04/28/1994CITY OF GRAND TERRACE CITY COUNCIL MINUTES REGULAR COUNCIL MEETING - APRIL 28 1994 A regular meeting of the City Council of the City of Grand Terrace was called to order in the Council Chambers, Grand Terrace Civic Center, 22795 Barton Road, Grand Terrace, California, on April 28, 1994 at 6:00 P.M. PRESENT: Byron Matteson, Mayor Gene Carlstrom, Mayor Pro Tempore Herman Hilkey, Councilmember Jim Singley, Councilmember Dan Buchanan, Councilmember Thomas J. Schwab, City Manager Brenda Stanfill, City Clerk Bernard Simon, Finance Director Joann Lombardo, Interim Community Development Director Lt. Rodney Hoops, Sheriff's Department ABSENT: John Harper, City Attorney Joe Kicak, City Engineer The meeting was opened with invocation by Pastor Salim Elias, Azure Hills Seventh-Day Adventist -Church, followed by the Pledge of Allegiance led by Mayor Pro Tem Carlstrom. Mayor Matteson convened City Council meeting at 6:00 P.M. Mayor Matteson reconvened City Council meeting at 6:10 P.M. SPECIAL PRESENTATIONS 2A. Recycling Family of the Month - March 1994 Mayor Matteson announced that the Foster family of 22625 Pico Street are the recipients of the March 1994 Recycling Family of the Month Award and of local merchant gift certificates from Food Connection and Flowers by Yvonne. 2B. Proclamation - "Blue Ribbon Week" May 14-21 1994 Mayor Matteson read a Proclamation designating the week of May 14-21, 1994 as "Blue Ribbon Week." Community Services Officer Korgan, invited the public to the "Blue Ribbon Week" celebration that will caravan from the Ontario Civic Center into Los Council Minutes - 04/28/94 Page 2 Angeles, Colton, and Victorville. She indicated that there will be a law enforcement display at the Colton Wal Mart Shopping Center from 10:00 a.m. to 2:00 p.m. 2C. Commendation - Mr. and Mrs. Fred Reitler Mayor Matteson presented Fred and Ethel Mae Reitler with a Commendation honoring the Reitler's 50th wedding anniversary and citing that the Reitler's were the owners of the property where City Hall is now located. Tony Petta, 11875 Eton Drive, Grand Terrace; summarized the history of City Hall, relating that the City began business at the Community Center on Barton Road with furniture obtained from Security Pacific Bank. He indicated that city operations relocated to the Baptist Church on Mt. Vernon following a conflict of interest at the previous site. He remarked that the City operated at the Church site for one year until a problem with tax liability arose for the Church. He stated that the city located at Terrace View Elementary School but began searching for a permanent City Hall site, selecting the Reitler property. He commented that the Reitler's agreed to sell their property to the City and held the property until the City could fund the purchase. He related that Bill De Benedet and Ernie Zampese subsequently purchased the property and sold it to the City. He stated that the Reitler's refused higher offers for their property in order to sell it to the city. CONSENT CALENDAR CC-94-45 MOTION BY COUNCILMEMBER BUCHANAN, SECOND BY COUNCILMEMBER HILKEY, CARRIED 5-0, to approve the remainder of the Consent Calendar with removal of Item E. A. APPROVE CHECK REGISTER NO. 042894 B. RATIFY 04/28/94 CRA ACTION C. WAIVE FULL READING OF ORDINANCES ON AGENDA D. APPROVE 04/14/94 MINUTES Council Minutes - 04/28/94 Page 3 F. RESOLUTION APPROVING ALTERNATE MEMBERS FOR THE PUBLIC REPRESENTATIVES OF THE SOLID WASTE ADVISORY TASK FORCE G. DENY REFUSE EXEMPTION (SANDOVAL) H. RESOLUTION - DEFICIENCY PLAN FOR I-215 FREEWAY ITEMS REMOVED FROM CONSENT CALENDAR E. CC-94-46 MOTION BY MAYOR MATTESON, SECOND BY MAYOR PRO TEM CARLSTROM, CARRIED 5-0, to declare the playground equipment surplus property and to authorize staff to accept the contractor offer to dismantle and remove the existing playground equipment in exchange for its salvage value. PUBLIC COMMENT _Community Services Officer Korgaan,, invited the public to attend the Grand Terrace Days celebration from June 5 to June 12, 1994, adding that the theme is "Serving our Community" in honor of the Lions' Club 20 years of service in the community. She announced that Grand Terrace Days will begin with a pancake breakfast at the Community Center on Barton Road on Sunday, June 5, 1994. She indicated that many events will happen during the week of Grand Terrace Days, remarking that the celebration will conclude with a 5K and 10K Run, a parade, and a fair on Sunday, June 12. She added that T- shirts and buttons are on sale at City Hall. Gary Walker, 1395 Mohave Drive, Colton; speaking on behalf of the Grand Terrace Chamber of Commerce, remarked that the Chamber has been developing a business incubator program. He commented that the Chamber is establishing local work station sites so employees can work at the incubator sites instead of commuting to the job locations. He added that the Chamber is developing the program in conjunction with the city's Planning Department. He indicated that the Planning Department is working to locate grant funds to help private investors locate business work centers in