CITY COUNCIL MINUTES
REGULAR MEETING - JULY 8, 1993
A regular meeting of the City Council of the City of Grand Terrace
was called to order in the Council Chambers, Grand Terrace Civic
Center, 22795 Barton Road, Grand Terrace, California, on July 8,
1993 at 6:10 P.M.

The meeting was opened with invocation by Mayor Pro Ten
Christianson, followed by the Pledge of Allegiance led by
Councilmember Carlstrom.
CLOSED SESSION
Mayor Matteson announced that Council went into Closed
Session to discuss personnel matters and potential
litigation involving the City of Grand Terrace v. OMG.
No decisions were made.
Mayor Matteson convened City Council meeting at
7:05 P.M.
Mayor Matteson reconvened City Council meeting at
7:15 P.M.

2A. Certificate of Commendation - Frank Perez
City Manager Schwab reported that Mr. Perez could
not attend the meeting but would be awarded the
Certificate of Commendation at the August 12, 1993
City Council Meeting.

SPECIAL PRESENTATIONS
2B. Presentation to Outgoing Chamber President from
Supervisor Riordan
Ed O'Neal, on behalf of Supervisor Riordan,
presented a Certificate of Appreciation to Elsa
Ingalls for her leadership and dedicated service as
the Grand Terrace Chamber of Commerce President
from November 1, 1991 to June 30, 1993.
CONSENT CALENDAR
CC-93-112 MOTION BY COUNCILMEMBER CARLSTROM, SECOND BY
COUNCILMEMBER SINGLEY, CARRIED 5-0, to approve the
remainder of the Consent Calendar with the removal of
Items 3E, 3G, and 3H.

CC-93-113 MOTION BY MAYOR MATTESON, SECOND BY COUNCILMEMBER
SINGLEY, CARRIED 5-0, to approve the re -bidding of the
Barton Road Improvement Plan since no bids were received
by the bidding deadline of July 6, 1993.
3G. Bid Award - Pico Park
CC-93-114 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY MAYOR PRO TEM
CHRISTIANSON, CARRIED 5-0, to reject all bids received on
July 6, 1993 for the Pico Park project as all bids were
in excess of the amount budgeted for the project and to
authorize the re -bidding of the Pico Park project.
3H. Refuse -Exemption O'Neal
Ed O'Neal, 22608 Minona Drive, Grand Terrace; indicating
that he previously worked as Supervisor Riordan's
recycling staff person, remarked that he has attempted to

achieve 1001% recycling. Citing that he adjusted his
living habits and utilizes a chipper, a fireplace, and
composting to eliminate waste, he asserted that he has
attained over 90% recycling. He commented that he
requested that B.F.I. discontinue service to his
residence but stated that he received a notice informing
him that refuse collection is mandatory in Grand Terrace.
He voiced frustration for being compelled to pay for a
service he does not use. He suggested that the City
create a Utilities Commission to perform research and to
make recommendations to Council regarding all public
utility issues.
CC-93-115 MOTION BY COUNCILMEMBER CARLSTROM, SECOND BY MAYOR
MATTESON, CARRIED 5-0, to grant Mr. O'Neal an exemption
from mandatory refuse collection.
PUBLIC COMMENT
Debra Mueller, 22608 La Paix, Grand Terrace; remarked
that she had intended to file for a refuse collection
exemption but did not. She commented, however, that she
was exempted from curbside recycling, indicating that she
has also achieved 90% recycling yet revealing that she
has reduced her recycling efforts in order to make the
mandatory refuse collection cost-effective.

CC-93-116 MOTION BY MAYOR MATTESON, SECOND BY COUNCILMEMBER
SINGLEY, CARRIED 5-0, to appoint Judy McBride as a
regular member of the Historical and Cultural Committee,
with the term to expire June 30, 1994.

CHRISTIANSON, CARRIED 5-0, to accept the Historical and
Cultural Committee Minutes of June 7, 1993.

