CITY COUNCIL MINUTES
SPECIAL COUNCIL MEETING - DECEMBER 16 1993
A special meeting of the City Council of the City of Grand Terrace
was called to order in the Council Chambers, Grand Terrace Civic
Center, 22795 Barton Road, Grand Terrace, California, on December
16, 1993 at 6:30 P.M.

The meeting was opened with invocation by Pastor Roger Greenwalt,
First Baptist Church of Grand Terrace, followed by the Pledge of
Allegiance led by Miss Grand Terrace, Camille Henderson.
Mayor Matteson convened City Council meeting at
6:30 P.M.
Mayor Matteson reconvened City Council meeting at
6:45 P.M.
Mayor Matteson announced that Item 8A. (Request for funds - Grand
Terrace Area Youth Basketball Club) would be discussed prior to the
Public Hearing.
SPECIAL PRESENTATIONS
2A. Recvcling Family f the Month - October 1993
Mayor Matteson announced that Maureen Alvarez and
family of 23020 Wren Street are the recipients of
the October 1993 Recycling Family of the Month
Award and of local merchant gift certificates from
The Food Connection restaurant, JB's Food and
Cocktails, and Flowers by Yvonne.

2B. Presentation to outgoing Little Miss Grand
Terrace
Mayor Matteson introduced outgoing 1992/93 Little
Miss Grand Terrace, Salina Guerrero. After Miss
Guerrero sang Jingle Bells, the Mayor presented her
with a plaque for her tenure as Little Miss Grand
Terrace. Mayor Matteson introduced Miss Casey
Squires, the 1993-94 Little Miss Grand Terrace, and
presented her with a key -shaped, City of Grand
Terrace pin and a name tag.
2D. Certificate of Commendation - Mar etta Ferre
Mayor Matteson presented Maryetta Ferre with a
Certificate of Commendation for Ms. Ferrets
dedication to the advancement of education in the
community.

PUBLIC COMMENT
Dick Rollins, 22700 De Berry Street, Grand Terrace;
speaking on behalf of the Crime Prevention Committee,
requested that Council establish a system to fine
graffiti perpetrators and reward informants. He
complimented the Chamber of Commerce and the City's
maintenance staff for their efforts in abating graffiti
in the City. Speaking on his own behalf, he suggested

that Pico Park, once it is completed, be given a name.
He announced that Toastmaster's Club 290 is in the
process of recruiting members and encouraged everyone to
join. He remarked that the Club meets in the City Hall
Community Room at 6:30 a.m. on Fridays.
Assistant City Manager Anstine, remarked that the City
currently has a reward program, explaining that the
program provides a cash reward to individuals who provide
the City with information that leads to the arrest and
conviction of a tagger.

5B. Council Reports
Mayor Pro Tem Christianson, reported that the
latest edition of the City newsletter, Terrace
View, has been mailed out. Praising the
lu publication, he encouraged the public to complete
the enclosed Readership Survey and return it to

City Hall. He announced that the Chamber of
Commerce is sponsoring a Christmas decorating
contest and urged the public to contact City Hall
at 824--6621 or the Chamber of Commerce office at
783-3581 for more information. He expressed his
belief that the Christmas decorating contest
deadline is Saturday, December 18, 1993. He
expressed dissatisfaction with the billing
practices of Comcast Cable, indicating that he had
been overcharged on two separate occasions. He
remarked that the cable rates changed on September
1, 1993 in accordance with the FCC regulations but
asserted that the subsequent cable bills have been
difficult to understand, citing that several bills
showed different totals although he had not changed
his service. He requested that the City Manager
invite Comcast to appear at a Council meeting in
January 1994 to explain their rates and cable
channel packages. He urged the public to examine
their Comcast bills closely.
Councilm mber Sin le , commended the Fire
Department for transporting Santa Claus throughout
the community. He requested that Lt. Hoops report
on law enforcement successes in the community and
praised the Sheriff's Department.
Lt. Hoops, reported that Grand Terrace and Loma
Linda have experienced an increase in burglaries
recently but remarked that the Sheriff's Detectives
at Central Station have apprehended two burglary
suspects, adding that the arrests have solved up to
six burglaries in Grand Terrace and six in Loma
Linda. He also reported that a deputy apprehended
a driver who was acting suspiciously, and the
subsequent investigation revealed that the vehicle
had been reported stolen from Nashville, Tennessee.
He added that further investigation led to the
recovery of weapons, $12,000 in cash, and
narcotics. He speculated that the suspect was
possibly en route to commit bodily harm against a
Grand Terrace resident. He indicated, however,
that the alertness and quick actions of the
arresting deputy prevented any mayhem. He added
that in 1991 the department conducted an
investigation that led to the arrest of a narcotics
suspect, commenting that the County of San
Bernardino was awarded $2,800 through the
California Asset Seizure Law and indicating that
$2,047 of that amount was granted to the City of

