REGULAR COUNCIL MEETING - APRIL 14 1994
A regular meeting of the City Council of the City of Grand Terrace
was called to order in the Council Chambers, Grand Terrace Civic
Center, 22795 Barton Road, Grand Terrace, California, on April 14,
1994 at 6:00 P.M.

The meeting was opened with invocation by Reverend Benjamin
Nicholas, Highgrove United Methodist Church, followed by the Pledge
of Allegiance led by Councilmember Dan Buchanan.

CC-94-39 MOTION BY COUNCILMEMBER HILKEY, SECOND BY COUNCILMEMBER
SINGLEY, CARRIED 4-0-1-0 (MAYOR PRO TEM CARLSTROM WAS
ABSENT), to award the Annual Street Striping Contract to
Arrow Straight Marking and Striping Services, Inc. in the
amount of $19,714.15.
PUBLIC COMMENT
Steve Berry, 315 West Gillman Street, Banning; speaking
on behalf of the Grand Terrace Chamber of Commerce,
announced the approach of Grand Terrace Days. He
remarked that the Grand Terrace Days 5K and 10K Run will
be held on Sunday, June 12, 1994, adding that B.F.I.,
Hood Communications, and other businesses are sponsoring
the race. He indicated that the Chamber is working
closely with the City to plan Grand Terrace Days. He
reported that the Chamber held its Business Community
Mixer on Wednesday, April 13, 1994 at Valley Bank in
Grand Terrace and announced that a joint Grand
Terrace/Colton Mixer will be held on Wednesday, May 11,
1994 at Chino Valley Bank in Colton for the bank's
twentieth anniversary. He commented further that the
White Elephant Day Sale is approaching and stressed that
many throw -away items can be recycled. He indicated that
a golf tournament is scheduled for September but stated
that the date has not been established.

Dick Rollins, 22700 DeBerry Street, Grand Terrace;
recommended that the City of Grand Terrace consider
installing the Westec motion detection alarm system at
the Pico Park site, adding that the City of Loma Linda
uses the system and has found it effective. He commented
that the system is fully monitored with a motion path
that is a few feet above the ground. He added that any
movement in the motion path will alert the Sheriff's
Department. Expressing concern about vandalism in Pico
Park, he suggested that the City investigate the cost of
such a security system.

SINGLEY, CARRIED 4-0-1-0 (MAYOR PRO TEM CARLSTROM WAS
ABSENT), to accept the Parks and Recreation Committee
Minutes of March 7, 1994.
Mayor Matteson, questioned whether the City had
investigated the structural safety of the second floor of
the snack bar at Terrace Hills Community Park.
City Manager Schwab, reported that the City's building
inspector reviewed the structure and made recommendations
to improve the safety of the building. He indicated that
City staff is making the necessary corrections. He added
that the City is working with the Little League and
Soccer organizations to eliminate problems with water
leakage in the building. He indicated that the wood in
the snack bar has been dried but remarked that the City
is monitoring the structure for dry rot.

5B. Council Reports
Mayor Matteson, announced that the Grand Terrace
Fine Art Show will be held at City Hall on May 1,
1994, adding that refreshments will be served to
the public. He commented that the groundbreaking
ceremony for the Colton tertiary sewage treatment
plant will be held on Friday, April 15, 1994 at
11:00 a.m. on Agua Mansa Road in Colton.
Councilmember Singlev, announced that he attended
the Easter Egg Hunt sponsored by the City. He
congratulated the staff on the event, stating that
it was well organized.
Councilmember Hilkey, remarked that Grand Terrace
is in the jurisdiction of Omnitrans, which is an
entity federally subsidized through gasoline taxes.
He reported that Durand Rall is the new General
Manager. He commented that Omnitrans has issued
its initial budget report and indicated that the
shuttle service is planned for next year. He
stated that Omnitrans' Dial -a -ride and Dial -a -ride
Gold (for seniors and the disabled) service Grand
Terrace. Adding that Dial -a -ride has not proven to
be cost-effective, he indicated that Omnitrans is
proposing to implement a taxi subsidy service in
the communities of Fontana and Chino Hills next
year. He reported that if the program is
successful, the service will be implemented in
Phase II in the communities of Grand Terrace, Loma
Linda, and East Highland. He reported that on
Friday, April 8, 1994 he attended an economic
recovery seminar sponsored by Congressman George
Brown. He indicated that the seminar covered
information and information retrieval, remarking
that he received material about a CD Rom software
application of information about building and lot
sizes, floor plans, and more which is loaded into a
master file. He stated that those information
disks can be accessed by developers or real estate
professionals nation-wide. He suggested that Grand
Terrace utilize the service to assist with
potential growth in industrial zones adjacent to
the freeway. He stated that the software supplies
pictures and sound with the data. He indicated
that he lobbied Jim Burns of Southern California
Edison to locate the fuel cell research program in
Grand Terrace, remarking that Grand Terrace is
competing with a northern city that wants to be the