5B. council Reports
Mayor Matteson, reporting that two Councilmembers
will be unable to attend the July 22, 1993 City
Council Meeting, announced the cancellation of the
July 22, 1993 meeting. He indicated that the next
City Council meeting will be August 12, 1993 unless
a Special Meeting is called.
CC-93-118 MOTION BY MAYOR PRO TEM CHRISTIANSON, SECOND BY
COUNCILMEMBER CARLSTROM, CARRIED 5-0, to cancel the July
22, 1993 City Council Meeting.
City Attorney Harper, advised that a bond issue may
necessitate the calling of a Special Meeting.
Mayor Pro Tem Christianson, referring to
correspondence from Stater Brother's security,
suggested that the City develop an ordinance
prohibiting skateboarding.
Mayor Matteson, requested that staff investigate
the issue and return the matter to Council.
city Manager Schwab, indicated that the City has
experienced some difficulties with skateboarders.
Mayor Matteson, inquired whether the City has an
ordinance prohibiting skateboarding.
City Manager Schwab, replied in the negative.
Mayor Matteson, questioned the method the City uses
to curtail problem skateboarders.
Lt. Rodney Hoops, responded that the skateboarders
are cited under public nuisance and trespassing
laws. He indicated that the Sheriff's Department
has requested that the Bank of America and Stater
Brother's post signs that will read "Skateboarding
prohibited under Penal Code Section 602. All
violators will be prosecuted." He revealed that
the Sheriff's Department has met with concerned
parents, adding that most of the skateboarding
issues have been resolved.
Mayor Pro Tem Christianson, in reference to a
letter Council received regarding the Jumpers on
Barton Road, indicated that the Sheriff's
Department is addressing the issue. 0

Councilmember Carls rom, reported that he attended
the monthly SANBAG meeting on Wednesday, July 7,
1993, remarking that the meeting marked the 20th
anniversary of the formation of the organization.
He also commented that the SANBAG budget was
discussed, remarking that revenue from Measure "I"
and Proposition 111 has diminished. He expressed
his opinion that the State balanced its budget at
the expense of the cities and counties and voiced
concern regarding Grand Terrace's loss of revenue.
Councilmember Singlev, remarked that he attended
the Grand Terrace Chamber of Commerce Installation
Dinner on June 30, 1993 with the Mayor, Mayor Pro
Tem, and the City Manager. He reported also that
the CDF Fire District and Water Assessments will
not be levied against the public.
Councilmember Hilkey, indicated that a Transit
Needs Survey to determine potential bus ridership
in the City will appear in the Fall edition of the
community newsletter. He indicated that at the
Omnitrans meeting he discovered that Metrolink will
open a station in Highgrove prior to 1995,
speculating that the commuter rail will enhance the
possibility of establishing a bus route through
Grand Terrace.
Mayor Matteson, expressed opposition to the
Highgrove station location, citing the potential
traffic increase through Grand Terrace.
PUBLIC HEARING
6A. An Ordinance of the Citv Council of the Citv of Grand
Terrace Amending Title 4 of the Municipal Code and
Establishing a Comprehensive Schedule for _Fees, Taxes,_
and Fines for Permits Licenses Services Facilities
and Activities Provided by the City of Grand Terrace.
CC-93-119 MOTION BY MAYOR PRO TEM CHRISTIANSON, SECOND BY
COUNCILMEMBER CARLSTROM, CARRIED 5-0, to continue the
Public Hearing for the first reading of the Ordinance
amending Title 4 of the Municipal Code and establishing
a comprehensive schedule for fees, taxes, and fines for
permits, licenses, services, facilities, and activities
provided by the City of Grand Terrace to the regular City
Council meeting of August 12, 1993.

6B. Landscaping and Street Lighting District 89-1
Mayor Matteson opened discussion to the public, there
being none, he returned discussion to Council.
CC-93-120 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER
CARLSTROM, CARRIED 5-0, to adopt the Resolution
confirming a diagram and assessment and providing the
annual assessment levy after formation of a district and
to levy the annual Assessment for Landscaping and Street
Lighting District No. 89-1 for the Fiscal Year 1993-94.
NEW BUSINESS
8A. Measure I Capital Improvement Program
CC-93-121 MOTION BY COUNCILMEMBER CARLSTROM, SECOND BY
COUNCILMEMBER SINGLEY, CARRIED 5-0, to approve the
Resolution adopting the five-year Capital Improvement
Program and twenty-year Transportation Plan.
8B. Consider Naming Park Site at 22627 Grand Terrace Road
CC-93-122 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER
CARLSTROM, CARRIED 5-0, to approve the naming of the park
site at 22627 Grand Terrace Road "Susan Petta Memorial
Park."
ORDER OF ADJOURNMENT
Mayor Matteson adjourned the City Council Meeting at 8:00
p.m., until the next regular CRA/City Council Meeting,
which is scheduled to be held on Thursday, August 12,
1993.