Grand Terrace for placement in the law enforcement
account fund.
Councilmember Hilkev, announced that the San Diego
branch of the Postal Service has approved the
City's zip code request, adding that the matter has
been directed to the San Francisco office. He
speculated that more information would be available
in January or February 1994. He invited Council
and interested members of the public to attend a
meeting with Omnitrans at 9:00 at the Omnitrans
office building, adding that the transit company
has three proposals for new bus service in the
City. He inquired as to the status of the
development of Pico Park.
Assistant City Manager Anstine, reported that the
Pico Park project is 3-4 weeks ahead of schedule,
remarking that the project has experienced very few
problems.
Councilmember Hilkev, questioned whether the park
would be available for use by the spring or summer.
Assistant City Manager Anstine, surmised that if
the project continues at its current pace, the park
should be available for play at that time.
Councilmember Hilkev, praised those on Orangewood
who decorated their houses for Christmas, adding
that the street also decorated for Halloween. He
expressed his belief that Comcast has a nationwide
monopoly on cable service, indicating his
dissatisfaction with Comcast and his desire to take
action in opposition to the company.
NEW BUSINESS
8A. Recuest for Funds - Grand Terrace Area Youth
Basketball Club
Michael Dean, 12524 Reed Avenue, Grand Terrace; speaking
as the President of the Grand Terrace Area Youth
Basketball Club, thanked Mr. Rollins for his suggestion
to change the name of Pico Park. He offered former
Councilmember Hugh Grant's name as a possibility for the
park name. He thanked Council, the City Attorney, and
the City Manager for their sponsorship of GTAYBC teams
and requested that the City provide $1, 080 to the Club to
- fund the rental of Colton Joint Unified School District's

Hubbs and McIntosh Gymnasium for the use of the players
for the 1994 basketball season. He requested that the
City notify GTAYBC of the cost of lighting the Pico Park
basketball courts, indicating the desire to be informed
about the cost in writing by January 8, 1994.
CC-93-169 MOTION BY MAYOR PRO TEM CHRISTIANSON, SECOND BY
COUNCILMEMBER HILKEY, CARRIED 4-0-1-0 (COUNCILMEMBER
CARLSTROM WAS ABSENT), to appropriate $1,080.00 for the
Grand Terrace Area Youth Basketball Club for use of the
Colton Joint Unified School District's Hubbs and McIntosh
Gymnasium.
PUBLIC HEARING
6A. First Reading - An Ordinance of the City of Grand
Terrace Adopting Zoning Amendment Z-93-02 to
ha ter 18.80 of Zoning Code -Signs, and Related
Barton Road Specific Plan Regulations. BRSPA-93-01,
and Including the Negative Declaration E-93-13
Mayor Matteson opened discussion to the public.
Jim Benson, 22310 Barton Road, Suite B, Grand Terrace;
speaking as the owner of the Sub Club Depot in Grand
Terrace, indicated opposition to the Ordinance as
insufficiently lenient, and revealing his belief that the
Ordinance should allow the use of truck/vehicle signs to
attract through traffic.
Gloria Serna, 22125 Grand Terrace Road, Grand Terrace;
speaking on behalf of Grand Terrace Chief Auto Parts,
spoke in favor of the Ordinance, indicating a belief that
A -frame signs will significantly increase customer volume
for the store.
Mayor Matteson returned discussion to Council.
CC-93-166 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY MAYOR PRO TEM
CHRISTIANSON, CARRIED 3-1-1-0 (COUNCILMEMBER HILKEY VOTED
NO, COUNCILMEMBER CARLSTROM WAS ABSENT), to approve the
first reading of the Ordinance, with attachments,
adopting Zoning Amendment Z-93-02 to Chapter 18.80 of
Zoning Code -Signs, and related Barton Road Specific Plan
regulations, BRSPA-93-01, and including the Negative
Declaration E-93-13 and to adopt the flier and Guidelines
for Painted Vehicle Signs.

being none, he returned discussion to Council.
CC-93-167 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY MAYOR PRO TEM
CHRISTIANSON, CARRIED 3-0-2-0 (COUNCILMEMBERS CARLSTROM
AND HILKEY WERE ABSENT), to approve the first reading of
the Ordinance implementing Transportation Control
Measures from the 1991 Air Quality Management Plan and
1992 Federal attainment plan for carbon monoxide.

CC-93-168 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER
HILKEY, CARRIED 4-0-1-0 (COUNCILMEMBER CARLSTROM WAS
ABSENT), to approve the Ordinance adopting Zoning
Amendment and associated Negative Declaration Z-93-03,
BRSPA-93-02, and E-93-10, Chapters 18.06, 18.20, 18.33,
18.76, and zoning and landuse maps, Barton Road Specific
Plan sign guidelines and development regulations to
incorporate previously approved policy changes to the
Code.
ORDER OF ADJOURNMENT
Mayor Matteson adjourned the City Council Meeting at 8:21
p.m., until the Regular CRA/City Council Meeting, which
is scheduled to be held on Thursday, January 13, 1994.