west coast fuel cell development center. He
defined the fuel cell as a futuristic method of
generating electricity, explaining that SCE is
sponsoring the location of a research program in
Grand Terrace at the Highgrove Generating Plant.
Jim Burns, Area Manager, Southern California
Edison; explained that fuel cells chemically
convert natural gas and other fossil fuels directly
into electricity. He related that fuel cell
technology has been used in space travel for many
years, adding that fuel cells can power industry
and may eventually power cars. He stated that the
fuel cell facility at the generating plant will be
designed to allow companies from all over the
United States to bring their technology to Grand
Terrace for testing. Stressing the partnership
between SCE and the fuel cell companies, he
indicated that SCE will freely use the electricity
generated and the developing companies will be
given free use of the facility. He commented that
SCE is supporting the location of the fuel cell
project in Grand Terrace but indicated that another
city is vying for the project.
Mayor Matteson, requested written information about
the fuel cell.
Councilmember Hilkey, suggested that the City
correspond with Congressman Brown to support
locating the project in Grand Terrace.
Mayor Matteson, questioned whether there are any
drawbacks to the project.
Jim Burns, Area Manager, SCE; explaining that the
fuel cell is a non-polluting method for generating
electricity, stated that the local area was chosen
as a possible project site due to its poor air
quality, stressing that the location would allow
for the demonstration of clean technology. He
commented that the gas company and Edison are
working together on the project.
Mayor Matteson, questioned why a fuel cell plant
cannot be placed in the north and in Grand Terrace.
Jim Burns, Area Manager, SCE; indicated that more
land is available in Grand Terrace adjacent to the
generating plant, adding that experimenting in one

location will allow for accurate comparisons of
technological effectiveness under the same
conditions.
Mayor Matteson, inquired whether the project would
involve the conversion of natural gas only into
electricity.
Jim Burns, Area Manager, SCE; responded in the
affirmative, but indicated that other fossil fuels
can be converted into electricity.
Mayor Matteson, questioned whether hydrogen would
be converted into electricity.
Jim Burns, Area Manager, SCE; speculated that
hydrogen may be converted in the future.
city Manager Schwab, indicated that the SCE
generating station in Grand Terrace has been
remodeled to accommodate the fuel cell, adding that
a fuel cell is already in place. He related that
the project will test four different technologies
to determine what type of fuel cell will be adopted
for nation-wide use. Citing the slow development
of electric cars due to the lack of
standardization, he expressed his belief that
developing technology in one primary location is
efficient and cost effective. He indicated that
SCE plans to develop fuel cell standards and
commented that fuel cells are bulky but can be used
to provide power for locomotives, ships, and
hotels. He stressed the benefits of the project to
the community and asserted his belief that there is
no negative impact to the fuel cell project.
Councilmember Hilkey, remarked that the economic
recovery seminar was well attended by federal,
state, and local legislators in addition to local
residents, Terri Ruby and Lee Ann Garcia.
Councilmember Buchanan, expressed appreciation to
staff for assisting him in learning his Council
position.

alternate member representative to the San Bernardino
Valley Municipal Water District's Advisory Commission on
Water Policy.

CC-94-43 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER
HILKEY, CARRIED 4-0-10 (MAYOR PRO TEM CARLSTROM WAS
ABSENT), to approve the action taken at the May 6, 1993
Council Meeting and appoint Lee Ann Garcia to the
Planning Commission to fill the unexpired term to expire
June 30, 1996 and to request Ms. Garcia's resignation
from the General Plan Task Force.
8C. Contract with City of Loma Linda for Animal Control
Services
CC-94-44 MOTION BY MAYOR MATTESON, SECOND BY COUNCILMEMBER HILKEY,
CARRIED 4-0-1-0 (MAYOR PRO TEM CARLSTROM WAS ABSENT), to
retain the contract with the County of San Bernardino for
animal control services.
ORDER OF ADJOURNMENT
Mayor Matteson adjourned the City Council Meeting at 7:00
p.m., until the next Regular CRA/City Council Meeting,
which is scheduled to be held on Thursday, April 28,
1994.
