03/24/1994CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR COUNCIL MEETING - MARCH 24, 1994 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on March 24, 1994 at 6:00 P.M. PRESENT: Byron Matteson, Mayor Gene Carlstrom, Mayor Pro Tempore Herman Hilkey, Councilmember Jim Singley, Councilmember Dan Buchanan, Councilmember Thomas J. Schwab, City Manager Brenda Stanfill, City Clerk Bernard Simon, Finance Director Lt. Hoops, Sheriff's Department Margaret Ayars, Housing Rehabilitation Coordinator ABSENT: Joann Lombardo, Interim Community Development Director John Harper, City Attorney Joe Kicak, City Engineer The meeting was opened with invocation by Pastor Salim Elias, Azure Hills Seventh-Day Adventist Church, followed by the Pledge of Allegiance led by Judge Ronald Christianson. Mayor Matteson convened City Council meeting at 6:00 P.M. Judge Ronald Christianson swore in new Councilmember Dan Buchanan. Mayor Matteson presented Councilmember Buchanan with a Certificate of Appointment. Mayor Matteson reconvened City Council meeting at 6:15 P.M. SPECIAL PRESENTATIONS 2B. Recycling Family of the Month - February 1994 Mayor Matteson announced that Mr. Ed Brown and family of 11984 Paradise Road are the recipients of _ the February 1994 Recycling Family of the Month f Award and of local merchant gift certificates from Dimitri's restaurant, Food Connection, and Flowers by Yvonne. Introduce 1994 Miss Grand Terrace and her Court: Kim Hathawa , Miss Grand Terrace Pageant Committee; introduced Junior Princess, Wendy Chaves, Senior Princess, Ginger Saldana, and 1994 Miss Grand Terrace, Alexis Braun. Alexis Braun, 1994 Miss Grand Terrace, presented her pageant photograph to Council. 2D. Proclamation - "National Community Development Week 194" March 28 to A ril 1 1994 Mayor Pro Tem Carlstrom read a Proclamation declaring March 28 to April 1, 1994 "National Community Development Week 194." CONSENT CALENDAR CC-94-34 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY MAYOR PRO TEM CARLSTROM, CARRIED 5-0, to approve the Consent Calendar. A. APPROVE CHECK REGISTER NO. 032494 B. RATIFY 03/24/94 CRA ACTION 0 C. WAIVE FULL READING OF ORDINANCES ON AGENDA D. APPROVE 03/10/94 MINUTES E. STATEMENT OF INVESTMENT POLICY PUBLIC COMMENT Dick Rollins, 22700 DeBerry Street, Grand Terrace; speaking on behalf of the Grand Terrace Toastmaster's Club No. 290, summarized new Councilmember Dan Buchanan's background and requested that the information about Mr. Buchanan be published in the upcoming edition of the City's newsletter, Terrace view. He indicated that Councilmember Buchanan is a native Californian and a lawyer. He explained that Mr. Buchanan received his law degree from Western State University, College of Law, graduating Magna Cum Laude. He reported that Mr. Buchanan has served as executive editior of the Law Review and remarked that Mr. Buchanan has a B.A. in Political Science from the University of California, Riverside. He added that Mr. Buchanan has also taught legal courses at the college level. He indicated that Mr. Buchanan has served as Chairman of the Grand Terrace Council Minutes - 03/24/94 Page 3 Planning Commission and is an active member of the Grand Terrace Toastmaster's, having won an area speech contest for the district. He stated that Mr. Buchanan's wife, Cynthia, works for the San Bernardino County Public Health Services as a Health Education Specialist. He added that the Buchanans have an eight -year old son, Eric, who attends Terrace View Elementary School and is active in the Cub Scouts and a five-year old daughter, Doni, who attends Terrace View Elementary School and is a Daisy in the Girl Scouts. On behalf of Toastmaster's and the City, he welcomed Dan Buchanan to the City Council. ORAL REPORTS 5A. Committee Reports 1. Crime Prevention Committee (a) Minutes of 01/10/94 CC-94-35 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY MAYOR PRO TEM CARLSTROM, CARRIED 5-0, to accept the Crime Prevention Committee Minutes of January 10, 1994. 5B. Council_ReRorts Mayor Matteson, reported that the groundbreaking ceremony for the new Colton tertiary sewage treatment plant, which will serve the cities of San Bernardino, Colton, and Grand Terrace, will be April 15, 1994. He added that April 9, 1994 will be free dump day, remarking that County landfills will be open at no charge to County residents who show proof of residency. He commented further that Grand Terrace residents who show proof of residency also will be able to deposit their unwanted household items in the roll off dumpster that will be at City Hall on April 9 from 8:00 a.m. until the dumpster is full. Councilmember Carlstrom, indictaed that Mayor Matteson, Councilmember Hilkey, and Mayor Gonzales of Colton were featured in an article that appeared in the Sun newspaper on Thursday, March 24, 1994 concerning the City's new 92313 zip code, which will become effective July 1, 1994. He expressed delight with Councilmember Buchanan's appointment. �- He stated that he met with School Superintendent Council Minutes - 03/24/94 Page 4 Fischer recently, adding that Mr. Fischer indicated satisfaction with the sound attenuation wall that the City is constructing adjacent to Grand Terrace Elementary School on Barton Road. He reported that a security system is being installed in the Colton Joint Unified School system to provide teachers with the ability to communicate with the main office from the classroom. Councilmember Buchanan, thanked the Council for his appointment and expressed gratitude to the Planning Department staff and Planning Commissioners with whom he served over the past six years. He stated that it was an honor to have served as the Planning Commission chairman and commended the Planning Department staff, citing the quality of information the Planning Department gave to the Planning Commission regarding landuse and development issues. He expressed excitement regarding the new challenges he faces as a Councilmember and introduced his wife, Cindy, and his son, Eric and daughter, Doni. Councilmember Sinalev, announced that the Lion's Club will be holding a pancake breakfast on Sunday, March 27, 1994 at the Community Center on Barton Road. Mayor Matteson, reported that the Lion's Club breakfast will be held from 7:00 a.m. to Noon. Councilmember Hiles, reported that Colton Joint Unified is the second wealthiest school district in the County, remarking that 19% of their total budget is in cash. He stressed, however, that the test scores for the district are the lowest in the County and suggested that the District channel more of their budget into their educational programs. He mentioned that the petition to form a Grand Terrace School District is circulating throughout the City, adding that 1,776 signatures are needed on the petition to place the issue on the November 1994 ballot. Expressing delight, he indicated that there are currently over 1700 signatures on the petition and surmised that those signatures will be obtained within the next two weeks. He speculated that the City may have an opportunity to vote on the proposed school district in November 1994. He added that tickets for the Lion's Club breakfast are available at the door. He indicated that the interviews will be scheduled at the next Council Meeting. NEW BUSINESS 8A. Consider Appointment of LAFCO and SCAG Representatives CC-94-36 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER BUCHANAN, CARRIED 5-0, to direct Mayor Matteson to vote for John Timmer, City of Highland, for appointment to LAFCO at the April 6, 1994 meeting and to authorize Mayor Matteson to select and vote for an alternate. Citv Selection Committee Officers CC-94-37 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY MAYOR PRO TEM CARLSTROM, CARRIED 5-0, to direct Mayor Matteson to exercise his discretion in voting for the Chairman and Vice -Chairman for appointment to the City Selection Committee. ORDER OF ADJOURNMENT Mayor Matteson adjourned the City Council Meeting at 6:48 p.m., until the next Regular CRA/City Council Meeting, which is scheduled to be held on Thursday, April 14, 1994.
