Item 1: The meeting was called to order at 5:10 p.m. by Chairman Tickner.
Item 2a: The meeting Agenda for January 2, 2018 was approved, and the minutes for
December 5, 2017 were approved with the date correction.
Item 2b: Discuss implementation of CERT program.
• Chairman Tickner requested updated information regarding the new proposed
CERT training dates scheduled for March, from San Bernardino Emergency.
• Planner Aguirre stated the request has been made to have the scheduled
training dates in March moved by one week, via phone call messages and e-
mails. The City is pending a response from the San Bernardino Emergency
Officer Michael Ramirez and the new Emergency Officer John Ferdon.
• Chairman Tickner would like to have the CERT training dates confirmed as soon
as possible to get the training information distributed to the residents who signed
up for the training, and to prepare formal media announcements.
• Chairman Tickner stated we need to get information from the San Bernardino
Emergency Officers regarding the equipment we need for the training. We might
have some items of the CERT trailer, but we must identify if the equipment is in
operable condition and fire extinguisher certifications are current.
• Chairman Tickner and Committee Member Bennett proposed a CERT training
time from 9:00 a.m. to 5:00 p.m. Planner Aguirre will coordinate with John
Ferdon to see if the proposed training time is accepted.
• Chairman Tickner recommended to have the class at the Community Room, give
people a break for lunch and meet at the Fire Department for outdoor training
activities.
• Chairman Tickner proposed secondary CERT training dates for May 5, 12 and
19. Planner Aguirre will coordinate with John Ferdon.

Item 2c: CERT Trailer inventory
• Chairman Tickner recommended to have the CERT trailer inventory on Sunday
January 21, 2018. Inventory will include documenting equipment, supplies and
disposing expired items.
• Committee Member Pfennighausen stated that all the CERT trailers and shed
should have a key cabinet that is only accessible to EOC Volunteers and City
Employees.
• Chairman Tickner will do a site visit to the CERT trailer located at the Fire
Station, to verify the lock number is working and retrieve the keys.
• Chairman Tickner would like for Planner Aguirre to obtain additional information
from the San Bernardino Emergency Officer to identify if we need any training
medical supplies. The CERT trailer is expected to have expired medical items
that may be acceptable to use for training purposes.
• Committee Member Parsons asked for clarification regarding the location of the
CERT trailer and Chairman Tickner explained the idea is to inventory one trailer
at the time at the Fire Station because the City yard is not accessible.
• Committee Member Pfennighausen stated that the Fire Department has several
items stored that belong to the City and wants to get a list of such items.
Chairman Tickner explained we will get that information and share to the San
Bernardino Emergency Officer.
• Committee Member Pfennighausen stated it is necessary for the Fire Department
and the Sheriff Department to attend the EOC Volunteer meetings. Chairman
Tickner stated we can extend an invitation but we can not demand their
attendance. Committee Member Bennett recommended to reach out specifically
to the person in charge of servicing Grand Terrace.
Item 2d: EOC meeting time schedule
• Chairman Tickner is proposing to keep the EOC Volunteer meeting time as
scheduled, until we have a better understanding of the CERT volunteer group.
Item 2e: AM 1640
• Chairman Tickner stated he has tested the radio frequency distance and the
City's radio announcements can be heard as far as Loma Linda.
• Committee Member Pfennighausen would like to add a radio announcement for
the upcoming Blue Mountain Hike, including adding an add in the GT
Newspaper.

• Committee Member Pfennighausen thinks some of the spots on the radio are
outdated and need to be revised and re-recorded.
• Chairman Tickner and Committee Member Parsons stated they worked together
to change the spots for the Holiday and New Year season.
• Committee Member Parsons stated she does not think having young age radio
volunteer students is a good idea because someone will have to train them and
supervise them.
• Committee Member Bennett stated she came across an article that talked about
students already trained and using the opportunity for the students to obtain their
volunteer credits.
• Chairman Tickner and Committee Member Parsons will be recording spots for
the Blue Mountain Hike. Planner Aguirre will include the Blue Mountain Hike to
the next meeting Agenda.
Item 2f: Hand-held radios
• Committee Member Pfennighausen stated he will be coordinating with Planner
Aguirre to check on the radio batteries and would like to place an order to buy
additional batteries. Chairman Tickner stated the radio batteries will be an item
that will be put on hold because we need to find out how much money still
available and there will be other items we might need to purchase for CERT.
Item 3: Next regular meeting date scheduled for Tuesday, February 6, 2018.
