06/23/1993CITY OF GRAND TERRACE CITY COUNCIL MINUTES SPECIAL COUNCIL MEETING - JUNE 23 1993 A special meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on June 23, 1993 at 6:00 P.M. PRESENT: Byron Matteson, Mayor Ronald Christianson, Mayor Pro Tempore Gene Carlstrom, Councilmember Herman Hilkey, Councilmember Jim Singley, Councilmember Thomas J. Schwab, City Manager Brenda Stanfill, City Clerk Randall Anstine, Assistant City Manager Patrizia Materassi, Planning Director Phil Bush, Finance Director Joe Kicak, City Engineer ABSENT: John Harper, City Attorney Lt. Rodney Hoops, Sheriff's Department The meeting was opened with invocation by Mayor Pro Tem. Christianson, followed by the Pledge of Allegiance led by Councilmember Singley. Mayor Matteson convened City Council meeting at 6:00 P.M. Mayor Matteson reconvened City Council meeting at 6:10 P.M. SPECIAL PRESENTATIONS 2A. Recycling Family of the Month - May 1993_ Mayor Matteson announced that Mrs. Barbara Vahovick and family of 12680 Sandburg Way are the recipients of the May 1993 Recycling Family of the Month Award and of local merchant gift certificates from the Food Connection, Domino's Pizza, and Flowers By Yvonne. 2C. Presentation to Advocate School Students Community Services Officer Korgan thanked the Chamber of Commerce, the Sheriff's Department, and the City for their assistance with the Grand Council -Minutes - 06/23/93 Page 2 Terrace Days celebration. She praised the students of the Advocate School who participated in the Grand Terrace Days event, and Mayor Matteson presented the students with Certificates of Appreciation for their volunteer service. CONSENT CALENDAR CC-93-107 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER HILKEY, CARRIED 5-0, to approve the Consent Calendar. A. APPROVE CHECK REGISTER NO. 062393 B. RATIFY 06/23/93 CRA ACTION C. WAIVE FULL READING OF ORDINANCES ON AGENDA D. APPROVE 6/07/93 AND 6/10/93 MINUTES E. BID AWARD - STREET SWEEPING F. SALARY RESOLUTION INCORPORATING TITLE CHANGES FOR PERSONNEL G. YEAR END BUDGET ADJUSTMENTS - FY 1992-93: 1. INCREASE ESTIMATED REVENUE $18,960 TO REFLECT FORFEITED DEPOSITS 2. INCREASE ESTIMATED REVENUE $40,641 FOR FEMA MONIES REIMBURSEMENTS 3. INCREASE APPROPRIATION $28,000 FOR INSURANCE AND SURETY BONDS 4. INCREASE APPROPRIATION $15,000 FOR CHILD CARE CENTER SALARIES 5. INCREASE APPROPRIATION $26,737 FOR STORM DRAIN DAMAGE REPAIRS PUBLIC COMMENT Bruce Cash, Vice President - Elect, Grand Terrace Chamber of Commerce; reported that the Chamber of Commerce raised $2,042 during the Grand Terrace Days event, remarking that many businesses in the City participated in the celebration by providing products and services for parade entrants. He commented further that June 19, 1993 was the Grand Terrace Days "Brush Off" graffiti painting party, adding that many members of the City assisted in painting over graffiti located between the Fire Station and Pico Street on Mt. Vernon. He related that 105 gallons of paint were used, adding that the Chamber intends to continue the program. He commented that the Council Minutes - 06/23/93 Page 3 Chamber has established a fund for the purchase of paint to cover the remaining walls in the City, indicating that 17 businesses have donated a minimum of $50 toward the fund. He requested additional financial support, specifying that checks be sent to the Chamber of Commerce and adding that the minimum donation amount is $10.00. He announced that the new Chamber Board of Directors will be installed on June 30, 1993, remarking that the City's f irst Council and City Manager, Seth Armstead, will be honored. He announced that the next Chamber Mixer will be held on July 14, 1993 at the Highland Apartments from 5:00 to 7:00 p.m. He invited the public to participate in the August 27, 1993 Golf Tournament that will be held at the Palm Meadows Golf Course. He revealed that the cost will be $65.00, including lunch and green fees, and remarked that prizes will also be awarded at the Tournament. He commented that the reservation fee is non-refundable and suggested that interested parties contact the Chamber office for further details about the Tournament. ORAL REPORTS 5B. Council Reports Mayor Pro Tem Christianson, announced that San Bernardino County is sponsoring a graffiti removal program on Saturday, June 26, 1993. Assistant City Manager Anstine, remarked that a number of cities from the County are participating in the graffiti removal program, adding that volunteers will meet at Grand Terrace City Hall at 7:00 a.m. to abate graffiti throughout the City. He remarked that the volunteers will remove any graffiti remaining following the Chamber's graffiti removal program. Councilmember Carlstrom, commented that the State is in the process of balancing the Budget and expressed concern that the State will raid the City's funds further, urging the City to protect the City's revenue. PUBLIC HEARING 6A. An ordinance of the City Council of the City of Grand Terrace Amending Title 4 of the Municipal Code and Establishing a comprehensive schedule for Fees Taxes and Fines for Permits Licenses Council Minutes - 06/23/93 Page 4 services, Facilities, and Activities Provided by - the City of Grand Terrace._ CC-93-108 MOTION BY MAYOR PRO TEM CHRISTIANSON, SECOND BY COUNCILMEMBER CARLSTROM, CARRIED 5-0, to continue the first reading of the Ordinance amending Title 4 of the Municipal Code and establishing a comprehensive schedule for fees, taxes, and fines for permits, licenses, services, facilities, and activities provided by the City of Grand Terrace to the regularly scheduled City Council Meeting of July 8, 1993 at 6:00 p.m. 6B. Negative Declaration E-9 -08 lCity Entry Wall Treatment - Cal Trans Proiect) Mayor Matteson opened discussion to the public, there being none, he returned discussion to Council. CC-93-109 MOTION BY MAYOR PRO TEM CHRISTIANSON, SECOND BY COUNCILMEMBER CARLSTROM, CARRIED 5-0, to adopt the Resolution approving the Negative Declaration for the City entry treatment (E-93-08), including street landscaping, median, sign, and block wall. NEW BUSINESS 8A. Regional Transportation Im rovement Program RTIP CC-93-110 MOTION BY COUNCILMEMBER HILKEY, SECOND BY MAYOR PRO TEM CHRISTIANSON, CARRIED 5-0, to adopt the Resolution approving projects to be included in the 1993-99 Regional Transportation Improvement Plan (RTIP) amendment. 8B. Transportation Control Measures Resolution CC-93-111 MOTION BY MAYOR PRO TEN CHRISTIANSON, SECOND BY COUNCILMEMBER CARLSTROM, CARRIED 5-0, to adopt the Resolution committing to develop the local portion of the Transportation Control Measure Subregional Implementation Program in accordance with the requirements of the 1991 South Coast Air Quality Management Plan and the 1992 Federal Attainment Plan for Carbon Monoxide. �1 Council Minutes - 06/23/93 Page 5 ORDER OF ADJOURNMENT Mayor Matteson adjourned the City Council Meeting at 6:45 p.m., until the regular CRA/City Council Meeting, which is scheduled to be held on Thursday, July 8, 1993.
