02/10/1994CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR COUNCIL MEETING - FEBRUARY 10, 1994 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on February 10, 1994 at 6:00 P.M. PRESENT: Byron Matteson, Mayor Ronald Christianson, Mayor Pro Tempore Gene Carlstrom, Councilmember Herman Hilkey, Councilmember Jim Singley, Councilmember Thomas J. Schwab, City Manager Brenda Stanfill, City Clerk Randall Anstine, Assistant City Manager Bernard Simon, Finance Director Joann Lombardo, Interim Community Development Director Lt. Hoops, Sheriff's Department ABSENT: John Harper, City Attorney Joe Kicak, City Engineer The meeting was opened with invocation by Councilmember Carlstrom, followed by the Pledge of Allegiance led by Mayor Pro Tempore Christianson. Mayor Matteson convened City Council meeting at 6:00 P.M. Mayor Matteson reconvened City Council meeting at 6:15 P.M. SPECIAL PRESENTATIONS 2A. Presentation to Outgoing Assistant City Manager Randall Anstine Mayor Matteson presented Assistant City Manager Randall Anstine with a plaque commending Mr. Anstine for thirteen years of service to the City of Grand Terrace. 2B. Introduction of 1994 Miss Grand Terrace Paaeant Contestants Kim Hathaway of the Miss Grand Terrace Pageant Committee introduced the pageant contestants and invited the public to attend the event, which will Council Minutes - 02/10/94 Page 2 be held on March 12, 1994 at 7:00 p.m. at the Witmore Auditorium at Colton High School. 2C. Proclamation - "Toucrhlove Month" February 1994• "Toughlove Week" February 13-19; "Toughlove Day" February 14 1994. Councilmember Carlstrom read a Proclamation declaring February 1994 "Toughlove Month;" the week of February 13-19 "Toughlove Week;" and February 14, 1994 "Toughlove Day." CONSENT CALENDAR CC-94-17 MOTION BY COUNCILMEMBER CARLSTROM, SECOND BY COUNCILMEMBER HILKEY, CARRIED 5-0, to approve the Consent Calendar. A. APPROVE CHECK REGISTER NO. 021094 B. RATIFY 02/10/94 CRA ACTION C. WAIVE FULL READING OF ORDINANCES ON AGENDA D. APPROVE 01/27/94 MINUTES E. APPROVE TRAVEL TO AMERICAN PLANNING ASSOCIATION CONFERENCE F. APPROVE GRAND TERRACE DAY PARADE AND ROUTE FOR 5K & 10K RUN G. AUTHORIZATION TO GO TO BID FOR PLAYGROUND EQUIPMENT AT TERRACE HILLS PARK PUBLIC COMMENT Mayor Matteson opened the meeting for public comment, there being none, he returned discussion to Council. ORAL REPORTS 5B. Council Reports Mayor Matteson, thanked those who visited, called, and sent flowers and cards while he was recuperating from surgery. He also thanked Fire Station No. 23 for their quick response to his emergency call. 0 Council Minutes - 02/10/94 Page 3 Mayor Pro Tem Christianson, indicated that a resident questioned whether BFI could provide recycling bins that are easier for the elderly to handle. He explained that an elderly woman recently fell and was injured while attempting to move the bin. He inquired whether B.F.I. has containers with wheels. Richard Chilton, Browning Ferris Industries; commented that the company does not normally provide extra service but admitted that B.F.I. has provided additional service for handicapped residents in the past. He stated that bins on wheels would be used if the recycling collection were automated, adding that B.F.I. does not provide that type of service to Grand Terrace presently. He suggested that the resident in question place the container at the front of her house, remarking that the company employees will then take it out to the curb on collection day. Councilmember Carlstrom, indicated that he will miss outgoing Assistant City Manager Randy Anstine but expressed delight that the Mayor has recovered from surgery and returned to Council. He reported that the area on Barton Road near the railroad bridge has been paved, eliminating the mud at that site. Councilmember Sinalev, welcomed the Mayor back to the Council and expressed gratitude to Mayor Pro Tempore Christianson for chairing the meetings in the Mayor's absence. He explained that he was late to the City Council meeting because he was in attendance at a meeting with the San Bernardino County Sheriff's Department. He reported that he attended a meeting with the area City Managers and Supervisor Barbara Riordan regarding the cities' contract with the Sheriff's Department, stating that the County has placed the contract on hold. He relayed that many of those in attendance at the meeting expressed misgivings regarding the County's credibility. He commented that a report on the outcome of the contract would be forthcoming in the future. Councilmember Hilkev, indicating that Assistant City Manager Anstine will be missed, wished Mr. Anstine good luck. He reported that there will be a small increase in Comcast Cable rates in March, Council Minutes - 02/10/94 Page 4 adding that there will be another basic rate increase later in the year. PUBLIC HEARINGS 6A. Prioritize Projects to be submitted for the Community Development Block Grant Program - 1994195 Mayor Matteson opened discussion to the public, there being none, he returned discussion to Council. CC-94-18 MOTION BY MAYOR PRO TEM CHRISTIANSON, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to approve the following priority listing for the 1994-95 CDBG Projects: 1- Installation of sidewalks between Terrace Convalescent Hospital and Terrace Mail Mart on Mt. Vernon provide adequate accessibility handicapped. 2- Development of landscaping in Citizen's Park. the Grand the Grand Avenue to for the the Senior 3- Improvements and expansion of the Senior Center building. 4- UNFINISHED BUSINESS 7A. existing Continued financial support for the Senior Home Improvement program through the Oldtimer's Foundation. 18.73 (General Regulations and Exceptions), Section 18.63 (Site and Architectural Review)_ and Barton Road Specific Plan Development_regulation_s BRSP-93- 02 (III-3/4) and non -conforming uses including associated Negative Declaration.E-93-13 CC-94-19 MOTION BY MAYOR PRO TEM CHRISTIANSON, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to adopt the Ordinance adopting zoning amendment Z-93-03 Item 2, to Chapter 18.76 (Non -conforming Uses), Section 18.73 (General Regulations and Exceptions), Section 18.63 (Site and Architectural Review) and Barton Road Specific Plan Development regulations BRSP-93-02 (III-3/4) and non- conforming uses including associated Negative Declaration, E-93-13. Second Reading - An Ordinance of the City of Grand Conditional Use Permit allowing -light manufacturing and building/supplies use in the CM zone and E-93- 15. Environmental Review and associated Negative Declaration Johnstone Su 1 CC-94-20 MOTION BY MAYOR PRO TEM CHRISTIANSON, SECOND BY COUNCILMEMBER CARLSTROM, CARRIED 5-0, to adopt the Ordinance adopting zoning Amendment Z-93-05 changing one parcel in the C2 zone to the CM zone for light manufacturing and retail uses, and CUP-93-06, Conditional Use Permit allowing light manufacturing and building/supplies use in the CM zone and E-93-15, Environmental Review and associated Negative Declaration (Johnstone Supply). 7C. Renewal of Household Hazardous Waste Contract with the County of San Bernardino CC-94-21 MOTION BY COUNCILMEMBER CARLSTROM, SECOND BY MAYOR MATTESON, CARRIED 4-1 (MAYOR PRO TEM CHRISTIANSON VOTED NO), to approve the renewal of the annual contract with the County of San Bernardino for the Household Hazardous Waste Program in the amount of $10,418.00 and to investigate methods to recover the cost of the program. ORDER OF ADJOURNMENT Mayor Matteson adjourned the City Council Meeting at 7:15 p.m., until the next Regular CRA/City Council Meeting, which is scheduled to be held on Thursday, February 24, 1994.