the city. He stated that the event schedule and the entry form for the 5K and 10K run and the 1.5 mile walk will be placed in the upcoming edition of the Chamber newsletter. He summarized the Council Minutes - 04/28/94 Page 4 weeklong Grand Terrace Days events, inviting the Council and the public to participate in the celebration. ORAL REPORTS 5A. Committee Reports 1. Crime Prevention Committee (a) Minutes of 03/14/94 CC-94-47 MOTION BY MAYOR PRO TEM CARLSTROM, SECOND BY COUNCILMEMBER HILKEY, CARRIED 5-0, to accept the Crime Prevention Committee Minutes of March 14, 1994. Councilmember Hilk yr inquired whether the Crime Prevention Committee needs new direction as to its purpose. Community Services Officer Koraan, explaining that her duties and the services of the Crime Prevention Committee and the Citizen Patrol often overlap, she expressed her belief that the Citizen Patrol and the Crime Prevention Committee should have separate functions. She stated that the Committee needs new goals and objectives. Mayor Matteson requested that City Manager Schwab investigate new goal options for the Crime Prevention Committee. 2. Emergency Operations Committee (a) Minutes of 03/15/94 Councilmember Buchanan, questioned whether the City Manager had addressed the requests made by the EOC. City Manager Schwab, remarked that he attended the May 14, 1994 EOC meeting and stated that two of the three issues had been resolved. He indicated that the third issue would be resolved soon. CC-94-48 MOTION BY COUNCILMEMBER BUCHANAN, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to accept the Emergency Operations Committee Minutes of March 15, 1994. 3. Historical and Cultural Committee (a) Minutes of 04/04/94 0 Council Minutes - 04/28/94 Page 5 Councilmember Sinaley, announced that the Art Show, sponsored by the Historical and Cultural Committee, will be held on Sunday, May 1, 1994 from 1:00 p.m. to 4:00 p.m., indicating that the public is invited to attend. CC-94-49 MOTION BY COUNCILMEMBER SINGLEY, SECOND BY COUNCILMEMBER BUCHANAN, CARRIED 5-0, to accept the Historical and Cultural Committee Minutes of April 4, 1994. 5B. Council Reports Mayor Matteson, read a letter aloud that the city received from Lisa Taylor, manager of the Grand Terrace Branch of the San Bernardino County Library, which thanks the city for the city's 1993- 94 fiscal year grant to the Library, details how the funds were used to benefit the community, and requests a grant for the 1994-95 fiscal year. He expressed support for the funding request. Mayor Pro Tem Carlstrom, reported that the construction at the intersection of Mt. Vernon and Barton Road is still in progress. Mayor Matteson, indicated concern regarding open spaces in the roadway that can be potentially dangerous to motorcyclists and bicyclists and expressed overall dissatisfaction with the quality of the construction work. He suggested that the city refrain from making any more progress payments to the contractor until the work is satisfactorily completed. Mayor Pro Tem Carlstrom, complimented the quality of the storm drain construction that was completed on Grand Terrace Road. Councilmember Singley, announced that he attended the groundbreaking ceremony for the Colton Tertiary Wastewater Treatment Plant, explaining that the sewer bills have increased to fund the construction of the third stage of the sewage treatment plant. He commented that the third stage treated water is sifted through the soil and then pumped back out before being discharged into the Santa Ana River. He reported that he and Councilmember Buchanan attended a meeting with Supervisor Riordan on Friday, April 22, 1994. He related that he spoke with Ms. Riordan regarding locating the fuel cell project in Grand Terrace, stating that she Council Minutes - 04/28/94 Page 6 indicated her support for locating the project in the city. Stressing the importance of the fuel cell project, he commented that the project will be known internationally as a fuel cell testing and training center. He suggested that Mayor Matteson send a letter to the Governor to persuade him to support locating the fuel cell project in Grand Terrace rather than supporting the awarding of the venture to the northern city that is also vying for the project. He noted that he also attended the meeting with the Emergency Operations Committee, adding that the committee expressed concern regarding the vacancies on the committee. He advised that those interested in becoming a member of the EOC can apply at City Hall in the City Manager's or City Clerk's office. He explained that the EOC's purpose is to operate relief efforts and communicate with County disaster centers in the event of a major earthquake or other disaster. He commented that the committee indicated a need for a computer to link with the county computer system that intercepts and translates radio signals to provide continuous updates on the status of an area during a disaster when telephone lines are disrupted. He indicated that such a radio signal link worked very well during the Landers quake. He stated his belief that