Center of discount Disneyland tickets ($20) for the month of June 1993. Inviting the public to the Grand Terrace Days celebration, she announced that Barney the Dinosaur will appear at the Fair, remarking that the Fair will be held from 10:00 a.m. to 3:00 p.m. She commented that Fair events will include line dancing demonstrations with audience participation at 11:45 a.m., a karaoke sing along, square dancers at 1:00 p.m., hot air balloon rides (weather permitting), a petting farm, crafts, games and pony rides, disaster preparedness products and locks and alarms for sale, the appearance of McGruff, Smokey, and the Sheriff's Department, fire fighting displays, the Library's used book sale, and the Chamber of Commerce's White Elephant Sale. Dick Rollins, 22700 De Berry Street, Grand Terrace; expressed dissatisfaction with the construction of a 36,000 square foot, $1.25 million structure in Victorville to house the California State Department of Social Services. Mayor Matteson, related that he and the City Manager attended a meeting with Mayors, City Managers, Council Minutes - 05/26/93 Page 5 Assemblymen, and Senators regarding the increase in the welfare rolls. He indicated that the swelling of the welfare roll is depleting funding for other State programs and services. ORAL REPORTS 5A. Committee Reports 1. Crime Prevention Committee (a) Minutes of 4/12/93 CC-93-61 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER CARLSTROM, CARRIED 5-0, to accept the Crime Prevention Committee Minutes of April 12, 1993. (b) Report on Graffiti Control Dick Rollins, 22700 De Berry Street, Grand Terrace; as a member of the Crime Prevention Committee, reported that graffiti has not yet become a serious problem in the City and related that City staff has been able to remove graffiti as it has appeared. He indicated that many cities with populations from 100,000 to 200,000 have found it more cost-effective to contract with graffiti removal companies to combat the graffiti problem. He revealed further that the City plans to purchase seal coat, which will be demonstrated by a graffiti removal company. He commented that the Chamber will paint block walls in the City on June 9, 1993, adding that the graffiti removal company will come to the City on that date and will spray a portion of those* walls with a graffiti guard - a clear, wax sealer - free of charge. He added that those coated walls can be easily washed with a high pressure washer and remarked that the sealer can be purchased for $29.50 per gallon, explaining that each gallon will cover 150 - 250 square feet. He reported that the Citizens Patrol units report graffiti and a file is maintained regarding the amount of graffiti in the City. He remarked that the graffiti removal Council Minutes - 05/26/93 Page 6 company eradicates graffiti in 48 hours at a cost of $22.50 per call. He indicated that the company has the technology to match the paint color with the color of the wall. He stated that the combined efforts of the Chamber, Citizens Patrol, and the Crime Prevention Committee, will help keep Grand Terrace free of graffiti. 2. Historical and Cultural Committee (a) Minutes of 5/3/93 CC-93-62 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER CARLSTROM, CARRIED 5-0, to accept the Historical and Cultural Committee Minutes of May 3, 1993. 3. Emergency Operations Committee (a) Minutes of 2/16/93 CC-93-63 MOTION BY MAYOR PRO TEM CHRISTIANSON, SECOND BY COUNCILMEMBER HILKEY, CARRIED 5-0, to accept the Emergency Operations Committee Minutes of February 16, 1993. 5B. Council Reports Mayor Matteson, announced that the Grand Terrace Child Care Center is selling tickets for Disneyland and added that the tickets can be used throughout the month of June, with the exception of Saturdays. He commented that tickets are available for purchase for $20 from the Child Care Center or from the City Manager's office at City Hall. Mayor Pro Tem Christianson, reported that the Grand Terrace Soccer Club inquired whether the field at Pico Park would be available for use in August during the construction of the park. .city Manager Schwab, stated that he would investigate the proposed park construction schedule but commented that the existing fields will not be ready for use by August, adding that the City intends to hydroseed those fields. Councilmember Hilkey, reported that the Friends of the Library will sell new and used books at the Council Minutes - 05/26/93 Page 7 Grand Terrace Days Fair on Saturday, June 5, 1993 from 10:00 a.m. to 3:00 p.m. He commented that childrens' and adults' fiction and non-fiction books will be available at the book sale, remarking further that classical and collectable records and motivational tapes will also be available for purchase. He indicated that he has been working with the Chamber to develop a program to encourage businesses to remain in the City, adding that the program is sponsored by Southern California Edison. He remarked that the program will provide struggling businesses with a phone number that will connect them to a committee, consisting of Council, Chamber, and local business representatives, which is designed to assist local businesses remain solvent. He reported that the program has been successfully implemented in the Corona/Norco area. He recommended that the business assistance committee consist of John Eliot, Chamber of Commerce, Jim Burns and Bruce Cash, business owners in Grand Terrace, the City Manager, and a Councilmember, volunteering his services as the Council representative. He indicated his intention to return the matter to Council at the June 10, 1993 City Council meeting for review and approval. He asserted that the plywood on the G.T.I. Market does not meet safety standards and stressed his belief that the structure is an eyesore and a health hazard, explaining that the plywood does not prohibit access to the building. He requested that City staff investigate the type of material that the building owner must use to cover the glass doors. CLOSED SESSION Mayor Matteson announced that Council went into Closed Session to discuss potential litigation. No decisions were made.