the city should expend the $2,000 to purchase a computer for the EOC as soon as possible. Councilmember_Hilkey, reiterated that the Art Fair will be held on Sunday, May 1, 1994. He stated that the Sheriff's contract will increase next year. He indicated that he is getting a f ine, white sand in his water and expressed dissatisfaction with the water company. Gene McMeans, General Manager, Riverside Highland Water Company; asserted that the water system on Glendora was installed substandard by a small, private water company during the development of the housing tract. He stated that Riverside Highland took over the system. He related that the company has been upgrading the water system throughout the city, indicating that over 14 miles of pipeline have been replaced over the past eight years, including some of the pipeline in the Glendora area. He remarked that the Glendora area has only 4" mains, adding that most of the new development in the area has restrictions for on -site water Council Minutes - 04/28/94 Page 7 _ tanks for fire suppression or sprinkler systems. Indicating that the company has installed a main water line across Barton Road at Honey Hill Drive across to Grand Terrace Road, he stated that the company installed a T-section of pipe so that a 6- 8" main can be extended down Barton Road to Glendora. He indicated that the company routinely flushes the system and declared that the company recognizes the problem on Glendora and is acting to improve the situation. Mayor Matteson, inquired whether the water problem is isolated in the Glendora area. Gene McMeans, General Manager, Riverside Highland Water Company; responded that the Glendora location is a primary problem but indicated that there are other areas with problems. He repeated that the company flushes the system bi-monthly. Mayor Pro Tem Carlstrom, indicated that he has experienced similar problems with sand in his water and questioned whether there is some type of filter that can be attached to a 3/4" service. Gene McMeans, General Manager, Riverside Highland Water Company; replied that there are sand filters used by landscapers that can be obtained from various hardware stores. He indicated that the filter is installed before the sprinkler controllers to protect the sprinkler system. He remarked that the company will go to homes to shut off meters, if necessary, indicating that most meters have bail -valves so that residents can shut off their own service. Councilmember Hilkev, questioned how the sand gets into the water system. Gene McMeans, General Manager, Riverside Highland Water Company; explained that the sand comes from the aquifer when water is pumped from the deep water wells. He mentioned that one well with a problem was taken out of service. He commented that the company has done a main replacement in the area of Glendora on both sides of the Miller reservoir, relating that the Miller reservoir was taken out of service and completely cleaned of sand in February of 1994. He stressed that the company Council Minutes - 04/28/94 Page 8 will respond to any water problems in the city and encouraged residents to call the company. Mayor Pro Tem Carlstrom, indicated that he attended former Loma Linda Mayor Elmer Digneo's retirement celebration. He remarked that Mr. Digneo was also a director for SANBAG and stated that the gathering was attended by numerous county and local city officials. Tony Petta, 11875 Eton Drive, Grand Terrace; remarked that the initial water system was designed for a rural community. He commented that the system is overloaded with the over 12,000 people living in the city, adding that Gene McMeans has spearheaded a project to upgrade the city's entire water system. He speculated that the water company has spent approximately $7-10 million on the project. He remarked that sand gets into his system due to the construction on the pipelines but expressed anticipation that the new system will adequately serve the city. He indicated that there will be some inconvenience during the renovation of the water system and requested that the public be patient. Councilmember Singley, praised Riverside Highland's quick action in fixing a broken water line in his home. Councilmember Buchanan, expressed excitement about the progress at Pico Park and questioned whether it would open in June. City Manager Schwab, indicated that the city is waiting for the grass to mature and speculated that the park may open by mid -June. Councilmember Buchanan, suggested that the park opening be coordinated with Grand Terrace Days, with the opening scheduled for Saturday, June 11, 1994. PUBLIC HEARING 6A. Place 1994-95 Community Development Block Grant Funds Into Contingency_ Mayor Matteson opened discussion to the public, there being none, he returned discussion to Council. 0 Council Minutes - 04/28/94 Page 9 CC-94-50 MOTION BY COUNCILMEMBER HILKEY, SECOND BY COUNCILMEMBER SINGLEY, CARRIED 5-0, to approve placing $33,000 of fiscal year 1994-95 Community Development Block Grant funds into contingency and limit funding of the Senior Home Repair Program to $2,000.
